1) Presentations from the Oregon Lottery on responsible gambling advertising updates and media schedules.
2) A tour of the Oregon Council on Problem Gambling website and their problem gambling resource guide by the Executive Director.
3) State updates on hiring, the upcoming problem gambling conference, CCO 2.0, new helpline services, prevention efforts, and training opportunities for providers.

This session provides a comprehensive overview of the latest updates to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the Uniform Guidance) outlined in the 2 CFR 200.
With a focus on the 2024 revisions issued by the Office of Management and Budget (OMB), participants will gain insight into the key changes affecting federal grant recipients. The session will delve into critical regulatory updates, providing attendees with the knowledge and tools necessary to navigate and comply with the evolving landscape of federal grant management.
Learning Objectives:
- Understand the rationale behind the 2024 updates to the Uniform Guidance outlined in 2 CFR 200, and their implications for federal grant recipients.
- Identify the key changes and revisions introduced by the Office of Management and Budget (OMB) in the 2024 edition of 2 CFR 200.

• PG Print Advertising: The Oregon Lottery recently conducted focus groups with problem gamblers who play Lottery
games. We wanted to find out what kind of messages would be helpful to them when considering making changes to their
gambling – and when and where to communicate with them effectively. Based on that information, retailers voluntarily
agreed to the placement of additional lottery printed PG support materials in 699 locations statewide.

• We have selected and hired for the Problem Gambling Treatment
And Recovery Specialist Position- David Corse
• David is currently the Co-Occurring Disorders And Addictions
Program Manager and Mental Health Clinic Supervisor at Lincoln
County Health & Human Services
• Prior to Lincoln County, David was the Program Manager at
Volunteers of America in Portland
• David brings experience to our gambling treatment system as a
gambling clinician and experience with working with Lines for Life.
• Please welcome David aboard. His start date is April 17.
• A more formal announcement will come out in a few weeks, closer
to his start date.

• Oregon Problem Gambling Services (PGS) providers are receiving a
conference registration discounted rate of $85/day or $170 for full
general conference. (ECPG member price). Please register by
April 1 to receive the discounted rate.

that you are Oregon PGS provider by using the code OHA.
• On hard copy registration forms, please write OHA next to the
total amount of conference paid.
• For online registration, register for general conference

• Similar to past conferences, PGS and OCPG are offering
opportunity to subsidize conference expenses.
• Subsidies are only available when employers are not covering all of
the conference expenses.

30. State General Updates: CCO2.0
• Coordinated Care Organizations have been operating for more than
5 years. Started in 2012.
• Goals were to save taxpayer dollars, better care, quality measures
improved and improvements in primary care and prevention.
• OHA is now moving to next phase of progress and goals and calling
is CCO2.0
• CCO2.0 has 4 goals: maintain sustainable cost growth, increase
value and pay for performance, focus on social determinants of
health and equity and improve the behavioral health system.
• Questions to be answered:
– How will we measure “integration?”
– How can we encourage investment in behavioral health and hold CCOs accountable for
these investments?
– How can we ensure that the system has the workforce to achieve expected outcomes?
– How do we ensure that children receive comprehensive behavioral health services no matter
where they live in Oregon?

32. New Helpline Services
• Motivational Text Messaging Program
– For Gambler, Family and available in English and Spanish
– 1-2 texts a week for 3 months
– People sign up through the helpline
– All helpline caller are offered this service
– Implemented in July 2017
– Consider signing up as a clinician to better understand the services
– Offer to your existing clients as a resource.

35. State Prevention Updates
We are excited to announce that 22 County PG Prevention Programs
will be participating in the 2018-2019 Community Readiness
Assessment project to asses their individual communities and
leadership readiness to address problem gambling and awareness
level of resource
• Readiness assessment findings will provide guidance for next biennium
planning.
• New positive community norm communication tools that are being
developed and will roll out in Spring 2019 will be cross walked to the
readiness level scores.
• Provide 3,000 foot view of readiness at the State level.

Advisory Committee- Survey
• Survey of Workforce Development Needs for Treatment Providers –
coming out on March 20.
• Two week turn around to complete. Please complete this survey, as
it is important feedback that leads to recommendations on future
WFD opportunities offered by the state.
• About 40 questions- should take you about 10 minutes.
• Recommendations from Survey and Committee will be vetted to
providers in late spring via email and monthly treatment call.
