Since the Sept. 11 attacks on the United States, law enforcement has made some strides in order to share information regarding domestic terrorism. Although the system has it's flaws still, much more obstacles have been cleared prior to the 9/11 attacks on the United States. With intelligence sharing a critical piece of the safety of the United States, Congress decided to pass a law creating intelligence and information sharing a must. "The 9/11 attacks provided the impetus to pass significant anti-terrorism legislation - the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act) - to overcome the obstacles posed by the "wall" that inhibited coordination between law enforcement and intelligence". (Burch, 2008) With the Patriot Act being set into motion, law enforcement agencies must obey certain laws on intelligence sharing closing the gap between these agencies, but not necessarily fixing the intelligence sharing completely.
One example I would like to use is the Lackawanna Six terrorist group being arrest back in Sept 2002. One reason I choose to use this was that this happens to take place where I grew up and vaguely remember hearing about this. The FBI and CIA used intelligence sharing during this process along with information being collected by neighbors to eventually led the capture of these six men, one of them at his wedding in Bahrain. Although these men never actually committed a terrorist plot, they were suspected of travel to Buffalo, NY to recruit young Yemenite males, to carry out terror within the region. They as said to have trained in Afghanistan with Bin Laden months before the Sept 11 attacks but were arrested and sentenced before any killings could have taken place. This was a letter from a concerned parent living within the neighborhood they were operating in, "It warned, "I am very concern. I am an Arab-American... and I cannot give you my name because I fear for my life. Two terrorist came to Lackawanna... for recruiting the Yemenite youth... the terrorist group... left to Afghanistan to meet... bin Laden and stay in his camp for training", and gave the names of twelve local youths"(Temple-Raston, 2007).
With the knowledge I have gained throughout the course, I would recommend a few things to make the intelligence sharing easier and more effective throughout the intelligence community. First I would make a centrally used information sharing system allowing all departments regardless of local, state or federal stature to access the information they need within their jurisdiction. Secondly, I would have a specific agency designed to investigate within the intelligence community making sure departments are following protocols, actually sharing information fully. Lastly, I would like to implement a quarterly meeting between all the 16 department heads within the intelligence community. If ...

Most people attribute the creation of law enforcement and intelligence fusion centers with the events of September 11, 2001. However, from 1999–2002, a series of major events primed policy makers within the U.S. intelligence and law enforcement communities to formalize cross-community information sharing activities and ultimately to create an effective law enforcement and intelligence information-sharing environment.
As the new millennium was set to begin, Ahmed Ressam (the Millennium Bomber) was stopped as he exited a ferry crossing from Canada to a remote U.S. entry point. The contents found in his trunk would have allowed Ressam to achieve his goal of setting off an explosive device at the Los Angeles airport. This event, which occurred just two years before 9/11, led to meetings regarding the creation of some type of fusion and/or sharing process. Further discussions would advance this idea in the fall of 2002. In October of 2002, unprovoked shootings in the Washington DC metropolitan area resulted in 10 people dead and three critically injured. At the outset of these shootings, a massive police investigation across local and federal levels developed to apprehend the so-named Beltway Sniper. Local and federal law enforcement officials in the East attempted to fit the pieces together and analyze messages left by the killer or killers. This sniper case, combined with previous lessons learned, culminated in the realization for the need to formalize a multijurisdictional information-sharing activity. The 9/11 Commission Report concluded that the failure of the intelligence community (IC) to share information between agencies and levels of government lead to significant gaps in situational awareness. The terrorists exploited those gaps to plan and execute their attacks. The year is 2014. The Intelligence Community is ten years into its efforts to
implement the Intelligence Reform and Terrorism Prevention Act (IRTPA). While
change has been evident on many fronts, nothing was more closely identified with
intelligence reform than information sharing; ever since the 9/11 Commission
declared that “the biggest impediment to all-source analysis – to a greater
likelihood of connecting the dots – is the human or systemic resistance to sharing
information”1, the two had been inextricably linked. And while we were pushing
more electrons than ever before, dissatisfaction continued: in 2014, as in 2009,
no analyst in the IC had effective access to all information; analysts in many parts
of the Community complained that they couldn’t get operational traffic or law
enforcement information; we had little ability to do large scale processing of
foreign and domestic data sets; our non Federal partners were still dissatisfied
with the quality of information sharing. A dizzying array of directives had been
issued. Arbitration procedures had been established. And yet organizations
weren’t getting the information they claimed to “need.” Legitimate issues
coexisted with tripe. According to the critics, we still couldn’t connect those dots.
The reality, however, was far more complex: the only question was whether it
took a major intelligence failure to realize that fact.
This is the path we’re on. We will continue to hear claims that information sharing has
“barely improved since 9/11.” Such hyperbole is unmitigated nonsense. The robust sharing of
information between and among the key organizations has undoubtedly contributed to the fact
that we haven’t suffered a major attack. And by any objective standard, the level of sharing

Here’s the thing, in my Week 1 Forum I addressed a major concern of mine. This concern surfaced after the investigation into the 9/11 attacks. Since the change in national security efforts over the last 17 years, the perspectives portrayed by the 9/11 Commission have guided our Nation’s Intelligence Community (IC) and the strategies and legislation put into place to prevent another chaotic event. Basically, this class confirmed what we all have learned by now: 9/11 could have been prevented. Unfortunately, the truth of the matter is more enhanced technology, better information exchange, and advanced training are some issues which ushered in a blatant attack under the radar.
The United States Government does deserve some credit. There have been nearly 20 years of research, special panels, investigative committees, funding grants, training guidelines, new government entities, and so much more which have helped to contribute to a more effective fight against terror. In fact, much of the change has begun to focus on terror prevention, rather than a centralized approach on how to respond to attacks.
This forum asks us to state whether or not our opinions have changed since we began this course to now. I have to say, my opinion has changed somewhat for the better. When I first began this journey into the study of Homeland and National Security, I had no idea the changes that had taken place since 9/11. In regards to my specific area of interest, I have gained more knowledge about what is actually going on. I believe the government has been making a concerted effort to ensure that law enforcement agencies are privy to pertinent matters of national security. When I know it seems the most valuable information will never be trusted in the hands of those without Top Secret clearances, I cannot help but feel this may be a barrier between responding to attacks and the ability to prevent them in the first place.
My first post mentioned the idea that law enforcement training academies have been uprooted, and the training has seen a trend toward national security efforts (Flores, 2012). In fact, when I went through the academy over 2 years ago, I recall some training about criminal profiling and crime statistics that would reveal certain aspects of those who make terrorist watch lists. Additionally, local projects such as Business Partners Against Terrorism (BPAT) have been implemented and altered into national models. These models have been spread throughout the nation as Fusion Centers, which act as central hubs for information exchange between law enforcement and security agencies at all levels of the government (Schaible & Sheffield, 2012).

Fusion Centers
Following the 9/11 attacks and the subsequent reform of the intelligence community and law enforcement agencies, the Department of Homeland Security created fusion centers throughout the country in order to facilitate information sharing for tribal, local, state, and federal government agencies (Khan, 2012). According to Khan (2012), the centers “have ‘not produced useful intelligence to support federal counterterrorism efforts’ and have ‘too often wasted money and stepped on American civil liberties’” (Khan, 2012). However, these figures and statements should be corroborated with the multiple intelligence overseeing committees within the Senate and Congress to inform the public of the real information at hand. Yet, Senator Levin states that these centers “’may provide valuable services in fields other than terrorism’ like criminal investigations, public safety or disaster response” (Khan, 2012). Overall, these centers have access to classified information and when other analysts upload their products and reports in SIPR and JWICS systems, then it enables others to search through these products through Intelink.com on the classified systems.
Intelligence Reform
The National Security Act of 1947 established different agencies and positions regarding the military and intelligence community. Throughout the years, different policies and laws have been enacted to ensure that intelligence agencies follow established procedures and all laws so they do not run into issues or violate these laws. Following the 9/11 attacks, the Intelligence Reform and Terrorism Prevention Act was signed and “is the most recent legislative action to reform the community’s performance and management. While the IRTPA has contributed to intelligence improvements, such as increased sharing of data on terrorism, most in and around the intelligence community would assert that managing the intelligence enterprise is still a work in progress” (Strickland & Whitlock, 2012). National intelligence managers were created in order to facilitate integration of “intelligence strategies that support national security outcomes” (Strickland & Whitlock, 2012). Another significant change is that the person holding the position of the Director of National Intelligence keep an important relationship with the President due to the President being a consumer of intelligence (Strickland & Whitlock, 2012).
Three Philosophical Lessons
There are 3 philosophical lessons concerning intelligence that include Simpson’s Paradox, Skyrms’ Resiliency Theory, and Casual Inference. The year is 2014. The Intelligence Community is ten years into its efforts to
implement the Intelligence Reform and Terrorism Prevention Act (IRTPA). While
change has been evident on many fronts, nothing was more closely identified with
intelligence reform than information sharing; ever since the 9/11 Commission
declared that “the biggest impediment to all-source analysis – to a greater
likelihood of connecting the dots – is the human or systemic resistance to sharing
information”1, the two had been inextricably linked. And while we were pushing
more electrons than ever before, dissatisfaction continued: in 2014, as in 2009,
no analyst in the IC had effective access to all information; analysts in many parts
of the Community complained that they couldn’t get operational traffic or law
enforcement information; we had little ability to do large scale processing of
foreign and domestic data sets; our non Federal partners were still dissatisfied
with the quality of information sharing. A dizzying array of directives had been
issued. Arbitration procedures had been established. And yet organizations
weren’t getting the information they claimed to “need.” Legitimate issues
coexisted with tripe. According to the critics, we still couldn’t connect those dots.
The reality, however, was far more complex: the only question was whether it
took a major intelligence failure to realize that fact.
This is the path we’re on. We will continue to hear claims that information sharing has
“barely improved since 9/11.” Such hyperbole is unmitigated nonsense. The robust sharing of
information between and among the key organizations has undoubtedly contributed to the fact
that we haven’t suffered a major attack. And by any objective standard, the level of sharing

Here’s the thing, in my Week 1 Forum I addressed a major concern of mine. This concern surfaced after the investigation into the 9/11 attacks. Since the change in national security efforts over the last 17 years, the perspectives portrayed by the 9/11 Commission have guided our Nation’s Intelligence Community (IC) and the strategies and legislation put into place to prevent another chaotic event. Basically, this class confirmed what we all have learned by now: 9/11 could have been prevented. Unfortunately, the truth of the matter is more enhanced technology, better information exchange, and advanced training are some issues which ushered in a blatant attack under the radar.
The United States Government does deserve some credit. There have been nearly 20 years of research, special panels, investigative committees, funding grants, training guidelines, new government entities, and so much more which have helped to contribute to a more effective fight against terror. In fact, much of the change has begun to focus on terror prevention, rather than a centralized approach on how to respond to attacks.
This forum asks us to state whether or not our opinions have changed since we began this course to now. I have to say, my opinion has changed somewhat for the better. When I first began this journey into the study of Homeland and National Security, I had no idea the changes that had taken place since 9/11. In regards to my specific area of interest, I have gained more knowledge about what is actually going on. I believe the government has been making a concerted effort to ensure that law enforcement agencies are privy to pertinent matters of national security. When I know it seems the most valuable information will never be trusted in the hands of those without Top Secret clearances, I cannot help but feel this may be a barrier between responding to attacks and the ability to prevent them in the first place.
My first post mentioned the idea that law enforcement training academies have been uprooted, and the training has seen a trend toward national security efforts (Flores, 2012). In fact, when I went through the academy over 2 years ago, I recall some training about criminal profiling and crime statistics that would reveal certain aspects of those who make terrorist watch lists. Additionally, local projects such as Business Partners Against Terrorism (BPAT) have been implemented and altered into national models. These models have been spread throughout the nation as Fusion Centers, which act as central hubs for information exchange between law enforcement and security agencies at all levels of the government (Schaible & Sheffield, 2012).

Fusion Centers
Following the 9/11 attacks and the subsequent reform of the intelligence community and law enforcement agencies, the Department of Homeland Security created fusion centers throughout the country in order to facilitate information sharing for tribal, local, state, and federal government agencies (Khan, 2012). According to Khan (2012), the centers “have ‘not produced useful intelligence to support federal counterterrorism efforts’ and have ‘too often wasted money and stepped on American civil liberties’” (Khan, 2012). However, these figures and statements should be corroborated with the multiple intelligence overseeing committees within the Senate and Congress to inform the public of the real information at hand. Yet, Senator Levin states that these centers “’may provide valuable services in fields other than terrorism’ like criminal investigations, public safety or disaster response” (Khan, 2012). Overall, these centers have access to classified information and when other analysts upload their products and reports in SIPR and JWICS systems, then it enables others to search through these products through Intelink.com on the classified systems.
Intelligence Reform
The National Security Act of 1947 established different agencies and positions regarding the military and intelligence community. Throughout the years, different policies and laws have been enacted to ensure that intelligence agencies follow established procedures and all laws so they do not run into issues or violate these laws. Following the 9/11 attacks, the Intelligence Reform and Terrorism Prevention Act was signed and “is the most recent legislative action to reform the community’s performance and management. While the IRTPA has contributed to intelligence improvements, such as increased sharing of data on terrorism, most in and around the intelligence community would assert that managing the intelligence enterprise is still a work in progress” (Strickland & Whitlock, 2012). National intelligence managers were created in order to facilitate integration of “intelligence strategies that support national security outcomes” (Strickland & Whitlock, 2012). Another significant change is that the person holding the position of the Director of National Intelligence keep an important relationship with the President due to the President being a consumer of intelligence (Strickland & Whitlock, 2012).
Three Philosophical Lessons
There are 3 philosophical lessons concerning intelligence that include Simpson’s Paradox, Skyrms’ Resiliency Theory, and Casual Inference. The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

In addition, some critics argue that in the years since their creation, fusion centers and the law enforcement entities affiliated with them have moved away from their original purpose and instead have utilized federal grants and resources to fight local crime.
