These programs educate transportation professionals and the public on topics like project management, safety certification, and the economic impacts of transportation. For more than 30 years, the ARTBA
Transportation Development
Foundation (TDF) has “promoted
research, education and public
awareness.” Today, the Foundation’s
Board of Trustees and staff annually
execute a comprehensive, multi-million
dollar program of work that is aimed
at educating the public and elected
leaders about the many benefits of
transportation improvements and
the need to significantly boost those
investments to meet future U.S.
economic and mobility demands.

Created by top executives in leading industry firms, the
Transportation Builder Institute offers customized academies
exclusively for transportation design, construction and safety
executives:
• Project Management: Offers both substantive theory and
practical application of principles of project management for
transportation construction professionals. Topics covered:
planning, scheduling, effective client relations, job-site team-
work, safety and risk management, and ethics.
• Scheduling: Teaches managers how to use schedules to track all aspects of a
transportation project—people, materials, key operational benchmarks and
payment schedules. It also features “hands-on” experience with the industry’s
most widely used scheduling software, Primavera Project Planner (P6®).

course focused on this critical
hazard in the transportation
construction industry. Through this
program, participants will receive a
certificate and wallet card
documenting their completion.
• Roadway Safety+: A state-of-the-
art, interactive instructional
program containing training
modules covering 33 different topics
that can be customized to the needs
of the participants. It is the most
widely-vetted and comprehensive
roadway construction safety training
program in the industry, and was
developed through 15 years of
collaboration between ARTBA and
its partners in labor, government
and industry.
• Preventing Runovers & Backovers:
Based on more than a decade of
government and industry research,
this course includes step-by-step
instructions on preventing worker
“struck-by” incidents through
creation of “Internal Traffic Control
Plans (ITCPs).” It focuses on blind
spot recognition, work zone access/
egress, and safe backing procedures.
• OSHA 10-Hour Training for the
Roadway Construction Industry:
The first and most comprehensive
program focused on highway
construction activities that are
responsible for the majority of work
zone fatalities and serious injuries.
The course provides an overview of
11 key construction work
zone-related safety and health topics
and is accredited by OSHA.
• “Best of the Best”: An interactive
session where winners of the
ARTBA Foundation’s “Contractor
Safety Awards” share successful
ideas, best practices and
management techniques that
enabled them to achieve remarkable
safety and productivity records.

Named after the pioneering founder of Astec Industries, a
worldwide company based in Tennessee, TransOvationTM
annually brings together the brightest minds for a two-and-
a-half day interactive workshop that helps transportation
construction executives foster and build innovative thinking
into their professional skill set.
INDUSTRY LEADER DEVELOPMENT PROGRAM
Established in 1995 as the “Young Executive Development
Program” (YEDP) and rebranded in late 2015 as the Industry
Leader Development Program (ILDP) as recommended by a
task force of the association’s next generation of leaders, this
annual program in Washington, D.C. provides a solid
understanding of industry’s economics… how transportation
work in the U.S. is funded and financed… how actions by the
federal government impact the industry… and how they—and
their company or agency—can become politically engaged to
help shape transportation policy. ILDP participants also
learn how to become industry advocates and leaders, culmi-
nating with a trip to Capitol Hill to meet with their legislative
representatives. More than 600 people have “graduated” from
the program since 1995.

Found at www.workzonesafety.org, the
Clearinghouse was established in 1998
by ARTBA and is the world’s largest
information resource on “best practices,”
laws, regulations, public awareness
campaigns, products, training and edu-
cational materials. The facility handles
200,000 information requests annually.

The program debuted in 2016 to make
safety top of mind in the planning, design,
construction and managment of transporta-

SCHOLARSHIP & AWARDS
• Lanford Family Highway Worker Memorial Scholarship: Established in 1999
it provides up to $5,000 annually in post high-school financial assistance to the
children of highway workers killed or permanently disabled on the job.
• Hall of Fame: Inducts visionaries and game-changers from the public and pri-
vate sectors who have made extraordinary contributions to U.S. transportation
development and demonstrated exceptional leadership over their lifetime.
• Helping Hand: Recognizing industry excellence in community relations and
charitable giving.
• Contractor Safety: Pays tribute to a highway contractor’s corporate safety
culture, operational safety plans and worker training programs.
