5. Governments would need thousands of officials if they wanted
to monitor each infrastructure project or public works

6. There are many government websites
with information on public works

7. Where are the citizens?
Do we need not only communication strategies
but also engagement strategies?

9. The Rally consists of citizens using georeferenced
data from platforms on public works

10. Citizens can choose a project of their interest close to them
or wherever they prefer!

11. The second step is to verify the status of the project in situ by
contrasting what people witness with the data of the portal

12. The last step is to report their experience
and findings through social media

• Ministry of Finance and Public Credit from Mexico started the experiment in 2016 -
27 projects were visited
• On Year 2017, more than 190 projects were visited in Mexico
• For the 2018 edition, the Mexican Ministry and the GIFT network invited other
countries to join…
o Chile with the Public Works Ministry and the Observatorio del Gasto Fiscal
(CSO) HAPPILY engaged!
o Ministry of Finance of Colombia also said YES!

34. Some preliminary lessons
• Digitalization and open data can help any citizen to engage
• Technical cooperation through peer learning can be effective at very low cost
• The know-how & methodology was “exported” via webinars, virtual communication
and WhatsApp chats
• People are interested in participating when they have the means
• The potential for decentralized control and social monitoring is enormous
• Public Participation and IT can be powerful tools for efficiency and effectiveness in
the use of public resources
