3. utting safety first – this was the major focus and
resource commitment of the ARTBA Transportation
Development Foundation (ARTBA-TDF) during 2016,
improving safety not only for our industry workers, but
also for the motoring public.
The effort included launching a groundbreaking new
program: “Safety Certification for Transportation Project
Professionals™.” The SCTPP program is driven by this
aspirational vision:
“To ensure the safety and well-being of
construction workers, motorists, truck drivers,
pedestrians and cyclists and their families by
making transportation project sites worldwide
zero-incident zones.”
At least two things make the SCTPP program special.
First, it was an organic creation, driven and developed by
the industry’s brightest safety minds. Second, its wide-
ranging scope means that tens of thousands of industry
professionals are eligible to take the certification exam
and demonstrate their safety proficiency.
An online learning and exam prep center at
www.puttingsafetyfirst.org maximizes the reach
of this new program, which truly has the potential to
transform the transportation construction industry. We
strongly encourage the participation of our industry
leaders and workforce.
Creating this certification program is yet another
example of our dedication to making work zones
safer. There are many others. In 2016, the ARTBA
Foundation provided safety training to 5,000
workers through contracts with the Federal Highway
Administration (FHWA) and the Occupational Safety
and Health Administration (OSHA). Our safety efforts
extended to the new “Safe Backing & Spotting”
certificate course. The four-hour course is designed
to create a national standard for spotting vehicles and
controlling all backing operations. We hosted a dozen
classes across the U.S.
In September, the Foundation’s National Work Zone
Safety Information Clearinghouse hosted the “National
Conference on Work Zone Management and Safety” in
Virginia. Conference attendees, including contractors,
manufacturers, insurance industry representatives,
safety professionals and 52 representatives from more
than 40 state DOTs, participated in 22 learning sessions.
Finally, the “Lanford Family Highway Worker Memorial
Scholarship Program,” which was established in
1999 to aid dependents of fallen industry workers
and shine a public spotlight on the safety and health
risks of driving through construction zones, continues
to have significant positive effects for its recipients.
The Foundation provided 11 students with more than
$50,000 in college financial aid in 2016.
It was a very productive year! Please take a few
minutes to read through the pages of this Annual
Report to learn more about these and other initiatives.
You’ll come to appreciate even more why safety
continues to be so critical to the mission of ARTBA and
its Foundation. No time is ever wasted when spent

4. Nearly 50,000 people die or are injured in and around U.S. transportation
infrastructure construction projects each year, according to Federal Highway
Administration data. The cost of these tragic incidences—to families and
employers—is staggering. In 2016, industry leaders decided status quo
safety performance was not enough.
Through the ARTBA-TDF, they brought together top safety professionals to develop a
“next-level” initiative aimed at achieving this vision:
“To ensure the safety and well-being of construction workers, motorists, truck
drivers, pedestrians and cyclists and their families by making transportation
project sites worldwide zero-incident zones.”
The result was the October 2016 launch of the innovative “Safety Certification for
Transportation Project Professionals™” (SCTPP) program, which has been designed to
meet the rigorous protocols required for accreditation by the International Organization
for Standardization (ISO) and the American National Standards Institute (ANSI).
The SCTPP program goal: to significantly boost the hazard awareness and risk management
skills of all transportation professionals who are in positions of influence—from project
inception through completion—to cause a decline in safety incidents.

ARTBA Foundation staff also created
two Internet-based programs to help
build awareness and help prep industry
professionals to take the certification exam.
First, a comprehensive certification website,
www.puttingsafetyfirst.org, was launched to
provide all of the relevant information about the
program and how to take the certification exam.
Second, the new Online Learning Center
features six courses (Traffic Control, Work Sites,
Personal Protective Equipment, Hazard Control,
Communication, and Environmental Conditions)
that were designed to help professionals build
their skill set and prepare those interested in
taking the certification exam.

The ARTBA-TDF formed an independent commission to guide the implementation of the “Safety
Certification for Transportation Project Professionals™” program. It is a high profile group.
The Commission is led by national safety advocates, David Walls, president & CEO of Austin
Industries, based in Dallas, Texas; and Ross Myers, chairman & CEO of Allan Myers, based in
Worcester, Pa.
The nine-member Commission established operational policies to guide the certification program.
Commissioners provide leadership, governance and on-going oversight to the program.

National Work Zone Safety Information
Clearinghouse
The National Work Zone Safety Information
Clearinghouse (www.workzonesafety.org), the
world’s largest online safety resource, handles
200,000 information requests annually.
The Clearinghouse hosted its National Conference
on Work Zone Management and Safety September
20-22 in Springfield, Va. Conference attendees
included contractors, manufacturers, insurance
industry representatives, safety professionals and
52 representatives from more than 40 state DOTs.
The conference, the 20th such event hosted by
ARTBA since 1985, featured 22 different learning
sessions on these topics: Autonomous and
Connected Vehicles; Variable Speed Limits; Real
Time Monitoring/ITS; and ADA, Pedestrian and
Bicycle Guidance & Accommodation.
Backing & Spotting Certificate Training
Program
This new certificate program got off to a strong
start in 2016.
A dozen classes have been offered across
the U.S. and a number of additional ones are
scheduled. The four-hour course is designed to
create a national standard for spotting vehicles
and controlling all backing operations.
OSHA Harwood Training
The TDF’s new safety training program,
aimed at preventing falls in the transportation
construction industry includes over a dozen fall
prevention fact sheets, interactive computer-
based demonstrations, and new curricula added
to our very successful Roadway Safety + training
program. Much of this first year of funding was
spent on product development, with training
classes being offered in 2017.
8. FHWA Work Zone Training Program
The Foundation provided training to 5,000
workers in a variety of programs. We also
completed work on the following documents:
• Developing Internal Traffic Control Plans for
Work Zones;
• Work Zone Truck Safety Brochure;
• Improving Large Truck Safety in Work Zones;
• Technical Advice on Crashworthiness of Work
Zone Safety Hardware; and
• Pocket Guide on Accommodation of
Pedestrians in Work Zones.
LTAP & TTAP Clearinghouse
The Local Technical Assistance Program (LTAP)
and Tribal Technical Assistance Program (TTAP),
is composed of a network of 58 Centers – one
in every state, Puerto Rico and seven regional
Centers serving tribal governments. The Centers
enable local counties, parishes, townships, cities
and towns to improve their roads and bridges by
supplying them with a variety of training programs,
new and existing technology updates, personalized
technical assistance and newsletters.
Under the ARTBA Foundation’s management,
the Clearinghouse bolstered its program of work
through a newly restructured website, redesigning
the bi-weekly newsletter, creating a monthly
electronic resource bulletin, fulfilling more than
5,000 requests for information, managing over 150
webinars, and exhibiting at three different national
industry conferences with a total of over 10,000
attendees.
21st Annual Industry Leader
Development Program
In May, more than 30 emerging transportation
design and construction industry leaders from 21
states and D.C. participated in an intensive “boot
camp” introduction to the federal legislative and
regulatory processes, then descended on Capitol
Hill to press their members of Congress to find
a permanent revenue fix for the Highway Trust
Fund and to fully fund the FAST Act for FY 2017.
They were in Washington as part of the “Industry
Leader Development Program,” which was held in
conjunction with the association’s Federal Issues
Program and the Transportation Construction
Coalition Fly-In.
The ILDP provides an understanding of industry
economics, how transportation work in the U.S.
is funded and financed, how actions by the
federal government impact the industry, and how
to become politically engaged to help shape
transportation policy.6

Freight Movement Focus of
TransOvation® Workshop
The 6th Annual Dr. J. Don Brock TransOvation®
Workshop, hosted at Astec Industries in
Chattanooga, explored the intersection of new
technology, infrastructure & public policy under
the theme of “How Can We Move Freight More
Productively to Give America the Competitive
Edge?” TransOvation brings some of the brightest
minds in transportation design, construction and
management together with major business leaders
for interactive discussions. Participants split into
groups and brainstormed ideas for improving the
movement of goods across America.

The Transportation Builder Institute hosted three

the General Contractors Association of New York,
Illinois Road & Transportation Builders Association
and Carolinas AGC.
The interactive events included instruction led
by industry experts on these topics: construction
documentation, business ethics, management
and leadership in the workplace, economics of
safety, construction contract clauses, and building
effective client relations.

On June 26, 2007, my life changed irrevocably when I received news that my
father, a 21-year veteran of the Maryland State Highway Administration, had been
struck and killed upon impact by a negligent driver while clearing debris in a mobile
work zone. During that challenging and stressful time, I was grateful to have received
the timely assistance of the ARTBA Foundation’s Lanford Family Highway Worker
Memorial Scholarship. As with all scholarship recipients, this crucial support provided
reassurance that my studies at Denison University would remain uninterrupted,
through my graduation in 2010, at a time when our family needed it most.
Upon further reflection, I realize the ramifications of receiving the initial scholarship
were far greater than I originally thought. Not only did I learn vital skills throughout
my college years that ultimately allowed me to become a thriving professional
over the past six years; but I also received a solid educational foundation that has
led me to pursue a Master’s degree in Education Policy and Management at the
Harvard Graduate School of Education this fall. With this financial support from
ARTBA’s Foundation, I will further gain critical knowledge and skills essential to
ensuring all students receive the necessary resources and support to empower
them to thrive in the 21st century. Additionally, I now have this profound opportunity
to honor my father’s deep commitment to higher education through earning this degree.
On behalf of all current and future scholarship recipients, I would like to extend my
deepest gratitude to ARTBA’s Foundation, for ultimately providing each of us with
invaluable educational support at our greatest time of need – following the untimely
death or permanent disability of a deeply loved parent.

Six members of the ARTBA Foundation’s

on hand May 9 to unveil the official display at the
association’s Washington headquarters.
Created in 2010, the Hall “honors individuals or
families from the public and private sectors who
have made extraordinary contributions to U.S.
transportation development and demonstrated
exceptional leadership over their lifetime.”
On hand for the opening were: Brothers Stan
and Jack Lanford; Bob Burleson, president of
the Florida Transportation Builders’ Association;
Jim Madara, a senior vice president at Gannett
Fleming; Gene McCormick, former a senior vice
president of Parsons Brinckerhoff; Dr. C. Michael
Walton, a University of Texas civil engineering
professor; Cal and Dale High, sons of Sanford
H. High, the founder of High Welding Company
in Lancaster, Pa.; and Bobby Briant, Jr., son of
long-time New Jersey transportation construction

Recognizes men, women and families who have
made significant contributions—beyond just
having successful businesses or careers—that
have notably helped advance the interests and

There were two inductees: President Dwight
D. Eisenhower (1890-1969), recognizing
his leadership role in the creation of the
U.S. Interstate Highway System, which
commemorated its 60th anniversary in 2016; and
Transportation Hall of Fame is officially unveiled

Frank Turner (1908-1999), the man called one
of the “fathers of the U.S. Interstate Highway
System, and who spent 50 years in public service
at Bureau of Public Roads and the Federal
Highway Administration.
Transportation Design & Construction
Industry Innovators: Honors the men and
women who discovered or created a “game
changing” product or process that significantly
advanced transportation design, construction and/
or safety. It seeks to honor the original innovator.
Caterpillar founders Benjamin Leroy Holt (1849-
1920) & Clarence Leo “C.L.” Best (1878-1951)
Helping Hand Awards
The second annual Helping Hand Awards were
presented May 10 in the Nation’s Capital as
part of the ARTBA Federal Issues Program. The
competition honors “organizations within the
transportation construction industry that have
exceptional strategic philanthropic programs—
outside the scope of normal business
operations— that strengthen, build, improve the
quality of life and make a positive difference in
their communities.”
