Patient focus and public involvement
 and the Scottish Health Council

 • “We want to work with the NHS to ensure that a patient focus is
   embedded in the culture. To make this happen we will ensure
   that listening, understanding and acting on the views of local
   communities, patients and carers is given the same priority as
   clinical standards and financial performance.” Scottish Executive
   Patient Focus and Public Involvement 2001


 • the Scottish Health Council was established in 2005 to ‘support,
   ensure and monitor’ Patient Focus and Public Involvement
   within the Scottish NHS

 •    Providing induction programmes for Board volunteers
 •    Carrying out evaluation exercises, getting feedback from the public on
      the quality of engagement
 •    Giving advice to NHS staff on how to engage with patients and the
      public on specific projects, including service change
 •    Helping to set up volunteer led ‘mystery shopper’ projects to improve
      customer care standards
 •    Provide patient focus and public involvement ‘awareness’ sessions for
      NHS staff
 •    Organising local workshops on social media and webcasting
 •    Mapping networks of working people and advising Board how to best
      engage with these groups

Editor's Notes

  1. The Participation Network has been supporting evidence-based policy making in relation to service user involvement in maternity services. On behalf of the Scottish Government’s Maternity Services Action Group, we reviewed how best to involve women in the delivery and planning of maternity services, gathering information from a review of policy, published literature and good practice and engagement with stakeholders. Stakeholder engagement included focus groups across Scotland, with representation from a range of equality and diversity groups, including homeless women and women with alcohol and drug dependency. Participants were asked to reflect on their experiences of being involved in maternity services, to identify ways to encourage participation and to reflect on the appropriateness of different mechanisms of engagement.The findings from the review were used to develop evidence and experience-based recommendations which were submitted to the Maternity Services Action Group and which informed the Government’s Framework for Maternity Services in Scotland. Both papers have been shared with Boards and are being used to inform policy and practice in the development of person-centred care.
