Base on a strong ‘face to face meetings’ legacy, the Office de consultation publique de Montreal (OCPM) acknowledges that citizens and civil society groups are using different types of technologies and new medias to express their opinions, to get informed and to create online communities. This societal transformation led us to begin a long reflection on how to integrate these rich online contents and how to innovate through a hybrid methodology.

Presentation at Information Access in Smart Cities workshop in Amsterdam, 13/04/2014 - on how smart citizens should be the focus in smart cities, and what CitySDK does to make it possible. The presentation starts with some design rules for smarter cities, then introduces Waag Society, and quickly moves on to the Amsterdam Case for Open Data. Then the shortcomings of this approach are described, after which it introduces the City Service Development Kit - a set of bottom up, harmonized API's for software development that scales across cities and countries. Some examples are presented, and it gets back to the central thesis: design smart cities with the people, not for or against them.

CITY MEDIA is an independent foundation based in Lausanne (Switzerland). Its aim is to facilitate information access on towns, cities and regions of the world. It promotes and offers local representatives tools for expanding their official communication and getting involved in global development by simplifying information access and knowledge sharing. Analysis of the Value of New Generation of eGovernment Services and How Can the Public Sector Become an Agent of Innovation Through ICT

The main goal of this book chapter is to present a framework for analysis of online participation platforms. Recently, the whole range of various participation platforms emerged and there is a need for a model, which would enable to analyze their specific characteristics. The framework presented in this chapter, the participatory cube, is based on models proposed by Fung (2006) and Ferber et al. (2007). It consists of three axes which include interactive communication, access to space of participation, and decision power. These three categories play a major role in the analysis of the implemented study cases. The study cases were taken from two countries; Germany and Brazil. We concentrated on the selection of a variety of different examples of technologies that support to give voice to citizens either as an actor or as principal interlocutor of civil society organizations, aiming to offer, inform or try new ways and solutions to problems and issues raised by contemporary urban life. The participatory cube served as the model for the comparison of the selected cases. We conclude the article with a discussion about the framewok and further research directions.
This introduction to Nesta’s work on digital democracy was shared with the Kirklees Democracy Commission as part of our evidence gathering in September 2016.

The cost of participation — Amplifying democracy by bridging political participation, digital campaigning platforms, and civic crowdfunding. Crossing communities and technologies between Decidim and Goteo
"The good reception of digital platforms for citizen participation launched by the municipalities of Barcelona and Madrid –Decidim and Decide madrid– have made evident the need to continue stimulating and accompanying the transition towards civic participation through online platforms.
At the same time, only a very small number of citizen proposals currently go beyond the initial phases and become visible to other citizens. We need to create mechanisms so that these initiatives that seek a local impact reach the potentially interested people, and stimulate forms of direct citizen participation. We, at Platoniq lab are designing interventions in digital platforms that potentially stimulate direct democracy in the urban context, as is the case of civic crowdfunding platforms such as Goteo.org.
The initiatives proposed in these citizen participation platforms currently have a very short life expectancy or lack visibility. We propose to increase the viability and strength of these proposals by creating a synergy between citizen participation platforms such as Decidim and the civic crowdfunding of Goteo.org and similar platforms
I will present concrete ways of implementing this combined system of Crowdvocacy from systematic data analysis and also from the comparative analysis of civic crowdfunding cases, and sharing results and materials of these research activities, namely:
1) a technological analysis at the level of the design programming of a simplified fundraising campaign structure for citizens initiatives in Decidim and 2) the analysis of communities of the two platforms — Decidim and Goteo — to detect the convergences and connections at a sociodemographic level, geographical location, topic, and motivations. 3) a proposal for a Decidim feature aimed at measuring volunteers work impact. The purpose is not just to measure time spent by participants, but also observe the kind of labor that’s happening and needed to sustain a process.

This session provides a comprehensive overview of the latest updates to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the Uniform Guidance) outlined in the 2 CFR 200.
