Many software development organizations work within the bounds of contractual agreements where the limitations imposed by the “Iron Triangle” of fixed timelines, budgets, and scope challenge their ability to embrace change and focus on value delivery. Agile practitioners often comment that agile contracting is a difficult problem, but proven solutions are rarely presented. Rachel Weston and Chris Spagnuolo offer some tools they have used in their own agile contracting work to help agile practitioners deal with different contracting scenarios while promoting agile practices, protecting the development organization, and still providing value and protection to the client’s organization. Through a combined workshop and facilitated collaborative session, Rachel and Chris present new agile contracting tools that can be added to your toolbox. You will gain a deeper understanding of the problems associated with agile contracting as well as practical solutions for dealing with contracts in an agile manner.

Agile has moved far beyond commercial software into the world’s largest enterprises and government agencies. We have scaling methods which can help launch vehicles into the atmosphere and beyond, yet traditional contract mindsets have put a drag on escape velocity. But there’s good news! We have agile explorers discovering the next frontier of contract agility. Join us for this Agile2015 session and enter the new era! This era includes the Scaled Agile Framework® (SAFe®)
TRADITIONAL MODELS TO LEAN-AGILE APPROACHES
Fixed requirements, big up-front design, and gated processes have been the norm. The rationale seemed logical in the past. It would not make sense to award a contract or commit to a major development investment without knowing what the system is supposed to do, how much it costs, and when it will be completed. We assumed that complex systems could be fully defined before they were built, that requirements and solutions would not change, and that we could build it right the first time.
Traditional models exist but Lean-Agile contract approaches are gaining momentum in both the commercial and the U.S. Federal space. Find out more!

Project management is needed because it ensures what (read: Project) is being delivered, is right, and will deliver real value against the business opportunity.
Every client has strategic goals and the projects that we do for them advance those goals. Project management is important because part of a Project Manager’s duties is to ensure there’s rigor in architecting projects properly so that they fit well within the broader context of our client’s strategic frameworks.
Good project management ensures that the goals of projects closely align with the strategic goals of the business.

Continuous Delivery: The One Question You Must AnswerDevOps.com
Most developers would tell you that their code is ready to release at any time. Most testers would disagree. This leads us to the single most important question associated with Continuous Delivery:
Does the release candidate have an acceptable level of risk?
In a highly-automated, rapid delivery process, you can’t make release decisions based on multiple, independent, and primarily binary (pass or fail) tests. You need a rapid assessment of the impact to the end-user experience—and immediate insight into whether releasing a particular build could cause palpable damage to the business.
A ‘warts and all’ illustration of how Xero is increasingly moving to incremental/progressive refinement from product vision through to ready work for the pods (i.e. user stories small enough to fit comfortably in a single sprint, well-understood by pod members and with clear acceptance criteria).
Using simple tools along the way, Xero ensures that assumptions are verified and that work is prioritised in alignment with organisational strategy and market needs.
The presentation will share both triumphs and catastrophes.
When making the case for implementation of a project/program management office (PMO) that provides better reporting, standardizes processes that were once willy-nilly, and boost project profitability overall, it’s perfectly natural to lead with the internal benefits. Resources are used more efficiently. Projects are chosen with strategy and impact on business performance in mind. But in the end, why do we really want to hard-wire the project governance process? Who are we really doing all this for? Let’s consider the customer-centric side argument for your PMO. There are three Customer Satisfaction Benefits of the Well-Run PMO discussed here.
Getting Your DevOps-enabled Product Teams to See the Forest from the TreesDevOps.com
Agile and DevOps development styles rely on highly autonomous, self-contained teams working iteratively to deliver customer value. As these teams work more independently, they can become very siloed. This leads to the potential of duplication of work, uncoordinated delivery of related features and making the wrong work investment tradeoffs. They lack the ability to peer into related teams and the broader company initiatives raising risks in the delivery process.

GDIT (General Dynamics information Systems) has found that VisibleThread speeds up our workflow often by as much as 40% and improve the accuracy and quality of our product substantially.
GDIT has three use cases for using Visible Thread in the proposal workflow. They include:
* Past Performance where we use both Visible Thread Discovery and a Past Performance Dictionary to research our archive of Past Performance descriptions
* Resumes where we use a Concept dictionary to identify areas of non-compliance in the final resume
* Graphics where we create a searchable PDF file and then use a Quality Dictionary to perform a quality control check on charts, tables and diagrams.

Solution Architecture and Solution Estimation.pdfAlan McSweeney
Solution architects and the solution architecture function are ideally placed to create solution delivery estimates
Solution architects have the knowledge and understanding of the solution constituent component and structure that is needed to create solution estimate:
• Knowledge of solution options
• Knowledge of solution component structure to define a solution breakdown structure
• Knowledge of available components and the options for reuse
• Knowledge of specific solution delivery constraints and standards that both control and restrain solution options
Accurate solution delivery estimates are need to understand the likely cost/resources/time/options needed to implement a new solution within the context of a range of solutions and solution options. These estimates are a key input to investment management and making effective decisions on the portfolio of solutions to implement. They enable informed decision-making as part of IT investment management.
An estimate is not a single value. It is a range of values depending on a number of conditional factors such level of knowledge, certainty, complexity and risk. The range will narrow as the level of knowledge and uncertainty decreases
There is no easy or magic way to create solution estimates. You have to engage with the complexity of the solution and its components. The more effort that is expended the more accurate the results of the estimation process will be. But there is always a need to create estimates (reasonably) quickly so a balance is needed between effort and quality of results.
The notes describe a structured solution estimation process and an associated template. They also describe the wider context of solution estimates in terms of IT investment and value management and control.

Eliminate Bottlenecks in Software Development & DeliveryMicro Focus
Great approach demonstrated via slides from a recent @archie_borland @MarkKulak webinar for Borland Software.
Key take-aways:
- Agile is filled with benefits, but has some unintended consequences which “bottleneck” delivery
- The market trend has this getting worse – backed by analysts & customers
- Take practical steps now to overcome with a few key process improvements to eliminate
The frantic pace of change, driven by mobile, cloud and the rise of the consumer, is introducing new levels of complexity to the software industry and forces organizations into more fragmented ways of working. Today's development managers are subjected to constant change that they cannot control, yet must manage, and are responsible for delivering the applications their customers need at an unprecedented scale and pace. To stay relevant and meet customer demand in the face of constant change requires a truly optimized approach.

Change Management & Project Management reporting integration using inverted p...Freelance
Reporting is one of the crucial tasks for a project manager where the relevant project’s details are assessed. Scope situation, time management, and cost management are usually most important information required for all stakeholders.
The project reporting needs to stick with basic rules in order to show project status and at the same time be comprehensive to the particular details. For better stakeholder communication as well as to explain the project status, tested templates should be used then reinforce them with excellent graphs and diagram.

Mindavation - Requirements Enoughness - when is enough enough?Haydn Thomas
“Analysis paralysis” – the perceived need to continue to examine possibilities and options, to ensure your requirements package is accurate, and complete, tempts many a business analyst. It results in delays and frustration, as business improvements are not realized in appropriate timeframes.
The opposite of analysis paralysis is the “I’ve got it syndrome”, when you think you understand fully and spend too little time capturing, understanding, examining and verifying requirements, leaving your business area wanting, with unfulfilled needs, or worse yet, doing damage to the business from misunderstood requirements.
So how do you avoid these two dangerous endpoints and determine when you have collected enough requirements, and have the understanding you need to produce business improvement? Haydn Thomas from Mindavation, will share the secrets, techniques and science behind determining requirements enoughness in an interactive and entertaining presentation.
Key Learning Outcomes
Participants will explore the following takeaways:
• Ensure an understanding of the overall requirements process
• Discuss who owns and determines requirements enoughness
• Why Alignment is so important to project success
• Review various approaches to requirements refinement

have differing levels of
definition

not all be specifically
prescribed

around performance
expectations

innovation; therefore,
include less prescriptive
requirements

27. Next Steps…
• Build readability checkpoints into the
proposal process
• Consider that proposal content is often
technical and contains medical
terminology
– Readability is an even greater challenge —
and likely even more important.
– What are OUR goals for readability?
– Do we accept lower scores in those page-
constrained, highly-technical sections?

1.5a Goal
1.5a Identify the business processes, operational activities
and systems within the Appeals group with the highest
potential for productivity improvement by way of and
use of Project 1.5b activities.
Met
A/B/DME would agree
that these were
identified.
1.5a Business Benefits
1.5a Validates and prepares Project 1.5b activities so as to
powerfully initiate productivity gains with particular
emphasis on Appeals MRE and MRS staff.
Unmet Preparation to initiate
the productivity is not
an "apples to apples"
comparison so cannot
validate the increases to
be accurate.
1.5a Provides a high level overview of Appeals' business
processes, pain points and strengths.
Met These are pain points we
provided them.
1.5a Identifies root causes of major pain points, lower-than-
desired productivity, and operational redundancies
Unmet Root causes not
identified with this
group.
1.5a Sets the foundation for Future State development. Met Recommendations

We add owner, author, module and tab/section (location in proposal). Also indicate number of pages, if specified, required signatures, confidential status, and any other notes. May map scoring criteria/weight.
At color team reviews, the VisibleThread reports would be another source of feedback provided to authors, along with reviewers’ comments.
Low-hanging fruit = too many adjectives, adverbs; compound sentences that can easily be split; passive sentences rewritten to active voice where appropriate (need to be conscious of the focus of the sentence)
The Clear Language analysis makes these easy to find, allowing editors to focus on the “heavy editing,” e.g., voice, tense, consistency, themes.
We use the Quality Analysis to identify those words or phrases that may present risk, e.g., ensure or guarantee, or question our credibility, such as clichés or fluffy language.
Reports for Proposal A were run in January and February 2015. The Plain Language/Clear Language report structure has changed since then. The Clear Language report no longer contains average sentence length and has added a grade level score.
Still much room for improvement. Analyzing the scores related to content, the “why” helps us understand how to improve in the future.
Section 1 – contained several long sentences; if not page-constrained, we would have presented in lists
Section 2 – scored best; contained several tables; content was not very technical
Section 3 – scored okay; turned in last so less time spent editing
Section 4 – scored lowest; contained several long sentences that were highly technical
Some would argue that lower readability scores are okay for technical writing. Others say simpler language is even more important. The more we focus on the “easy” fixes, e.g., wordiness, passive language, compound sentences, the more room leeway we have when we can’t avoid highly-technical text.
