level by augmenting and diversifying the actors 
in public services through thorough disclosure 
and in-depth dialogues between the government 
and emerging public service providers, i.e., 
CSOs and private companies.

“Innovation ‘SAGA’ Project” is a public-private 
R&D project on new public services that let the 
public and private sectors jointly try out new public 
services by connecting the latest technologies and 
know-how available in the private sector with new 
social demands perceived in the public sector.
