This document discusses value capture as an alternative infrastructure funding method and decision-making tool. It defines value capture as collecting a portion of increased land and property values generated by new public infrastructure to help fund the infrastructure. The document argues that value capture could help fill Australia's infrastructure funding gap by capturing some of the economic benefits of infrastructure projects that currently only benefit private landowners. It provides examples from other countries where value capture has successfully funded a significant portion of infrastructure costs. The document recommends Australian governments undertake pilot programs to explore applying value capture approaches.

ARTBA Comments on EPA “Exceptional Events” Ruleartba
This document provides comments from the American Road and Transportation Builders Association (ARTBA) in response to the EPA's proposed revisions to regulations governing air quality data influenced by exceptional events. ARTBA recommends that states be given maximum flexibility when dealing with exceptional events, which are by definition unforeseen occurrences. ARTBA urges the EPA to allow states to delay submission of air quality data until after recovering from an exceptional event, and to consider each event on a case-by-case basis.

Project Management Academy
This intensive program is ideal for new or
prospective project leaders, and provides both
substantive theory and practical application of
project management principles for road and
bridge building construction project managers.
Among the topics covered are: project planning,
scheduling and management, effective client
relations, job-site teamwork, safety and risk
management, team building and ethics.
Project Delivery Academy
Designed for project managers, procurement
personnel and contractors, and taught by a
nationally-recognized engineer, this academy
helps ensure industry professionals have a com-

(CMGC) project delivery methods.
P6® Scheduling Academy
Those who “graduate” from the P6® academy will
know how to use schedules to manage and track
all aspects of a transportation project—people,

payment schedules. They also will have
“hands-on” experience with the industry’s most
widely-used scheduling software, Primavera
Project Planner (P6®).
Industry Leader Development Program: The
Washington Experience
Known for two decades as the “Young Executive
Development Program” (YEDP), it was
rebranded in late 2015 as the “Industry Leader
Development Program” (ILDP) per the recom-
mendations of a task force of the industry’s
next generation of leaders. The ILDP, held each
spring in the Nation’s Capital, provides a solid
understanding of the industry’s economics…
how transportation work in the U.S. is funded
and financed… how actions by the federal gov-
ernment impact the industry… and how they—
and their company or agency—can become
politically engaged to help shape transportation
policy. Participants also learn how to become in-
dustry advocates and leaders, culminating with a
trip to Capitol Hill to meet with their legislative
representatives. More than 600 people have
“graduated” from the program since 1995.

National Convention
Today, partnering is the name of the game. The
annual ARTBA National Convention is the best
opportunity to network with top industry execu-

represented and ample social activities built into
the agenda, this event facilitates relationship
building in a noncompetitive atmosphere.
Federal Issues Program
Each spring, ARTBA member teams meet with
key program officials at the many federal
agencies and departments in Washington, D.C.
that impact the domestic transportation market.
This is an excellent opportunity to get a “heads
up” on new and proposed developments and
bring “real world” experience into federal policy
discussions.
Annual Public-Private Partnerships (P3s) in
Transportation Conference
In recent years, the utilization of P3s to finance
transportation projects and maintenance has
moved to the forefront of transportation policy
discussions in the U.S. ARTBA has been the
long-time leader in this field. The association
and its P3 Division have promoted and
facilitated the use of P3s as an additive to
traditional funding mechanisms for decades.
For nearly 30 years, ARTBA’s annual P3
conference, held in Washington, D.C., has
been widely recognized as the industry’s “must
attend” event, drawing hundreds of public
officials, policymakers, financiers, project
developers and managers, and journalists from
around the world. Attending this conference
allows industry professionals to find out what is
happening in this emerging market arena and
tap into its extensive networking circle.

“ARTBA doesn’t know the meaning of the word‘quit.’The end result of
that relentless focus was the December 2015 passage of a long-term
highway and transit investment bill that will provide much-needed
market stability for the first time in a decade.”
—Ward Nye, president & CEO, Martin Marietta Materials, Raleigh, N.C.
“ARTBA is THE‘A’team when it comes to transportation. The FAST Act
certainly did not happen by accident. It is the result of ARTBA’s many

TESTIMONIALS
“Throughout the long reauthorization battle leading to passage of the
FAST Act, ARTBA provided the boots on the ground that the industry
needed in D.C. We relied on them to keep us informed on what was
going on, as well as when and how we needed to engage our
congressional delegation. Once again, ARTBA proved to be a critical
investment for our chapter and the industry in Wisconsin.”
—Pat Goss, executive director, Wisconsin Transportation Builders Association,
Madison, Wis.
“Many pundits and prognosticators said passage of a long-term
transportation bill wasn’t possible in the current harsh political
environment. ARTBA proved them wrong. All along the way, no other
organization in the construction industry came close to matching
ARTBA’s reliable and accurate information on federal transportation
policy matters.”
—Steve Wright, president, Wright Brothers Construction, Charleston, Tenn.
“Focused. Persistent. Unwavering. Those are some of the words that
come to mind to describe ARTBA’s singular push to complete action in
2015 on a long-term highway and transit bill. The credible and
comprehensive information prepared by ARTBA’s government affairs
team in the run up to the final passage of the FAST Act was invaluable
to the engineering community.”
—Paul Yarossi, president, HNTB Holdings Ltd., New York City
“No other industry group worked harder than ARTBA to get the FAST
Act across the finish line. The new transportation law is a significant
public policy achievement for the engineering community and is a
testament to ARTBA’s effectiveness in the Nation’s Capital.”
—Matt Cummings, executive vice president, AECOM, Philadelphia, Pa.
