Compliance objectives
• WUL audits should not be a tick box exercise
• Opportunity to improve on operational
awareness and efficiencies
• Regulatory tool for obtaining budget approval
for water management and monitoring
• Benchmarks against which the operation can
assess its performance
Approach
Approaches to ensuring compliance:
• Folders for soft copies of WUL supporting
documents (i.e. according to appendix or
specific conditions)
• Adopting efficient systems for data
management and data sharing (internally and
externally) and implementing & tracking WUL
compliance actions
• Licence Implementation Plan (LIP) – from a
simple Excel system to a SMART tool
• Implementation Schedule
• Licence Implementation Register (LIR)
LIP
• Supported by management approval, budget and
an implementation schedule (timeframes and
responsibility)
• Assists in distinguishing:
‒ Monitoring requirements
‒ All deliverables
‒ Measures to address other auditable
conditions
‒ Commitments (and recommendations) in
WULA documents that may be referenced in
the WUL & in WUL deliverables - these are
legally binding
LIP (Quantity)
• Make a list of all volumes and tonnages that need
to be recorded and the frequency of recording –
align with authorised water uses and WC/WDM
initiatives.
• Indicate what equipment or processes are in place
to record the respective volumes and tonnages.
• Note what additions are needed to give full effect to
the WUL OR is an amendment indicated?
• Record or gauge the required volumes and
tonnages and assess against the WUL limits (this
will feed into the site water and mass balance).
• Take corrective action where limits are exceeded.
LIP (Quantity)
• Submit required data to DWS and include in
annual IWWMP update
• Indicate which flow lines are metered on the
annual water balance update and which will
have meters in future
• Maintain and verify recording equipment as per
the WUL
• Obtain approval from DWS for alternative
approaches e.g. meter validation instead of
calibration
• Budget accordingly
LIP (Quality)
• Assess current monitoring program against WUL
requirements
• Provide WUL to appointed monitoring consultants and
amend scope as needed
• Maintain a user friendly water quality database that
includes time of monitoring, GPS co-ordinates,
descriptions and photos
• Assess data against WUL water quality limits over short
and long term
• Take corrective action where limits are exceeded: may
include source or resource directed measures or an
amendment if limits are deemed unreasonable
• Notify and obtain approval from DWS for amendments to
monitoring points, methods and other applicable
conditions

4 SRK WUL workshop compliance approach

  • 1. Water Use Licensing Workshop Compliance Approach 27 March 2018
  • 2. Compliance objectives • WUL audits should not be a tick box exercise • Opportunity to improve on operational awareness and efficiencies • Regulatory tool for obtaining budget approval for water management and monitoring • Benchmarks against which the operation can assess its performance
  • 3. Approach Approaches to ensuring compliance: • Folders for soft copies of WUL supporting documents (i.e. according to appendix or specific conditions) • Adopting efficient systems for data management and data sharing (internally and externally) and implementing & tracking WUL compliance actions • Licence Implementation Plan (LIP) – from a simple Excel system to a SMART tool • Implementation Schedule • Licence Implementation Register (LIR)
  • 4. LIP • Supported by management approval, budget and an implementation schedule (timeframes and responsibility) • Assists in distinguishing: ‒ Monitoring requirements ‒ All deliverables ‒ Measures to address other auditable conditions ‒ Commitments (and recommendations) in WULA documents that may be referenced in the WUL & in WUL deliverables - these are legally binding
  • 5. LIP (Quantity) • Make a list of all volumes and tonnages that need to be recorded and the frequency of recording – align with authorised water uses and WC/WDM initiatives. • Indicate what equipment or processes are in place to record the respective volumes and tonnages. • Note what additions are needed to give full effect to the WUL OR is an amendment indicated? • Record or gauge the required volumes and tonnages and assess against the WUL limits (this will feed into the site water and mass balance). • Take corrective action where limits are exceeded.
  • 6. LIP (Quantity) • Submit required data to DWS and include in annual IWWMP update • Indicate which flow lines are metered on the annual water balance update and which will have meters in future • Maintain and verify recording equipment as per the WUL • Obtain approval from DWS for alternative approaches e.g. meter validation instead of calibration • Budget accordingly
  • 7. LIP (Quality) • Assess current monitoring program against WUL requirements • Provide WUL to appointed monitoring consultants and amend scope as needed • Maintain a user friendly water quality database that includes time of monitoring, GPS co-ordinates, descriptions and photos • Assess data against WUL water quality limits over short and long term • Take corrective action where limits are exceeded: may include source or resource directed measures or an amendment if limits are deemed unreasonable • Notify and obtain approval from DWS for amendments to monitoring points, methods and other applicable conditions
  • 8. LIR • What has been done (including submissions) • What has been closed out • What is ongoing • Needs to be supported by applicable documents
