This thesis examines applying a systems approach to infrastructure planning to better understand complexity and uncertainty. It introduces the topic, outlines the research problem and questions, and previews the structure and methodology. The research problem is that infrastructure is traditionally planned through a reductionist linear approach, but is actually a complex socio-technical system. The main question is what a systems approach provides to understanding infrastructure's complex nature and associated uncertainty. The thesis will explore infrastructure as a complex system, current planning traditions, and major forces affecting development. It will apply systems theory using qualitative methods to analyze infrastructure systems and interactions in order to develop principles for more sustainable planning.
