Potted history
 During the 1990’s – generally small scale adhoc implementation
of the softer side of TDM measures:
 Focused on awareness raising – TravelWise
 PPG13 required new development to consider TDM
 National guidance on how to deliver first appeared
 Since 2000 – grown in credibility and delivery more focused:
 Sustainable Travel Towns programme
 All schools required to develop a travel plan
 Cycling Demonstration Towns
 Lessons:
 Lack of available funding of right type
 Lack of belief in what it can achieve – the benchmark being ‘if
you build a road cars will drive on it’.

Results of evaluation of the national pilots
 Car use: Car driver trips by residents fell by 9% per person, and car
driver distance by 5%~7%. This compares with a fall of about 1% in
medium-sized urban areas over the same period, based on NTS data.
 Bus use: Bus trips per person grew substantially, by 10%~22%,
compared with a national fall of 0.5% in medium-sized towns.
 Cycling: The number of cycle trips per head grew substantially in all
three towns, by 26%~30%. Meanwhile, cycle trips declined in medium-
sized towns elsewhere.
 Walking: The number of walking trips per head grew substantially, by
10%~13%, compared to a national decline in similar towns.

Results of evaluation of the national pilots
Value for money?........
 Outturn costs of the programme were $16 per person per year.
 Estimated cost per car kilometre removed was less than $1.
 Implied benefit-cost ratio of the achieved outcome in the three towns,
allowing only for congestion effects, is in the order of 4.5:1.
 Note: If include environmental, consumer-benefit and health effects
on the basis of recent Department for Transport modelling could
broadly double the congestion-only figure.

 Welcome to the Business Engagement Bulletin
 We have lots of news and offers in this month’s bulletin to share with you.
 In terms of travel impacts, we have the Tour de France and London Bridge changes
coming up. The Tour de France is two weeks on Monday so it is important to
prepare your staff and visitors for any impact the day may have. London Bridge
station will have its first period of major change from Saturday 23 August to
Sunday 31 August 2014. Detailed travel advice is included below for both of these
events.
 There are two great offers this month. Firstly, we have free car club membership
and £75 free of driving*. Car clubs are often a more cost effective method than
traditional pool cars for businesses and this offer has been arranged so you can see
the benefits for yourself. Secondly, for the motorcyclists, there is a free BikeSafe
Corporate day that aims to improve rider skills. Further details below.
