“Together, we can do great things,” is one of the stated
values at my company, Zachry. The same could also
be said as it relates to key ARTBA’s achievements
on behalf of the U.S. transportation construction
industry during 2016. Of course, none of these
accomplishments could have been realized without the
personal involvement of the association’s volunteer
leaders and state contractor chapter affiliates.
They included:
• Development of a comprehensive federal
transportation tax reform/investment initiative
for the next president and Congress—the
BOLD Act—that would double federal surface
transportation investment by 2026 by providing
a sustainable, use-backed revenue stream that
grows with the economy. Unanimously approved
by the ARTBA Board in October, we continue to build
awareness of the proposal with key audiences inside
the D.C. Beltway.
• Launch by industry leaders of the ground breaking
Safety Certification for Transportation Project
Professionals™ program to boost worksite hazard
awareness and risk management skills across the
industry. The program, designed to meet the rigorous
protocols for ANSI/ISO accreditation, is aimed at the
thousands of industry professionals in positions
of influence—from project conception through
completion—to cause a decline in safety incidents.
• Continued growth and influence of the
Transportation Investment Advocacy Center™
(TIAC) that supports our state chapters and
business groups working to increase transportation
funding at the state and local levels. In just four
years, the TIAC has formed a 31-state grassroots
advocacy network that was supported in 2016 by
a national workshop, 15 studies and reports, four
webinars and nearly 150 blog posts.
• Presenting the industry’s views to federal agencies
or Congress 20 times on proposed regulations and
issues relating to implementation of MAP-21 and
the FAST Act.
• Providing a legal voice in several federal
court cases that would impact the transportation
infrastructure market and its firms.
• Conducting safety training for 5,000 industry
workers.
• Hosting 18 conferences, workshops and other
events for nearly 2,000 industry professionals
that provided ARTBA’s unique, industry-
spanning networking, business and professional
development opportunities.
• Implementing the strategic game plan of the
Industry Leader Development Council to more
fully engage the next generation of leaders
in ARTBA’s advocacy mission and providing a
variety of forums for their continued professional
development.
• Executing an integrated communications program
that provided digital, video, social media and
print coverage designed to keep you on top of
key market information and the political, legal and
regulatory developments that could impact it.
Please take a few minutes to read through this Annual
Report to learn more about our collective success in
2016. Thank you for your continued membership and
support of ARTBA!

2016ARTBAAnnualReport
True to its mission, ARTBA focused on a variety
of government relations and policy initiatives to
keep pressure on Congress for a permanent
Highway Trust Fund fix and the U.S. Department
of Transportation to fully implement the policy
reforms in the 2012 MAP-21 and 2015 FAST
Act surface transportation laws. Along the way,
industry leaders also unveiled a major new
innovative program to help develop the future
U.S. transportation construction market.

Highway Trust Fund Letter
In the spring, House Highway & Transit
Subcommittee Chairman Sam Graves
(R-Mo.) and Ranking Member Eleanor Holmes
Norton (D.C.) began building support from
their colleagues for their joint letter urging the
tax-writing Ways & Means (W&M) Committee
to include a permanent Highway Trust Fund
revenue plan in any tax reform legislation that
might emerge. To support the Graves-Holmes
effort, ARTBA and its state contractor chapter
affiliates reached out to scores of congressional
offices to secure signatures from individual
lawmakers to demonstrate that broad, bipartisan
support exists for a permanent trust fund fix. The
letter was sent May 25 to the W&M Committee
leadership with 130 signatures—74 Democrats
and 56 Republicans.

Project 2019 Task Force
In January, ARTBA Chairman David Zachry
initiated the “Project 2019” Task Force with this
mission:
“To reach transportation infrastructure
industry leadership consensus on the
strategic legislative and regulatory issues that
are most important to our members and to
establish a direction for securing the desired
changes to our market.”
Chaired by Martin Marietta’s Ward Nye and
Caterpillar’s Rob Charter, the group met July
13 in Illinois, and focused on how to ensure
sustainable and robust future funding for the
federal highway and public transportation
investment program. Members of the task force
reviewed and discussed, in the context of the
current political environment, all of the major
use-based funding options that are—or could
be—available to achieve these goals. In short,
they charted a new direction.
The consensus built during the meeting led
to the creation of the “Transportation Helps
Everyone: Building Our Legacy & Destiny
Act” (“The BOLD Act”)—a comprehensive
federal transportation tax reform/investment
initiative for the next President and Congress—
that would double federal surface transportation
investment by 2026 by providing a sustainable,
use-backed revenue stream that grows with the
economy.
The BOLD Act was unanimously approved
by the ARTBA Board in early October, and
the association’s volunteer leaders and staff
used the last two months of the year to build
awareness of the program with key audiences
inside the D.C. beltway.
The Transportation Makes America Work
(TMAW) Program, which is supported by
voluntary contributions over and above
member dues, featured a variety of
activities aimed at building awareness
of the nation’s infrastructure investment
needs and protecting the transportation
construction market from regulatory over-
reach. Among them:
• Interstate 60th Anniversary Event:
ARTBA, in partnership with the
American Trucking Associations,
hosted a June 29 lunch and
panel session for more than 125
people at the National Press Club
in Washington to mark the 60th
anniversary of the law signed by
President Eisenhower that began
funding and construction of the
Interstate Highway System. The focal
point of discussion was modernizing
and improving the Interstates to
keep America moving and the U.S.
economy growing. The event also
offered a successful backdrop to
highlight ARTBA’s continued push for a
permanent Highway Trust Fund solution.
• 3rd Annual National Bridge Report:
This unique report highlighted
bridge conditions in all 50 states and
generated hundreds of television,
print, radio and online news
stories throughout the entire year.
This coverage fueled nearly 50,000
visits to the ARTBA website after the
TODAY Show shared the story on its
social media pages.

• Market Protection: Initiating legal action
on several federal court cases, including
OSHA’s silica proposal, an Illinois
Disadvantaged Business Enterprise case
involving a highway contractor’s standing,
and EPA’s overreach on roadside ditches
in the “Waters of the United States” case.
• Transportation Investment Advocacy
Center™ (TIAC): The pioneering Center
(www.transportationinvestment.org),
which supports state chapters and the
business groups working to increase
transportation funding at the state and
local levels, redesigned its website, and
expanded its analytics and research
activities. In just four years, the TIAC has
formed a 31-state grassroots advocacy
network that was supported in 2016 by a
national workshop with 100 participants
from 30 states, 16 studies and reports,
five webinars and over 150 blog posts.
• Grassroots Technology: Continued
investments in our digital grassroots
advocacy platform—Phone2Action—that
uses social media platforms to advance
the industry’s legislative agenda with
members of Congress.
• Coalition Building: Played a major
leadership role and financially supported
the agenda and policy goals of the
ARTBA co-chaired Transportation
Construction Coalition, the U.S. Chamber
of Commerce-led Americans for
Transportation Mobility (ATM) coalition,
and The Road Information Program (TRIP).
Water Resources Development Act
In a “win” for the U.S. transportation construction
industry and the culmination of many months of
advocacy by ARTBA and its allies, the House and
Senate in December completed action on legislation
that authorizes over $10 billion in federal dollars for
the Army Corps of Engineers to carry out dozens of
water infrastructure-related projects.
The “Water Infrastructure Improvements for
the Nation (WIIN) Act will allow 30 new major
construction projects in 19 states to move forward.
Eight more projects that have already been
authorized will also receive additional funds for lock,
dam, port and waterway projects.
5
2016ARTBAAnnualReport
Legal Advocacy
ARTBA’s efforts to protect the market extend to
taking action in federal court when appropriate.
The association sued the Occupational Safety
and Health Administration (OSHA) to block the
agency’s new rule on exposure to crystalline
silica. ARTBA argued the standard is too
stringent and could divert significant resources—
human and financial—away from activities aimed
at mitigating, if not eliminating, documented,
serious hazards to our workers health and safety
such as runovers and backovers and work zone
intrusions. The case will continue in 2017.
ARTBA also filed suit against the U.S.
Environmental Protection Agency (EPA) and
Army Corps of Engineers over the proposed
“Waters of the United States” rule. It would
expand federal jurisdiction to all wet areas,
including roadside ditches, with the end result
being project delays and increased costs. A
federal court has stopped the rule from taking
effect while the litigation is underway. This case
will likely take years to resolve and require
ongoing ARTBA legal involvement.
Regulatory Advocacy
ARTBA made sure the industry had an
effective—and frequent—voice on a broad
range of proposed regulations, and the
continued implementation of 2012’s MAP-21
and 2015’s FAST Act.”
The association submitted comments to federal
agencies or letters to Congress 20 times on
these topics:
• Ozone Standards
• Disadvantaged Business Enterprise
• Buy America
• Local Hire Requirements
• IRS Estate Valuation Rule
• Greenhouse Gas Emissions
• Nationwide Permitting
• FHWA & FTA Streamlining Rule
• EPA “Exceptional Events Rule”

2016ARTBAAnnualReport
Safety Certification for Transportation
Project Professionals™”
Nearly 50,000 people die or are injured in
and around U.S. transportation infrastructure
construction projects each year, according to
Federal Highway Administration data. The
cost of these tragic incidences—to families and
employers—is staggering. In 2016, industry
leaders decided status quo safety performance
was not enough.
Through ARTBA’s Foundation, they brought
together top safety professionals to develop a
“next-level” initiative aimed at achieving this vision:
“To ensure the safety and well-being of
construction workers, motorists, truck
drivers, pedestrians and cyclists and their
families by making transportation project
sites worldwide zero-incident zones.”
The result was the October 2016 launch
of the innovative “Safety Certification for
Transportation Project Professionals™”
(SCTPP) program, which has been designed
to meet the rigorous protocols required for
accreditation by the International Organization for
Standardization (ISO) and the American National
Standards Institute (ANSI).
Certification-Related Web Portals
ARTBA Foundation staff also created two
Internet-based programs to help build
awareness and help prep industry professionals
to take the certification exam.
First, a comprehensive certification website,
www.puttingsafetyfirst.org, was launched to
provide all of the relevant information about the
program and how to take the certification exam.
Second, the new Online Learning Center
features six courses (Traffic Control, Work
Sites, Personal Protective Equipment, Hazard
Control, Communication, and Environmental
Conditions) that were designed to help
professionals build their skill set and prepare
those interested in taking the certification exam.
Providing Industry Leadership
The SCTPP program goal: to significantly boost
the hazard awareness and risk management
skills of all transportation project professionals
who are in positions of influence—from project
inception through completion—to cause a
decline in safety incidents.
“
Transportation Investment Advocacy Center
To support the market-building efforts of our
chapters and state and local transportation
investment proponents as called for in the
ARTBA strategic plan, the Transportation
Investment Advocacy Center™ (www.
transportationinvestment.org) continued to
expand its operations.
In just four years, the TIAC has formed a 31-state
grassroots advocacy network that was supported
by a national workshop for 100 industry
executives, 16 studies and reports including a
comprehensive tracking of 360 state and local
ballot initiatives, five webinars and more than
150 blog posts.
Council of University Transportation Centers
Under contract, ARTBA continued to provide
management support to the Council of University
Centers (CUTC), an organization of nearly
100 university-based transportation research
centers that conduct cutting-edge research
into transportation construction, management
and policy issues, and help educate and train
thousands of students each year. ARTBA
managed CUTC’s day-to-day activities, and many
CUTC members are actively involved leaders in
ARTBA’s Research & Education Division.
Women Leaders Council
The Women Leaders Council (WLC), chaired
by Lisa Robert, RS&H executive vice president,
implemented its strategic plan, with development
of content for the ARTBA website, awards
program, and webinars with industry women
leaders. The council will be adding action items
to its 2017 strategic plan, including the launch
of a student video contest that will focus on
promoting transportation design and construction
careers to students.

The Bridge Policy & Promotion Council (BPPC)
met twice in 2016, and featured a presentation
with Brandon Johnson, director of programs
with Bridges to Prosperity. The BPPC hosted
several webinars, including one on Alternative
Technical Concepts. BPPC members also
contributed editorial content to a special issue
of “Transportation Builder” magazine on bridge
design and construction.
Industry Leader Development Council
Industry Leader Development Council
The Industry Leader Development Council,
chaired by Jihane Fazio at AECOM, spent much
of the year executing the strategic plan of work
adopted by the ARTBA Board of Directors in 2015.
Four regional leadership teams chaired by
AECOM’s Chris Fronheiser (Southern),
RK&K’s Mike Potter (Northeastern), Trinity
Highway’s Mary Beth Klein (Western), and
HNTB’s Tom O’Grady (Central), helped
expand the engagement of the next generation
leaders in supporting ARTBA’s programs.
The teams revamped the session content of
ARTBA’s regional meetings, and added a half-
day workshop to address the professional
developments needs of members in the 30-to-50
age range.

True to itsmission, ARTBA focused on a variety of government relations and policy initiatives to keep pressure on Congress for a permanent Highway Trust Fund fix and the U.S. Department of Transportation to fully implement the policy reforms in the 2012 MAP-21 and 2015 FAST Act surface transportation laws. Along the way, industry leaders also unveiled a major new innovative program to help develop the future U.S. transportation construction market. 3 2016ARTBAAnnualReport Highway Trust Fund Letter In the spring, House Highway & Transit Subcommittee Chairman Sam Graves (R-Mo.) and Ranking Member Eleanor Holmes Norton (D.C.) began building support from their colleagues for their joint letter urging the tax-writing Ways & Means (W&M) Committee to include a permanent Highway Trust Fund revenue plan in any tax reform legislation that might emerge. To support the Graves-Holmes effort, ARTBA and its state contractor chapter affiliates reached out to scores of congressional offices to secure signatures from individual lawmakers to demonstrate that broad, bipartisan support exists for a permanent trust fund fix. The letter was sent May 25 to the W&M Committee leadership with 130 signatures—74 Democrats and 56 Republicans. Market Development The Lesner Bridge Replacement,Virginia Beach. Project 2019 TaskForce In January, ARTBA Chairman David Zachry initiated the “Project 2019” Task Force with this mission: “To reach transportation infrastructure industry leadership consensus on the strategic legislative and regulatory issues that are most important to our members and to establish a direction for securing the desired changes to our market.” Chaired by Martin Marietta’s Ward Nye and Caterpillar’s Rob Charter, the group met July 13 in Illinois, and focused on how to ensure sustainable and robust future funding for the federal highway and public transportation investment program. Members of the task force reviewed and discussed, in the context of the current political environment, all of the major use-based funding options that are—or could be—available to achieve these goals. In short, they charted a new direction. The consensus built during the meeting led to the creation of the “Transportation Helps Everyone: Building Our Legacy & Destiny Act” (“The BOLD Act”)—a comprehensive federal transportation tax reform/investment initiative for the next President and Congress— that would double federal surface transportation investment by 2026 by providing a sustainable, use-backed revenue stream that grows with the economy. The BOLD Act was unanimously approved by the ARTBA Board in early October, and the association’s volunteer leaders and staff used the last two months of the year to build awareness of the program with key audiences inside the D.C. beltway. The Transportation Makes America Work (TMAW) Program, which is supported by voluntary contributions over and above member dues, featured a variety of activities aimed at building awareness of the nation’s infrastructure investment needs and protecting the transportation construction market from regulatory over- reach. Among them: • Interstate 60th Anniversary Event: ARTBA, in partnership with the American Trucking Associations, hosted a June 29 lunch and panel session for more than 125 people at the National Press Club in Washington to mark the 60th anniversary of the law signed by President Eisenhower that began funding and construction of the Interstate Highway System. The focal point of discussion was modernizing and improving the Interstates to keep America moving and the U.S. economy growing. The event also offered a successful backdrop to highlight ARTBA’s continued push for a permanent Highway Trust Fund solution. • 3rd Annual National Bridge Report: This unique report highlighted bridge conditions in all 50 states and generated hundreds of television, print, radio and online news stories throughout the entire year. This coverage fueled nearly 50,000 visits to the ARTBA website after the TODAY Show shared the story on its social media pages. 4 2016ARTBAAnnualReport Project 2019 Co-Chair Rob Charter continued, page 5 Project 2019 Co-Chair Ward Nye

    • Market Protection:Initiating legal action on several federal court cases, including OSHA’s silica proposal, an Illinois Disadvantaged Business Enterprise case involving a highway contractor’s standing, and EPA’s overreach on roadside ditches in the “Waters of the United States” case. • Transportation Investment Advocacy Center™ (TIAC): The pioneering Center (www.transportationinvestment.org), which supports state chapters and the business groups working to increase transportation funding at the state and local levels, redesigned its website, and expanded its analytics and research activities. In just four years, the TIAC has formed a 31-state grassroots advocacy network that was supported in 2016 by a national workshop with 100 participants from 30 states, 16 studies and reports, five webinars and over 150 blog posts. • Grassroots Technology: Continued investments in our digital grassroots advocacy platform—Phone2Action—that uses social media platforms to advance the industry’s legislative agenda with members of Congress. • Coalition Building: Played a major leadership role and financially supported the agenda and policy goals of the ARTBA co-chaired Transportation Construction Coalition, the U.S. Chamber of Commerce-led Americans for Transportation Mobility (ATM) coalition, and The Road Information Program (TRIP). Water Resources Development Act In a “win” for the U.S. transportation construction industry and the culmination of many months of advocacy by ARTBA and its allies, the House and Senate in December completed action on legislation that authorizes over $10 billion in federal dollars for the Army Corps of Engineers to carry out dozens of water infrastructure-related projects. The “Water Infrastructure Improvements for the Nation (WIIN) Act will allow 30 new major construction projects in 19 states to move forward. Eight more projects that have already been authorized will also receive additional funds for lock, dam, port and waterway projects. 5 2016ARTBAAnnualReport

Legal Advocacy ARTBA’s effortsto protect the market extend to taking action in federal court when appropriate. The association sued the Occupational Safety and Health Administration (OSHA) to block the agency’s new rule on exposure to crystalline silica. ARTBA argued the standard is too stringent and could divert significant resources— human and financial—away from activities aimed at mitigating, if not eliminating, documented, serious hazards to our workers health and safety such as runovers and backovers and work zone intrusions. The case will continue in 2017. ARTBA also filed suit against the U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers over the proposed “Waters of the United States” rule. It would expand federal jurisdiction to all wet areas, including roadside ditches, with the end result being project delays and increased costs. A federal court has stopped the rule from taking effect while the litigation is underway. This case will likely take years to resolve and require ongoing ARTBA legal involvement. Regulatory Advocacy ARTBA made sure the industry had an effective—and frequent—voice on a broad range of proposed regulations, and the continued implementation of 2012’s MAP-21 and 2015’s FAST Act.” The association submitted comments to federal agencies or letters to Congress 20 times on these topics: • Ozone Standards • Disadvantaged Business Enterprise • Buy America • Local Hire Requirements • IRS Estate Valuation Rule • Greenhouse Gas Emissions • Nationwide Permitting • FHWA & FTA Streamlining Rule • EPA “Exceptional Events Rule” 6 2016ARTBAAnnualReport Market Protection

7 2016ARTBAAnnualReport Safety Certification forTransportation Project Professionals™” Nearly 50,000 people die or are injured in and around U.S. transportation infrastructure construction projects each year, according to Federal Highway Administration data. The cost of these tragic incidences—to families and employers—is staggering. In 2016, industry leaders decided status quo safety performance was not enough. Through ARTBA’s Foundation, they brought together top safety professionals to develop a “next-level” initiative aimed at achieving this vision: “To ensure the safety and well-being of construction workers, motorists, truck drivers, pedestrians and cyclists and their families by making transportation project sites worldwide zero-incident zones.” The result was the October 2016 launch of the innovative “Safety Certification for Transportation Project Professionals™” (SCTPP) program, which has been designed to meet the rigorous protocols required for accreditation by the International Organization for Standardization (ISO) and the American National Standards Institute (ANSI). Certification-Related Web Portals ARTBA Foundation staff also created two Internet-based programs to help build awareness and help prep industry professionals to take the certification exam. First, a comprehensive certification website, www.puttingsafetyfirst.org, was launched to provide all of the relevant information about the program and how to take the certification exam. Second, the new Online Learning Center features six courses (Traffic Control, Work Sites, Personal Protective Equipment, Hazard Control, Communication, and Environmental Conditions) that were designed to help professionals build their skill set and prepare those interested in taking the certification exam. Providing Industry Leadership The SCTPP program goal: to significantly boost the hazard awareness and risk management skills of all transportation project professionals who are in positions of influence—from project inception through completion—to cause a decline in safety incidents. “
