4. THE WORLD MEDICAL ASSOCIATION:
DECLARATION OF HELSINKI
• In 1964, the World Medical Association met in Helsinki, Finland,
to draft the Declaration of Helsinki, a document that would
build on the Nuremberg Code of 1948 to describe the standards
of ethical research involving human subjects.
• Consists of the standards described in the Nuremberg Code plus
statements that make the following two key points:
– Interests of the subject should always be given a higher priority than
those of society
– Every subject in clinical research should get the best known treatment

• Treat individuals as autonomous agents
• Protect persons with diminished autonomy
