By the end of 2013, China had 28,000 petrochemical businesses with a gross industrial output value of $2.1 trillion. A pipeline explosion in Qingdao in November 2013 killed 62 people and injured 136, causing $752 million in direct losses. While China has enacted over 40 safety laws and standards since 1990, operators focus on on-site hazards and government agencies on on-site enforcement, overlooking community vulnerability and risks and losing community support due to a lack of emergency preparedness guidelines involving local stakeholders.
