STIP Compass 2023: Policy Data Release and Project UpdatesSylvain Fraccola
STIP Compass is a joint initiative of the European Commission (EC) and the OECD that aims to collect together in one place qualitative and quantitative data on national trends in Science, Technology and Innovation Policy (STIP). Its main data source is countries’ responses to the STIP survey, which is also jointly organised by both organisations and administered every two years.
The latest dataset features close to 8 000 active policy initiatives and more than 10 000 policy instruments spanning 57 countries and the European Union, all of which is publicly available to support policy analysis and advice.
This event presents and discusses the dataset along with other project developments, including new and updated thematic portals, policy evaluations and other linked data, and exploratory work around the use of large language models to query the database.

This document summarizes information about the NEW_InnoNet project. The project aims to establish a stakeholder platform to develop a Strategic Research and Innovation Agenda for transitioning to a circular economy in Europe. It will focus on three waste streams: waste electronics and electric equipment, plastic packaging waste, and end-of-life vehicles. The project brings together industry, policymakers, waste managers, technology providers and others to identify bottlenecks in current material loops and develop solutions through business-driven innovation to close material loops and transition from a linear to a circular economy approach.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:

The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

2. Introduction
The Community Innovation Survey (CIS) is the main data source for measuring innovation in Europe.
The CIS 2012 is carried out according to the EU-wide definitions of the 3rd edition of Oslo Manual.
CIS 2012 was carried out in Portugal by DGEEC, whose competences are delegated by Statistics Portugal (INE).
The survey was launched on the 3rd of June 2013 on an on-line platform specially designed for this statistical operation.

4. Methodology
The Portuguese implementation of CIS 2012 covers the core target population.
Some core target population with more detailed breakdowns (NACE divisions 15- 18, 22-25, 28, 32-33, 38, 46, 49, 58 and 63) and some additional NACE mentioned in European recommendations (NACE divisions 42, 43, 47.1, 69, 74-75) and NACE 86 on full voluntary basis.
All three stratification variables (the economic activities in accordance with NACE, the size-classes and Regional aspects at NUTS 2 level) were used.
A stratified sample of 8,045 enterprises, representing a total population of 21,061, resulted in a response rate until now of 81.4%.

Difficulties experienced in the implementation of public procurement questions in Portuguese CIS 2012
During the period of CIS 2012 data collection, most of the enterprises didn’t have any difficulties answering questions about public sector procurement.
When calling the support line, the enterprises expressed more difficulties in innovation concepts and issues about expenditures and innovation activities.
In Portuguese CIS 2012 data, we didn’t have non responses in questions related with public sector procurement, because the online platform was designed so that all Eurostat’s harmonized questions were mandatory.

Enterprises with product and/or process innovation in NACE86 (Human health activities) and NACE 35 (Electricity, gas, steam and air conditioning supply) have the highest percentage of enterprises with procurement contracts to provide goods or services with domestic or foreign public sector organisations (70.7% and 52.4%, respectively).
58.8% of all enterprises in NACE’s 42-43 established procurement contracts with domestic or foreign public sector organisations.
On the other hand, the smallest proportion of enterprises with procurement contracts to provide goods or services were found in NACE´s 13-15 (Manufacture of textiles, wearing apparel, leather and related products).
