This document describes two innovative projects in Saga Prefecture, Japan: Collaboration Testing and Innovation 'SAGA' Project. Collaboration Testing is an approach that enhances citizen satisfaction by involving diverse public, private, and nonprofit actors in public services through open budgeting and proposal processes. It has led to increased proposals from nonprofits and cost savings. The Innovation 'SAGA' Project is a public-private R&D collaboration that develops new public services by connecting private sector technologies to social needs, without additional funding. It has created solutions like visualizing student absenteeism. Both approaches rely on transparency, knowledge sharing, and an open attitude to promote innovation in public services.
