Capacity development needs Climate change capacity development Dr Isabelle NIANG ENDA TM (Energy, Environment, Development team) [email_address]
Why capacity development is necessary in Africa? Africa is one of the continents the most vulnerable to the impacts of climate change (IPCC WGII report, chapter 9) Importance of the negative impacts Very limited capacities to adapt
The main impacts of CC in Africa

Why capacity development is necessary in Africa? The capacities to adapt are limited and will certainly be insufficient to adapt to climate change (IPCC WGII 4th SPM)
From B. Osman-Elasha
The need for capacity development Must address different levels in Africa Institutions Research community Local stakeholders and communities
The need for capacity development The institutional level A positive context The declaration of the African Union (january 2007) The development of sub-regional strategies to adapt to climate change (ECOWAS for example) The existence of national frameworks for climate change (national committees on climate change) A number of existing projects related to CC (ACCCA, CCAA, etc.) To be strengthened to address the integration of CC issues into national development plans
The need for capacity development The research community is there But still weak Geographical and thematic distribution Lack of continuous funding Limited links with policy and local levels A necessary component for adaptation to climate change
Scholes et al., 2006
Recommendations: research Support existing/emerging networks (AfricanNESS) Increase funding to retain and create scientific capacities Support centres of excellence and encourage multidisciplinary research Encourage large, international research campaigns in Africa Address key observational gaps Strengthen the links between science and policy and with education at all levels
The need for capacity development The local capacities Adaptation will take place mainly at local level The main reasons of low adaptive capacity are known Poverty Lack of information Lack of / destructuration of the society organizations Limited power of local communities
