This document summarizes the agenda and content of a webinar hosted by Oregon's State Problem Gambling Service staff for all problem gambling providers. The webinar included state updates on upcoming trainings, new prevention and treatment resources, and work plans to implement Oregon's 2016-2020 problem gambling system improvement plan. Presenters provided data on clicks to informational websites and new educational materials. The webinar concluded with a question and answer period and a note that presentation materials and continuing education certificates would be distributed after the event.

This session provides a comprehensive overview of the latest updates to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the Uniform Guidance) outlined in the 2 CFR 200.

– Greta is expecting- estimated due date is June 19.
– Expected to be out of office from delivery date to August 1.
– Coming back part time 20-30 (hours a week) from August- December

– Email will be sent when Greta returns for part-time basis with new
direction and days she will be in office.
• Treatment Specialist Position Update:
– Drafted Policy Option Package to the legislature for authority to hire
Position –Program Analyst to provide technical assistance and program
and policy development.
– Position is budgeted for in current budget and future budgets, so this
provides us leverage in moving forward through the OHA process to
reach the legislature. No funding requested- always looks good.
– Will keep you posted. Legislative session begin January 1, 2017.

309-019-0170- Outpatient Problem Gambling Treatment Services
• (3) Telephone counseling: Providers may provide telephone counseling
when person-to-person contact would involve an unwise delay, as
follows:
• (a) Individual must be currently enrolled in the problem gambling
treatment program;
• (b) Phone counseling must be provided by a qualified program staff
within their scope of practice;
• (c) Service Notes for phone counseling must follow the same criteria as
face-to-face counseling and identify the session was conducted by
phone and the clinical rationale for the phone session;
• (d) Telephone counseling must meet HIPAA and 42 CFR standards for
privacy; and
• (e) There must be an agreement of informed consent for phone
counseling that is discussed with the individual and documented in the
individual’s service record.

increase utilization of problem gambling treatment services through
new innovative approaches.
22. Reinstate the problem gambling treatment specialist position within
OHA to ensure that clinical expertise and technical assistance is
provided to problem gambling treatment providers.
