This document summarizes an article from the International Journal of Management that discusses the importance of information and communication technology (ICT) in improving the quality of education, especially in rural areas of developing countries like India. It outlines how ICT can increase access to education, improve teaching quality, and help create knowledgeable and skilled citizens. The document also discusses the current state of ICT in Indian education, the role of education in developing a knowledge-based society and economy, and how ICT can help make education systems more efficient.
The centrality of gender equality, women’s empowerment and the realization of women’s rights in achieving sustainable development has been increasingly recognized in recent decades.
This is evident in a number of international norms and agreements, including:
Principle 20 of the Rio Declaration on Environment and Development (1992);
The Beijing Declaration and Platform for Action (1995);
Report of the Fourth World Conference on Women, 1995;
The United Nations Conference on Sustainable Development (2012), etc
This paper review how technology can be use to generate a more inclusive position both as instrument of dominion and emancipartion. This positive view of technology will be discuss with particular emphasis on the interrelationship between technology and quality of life that will bring about steady improvements in living conditions. This paper also talks about the usefulness of science, technology and lnnovations (STI) in adding value to our social system. The ability of local firms and enterprises to access technological know-how is fundamental in providing products and services. The use of computer in enhancing production, transportation, energy, commerce, education and health. STI will foster food production and accessibility to good health. This paper concluded that we cannot suppress change as a nation, we need to stop finding reasons why things cant be done and find the reasons why they must be done as well as the right way to do them before we wipe out ourselves.
The 21st century has brought with itself a new
revolution in the global realm – the information society, which
has changed the global macroeconomic landscape. The
importance of technology cannot be denied as it has changed the
way we live, the way we work, the way we make decisions and the
way we correspond with each other. Advancements in
Information Communication Technologies not only have the
capability to improve the technological arena, but they also have
the potential to bring about social and economic improvements.
Across the globe, countries have recognized Information and
Communication Technology (ICT) as an effective tool in
catalyzing the economic activity in efficient governance, and in
developing human resources. The role of ICT’s to promote
gender equality and parity in education can be achieved by
targeting their efforts not only towards education itself, but also
towards society’s cultural and institutional framework. For
example, in many countries, parents do not expect their
daughters to have careers outside the home. Consequently, girlchildren
are forced to leave school after completing only a basic
or elementary education. In addition, if the benefits of schooling
for boys far outweigh those for girls, economically disadvantaged
parents will typically choose to send only the boys to school. The
differences in the health, education and standards of behavior
between the men and women of India, all contribute to the
impairment of women’s ability to improve their economic
situation. The continued perception that women are not of value
hinders women’s ability to fully participate in the economy.
Majority of women in India are doing tasks that are not
recognized by Indian society as meaningful and work much
longer hours than men, but much of their work is nurturing, and
therefore not recognized as important. Even when women are
contributing in family income, culturally their work is thought of
as connected to their position as nurturer and therefore is not
recognized as productive. The inequalities that exist among
region, social class and gender prevent the growth of the Indian
economy from improving the lives of many Indian people.
Nowhere is inequality more evident than in the lives of Indian
women, and likewise, there is no sector more affected by the lack
of improvement in social issues. Hence, the use of ICTs to
improve gender equality in education and employment may
initiate a continuous cycle of positive reinforcing feedback effects
between gender equality in employment and economic
development, leading to further improvements in both

Rural development is main aspect to develop a rustic India as over 50 % population lives in rural outskirts. The scenario isn't different at national level. This is often the most reason that the majority of the event schemes prepared to stay such facts as a main focus. An assessment for rural Rajasthan is to induce prepare the youths of generative and skilled on a contemporary parameter of livelihood and employment. The most target of such systematic preparation is to synchronically employ the functioning populace within the unorganized perimeters. Unorganized sector or grey economy bestows around 50 percent of the Rajasthan's GDP. In fact, it employs workers in, unpaid family work, micro and small enterprises, casual labour and home-based work on an honest scale. Within the same context, it also engages migrant labourers, farmers of lean agriculture season and more precisely drop-out of rural youth from schools. As per Indian Staffing Federation Report (2019), Period of 2015 to 2018, Skill India Mission contribution is 9.3 Lacs formal workforce and 70 thousand recruitments (Rituparna Chakraborty, 2019). If we focus from the last couple of years, the Indian economy has attestation of a structural transformation from agrarian process to manufacturing and various service-oriented activities. Similarly, this also made impact on the economy of Rajasthan. Rural development is facing a paradoxical situation where the youth of the rural areas are leaving the agrarian work and moving into the labour market for searching the jobs; on the opposite hand, industries are complaining of unavailability of appropriately and contemporary skilled manpower. This paradox reflects the criticality of rural development in context of need identification, to boost the employability of the growing young population and also to gear-up the economy to understand the target of faster and inclusive growth with innovative CSR contribution.

Education remains the greatest tool for the development of any nation, no matters how well-outlined goals of education were, there would be no impact without the necessary support from the government. The past and present governments came as a result of the efforts of education, but it had not given education the necessary support to enhance democratic stability. The education policy of Nigeria was a great effort on the part of the formulators but the reality on ground did not match the policy on paper. No nation can hope to develop without sound education. This paper therefore examined the problems of education, so as to ensure quality education for sustainable democracy in Nigeria.
REASSESSMENT OF THE ADOPTION AND INTERGRATION OF ICTs TO ENHANCE TEACHING AND...paperpublications3
Abstracts: This research was a reassessment of the level at which one of Kenyan universities have reached in the adoption and integration of Information Communication Technology in their academic programs to enhance teaching and learning practices. The main purpose of this was to investigate the progress in this area since 2009 when I conducted a related research in Moi University in Kenya. It is important to note that this research started by assessing the basics of ICTs adoption in 2009 which included ICT infrastructure, ICT hardware, software & information system, human resource and ICT Security which is always the initiation stage. ICT strategies and ICT plans should be continuously evaluated to align with institutional visions and missions in order to achieve effective use of ICT in their academic programs in preparation for the future human resource in various fields where they will be required to work. This study adopted Descriptive research design as a framework that guided the entire research process. The study was informed greatly by the theory of Marcus theoretical model of adoption and Continuum approach model. The data was collected through observation, the use of questionnaires and interviews. The data collected was analyzed qualitatively and quantitatively. The findings of this study acts as an ICT needs analysis and it will enable the university and other similar universities in East Africa to enhance acquisition, adoption and integration of ICTs in their academic programs.

Hydraulics now a days is a very distinguished area which has lot of major challenges often came in its
progress due to the realistic changes affecting on applicable working fluid viz. Water. Most occasions,
Water can be easily available but in certain times it may be scarce also. The available water vary according
to its properties. It exists in normal conditions as well as salty or hardy due to deposits. Majority of Water
is contaminated with minerals, dust or dirt. Often pure water which may be acidic or alkaline can be used
for making discharges through the Turbines

Digitally mediated contexts are proliferating across all professional disciplines and also transverse social cultures in higher education worldwide. Financial pressures, keeping up with international advances, maintaining standards and changing patterns of lifelong learning are driving the education institutions to adopt online modes of communication, interaction and education. As expected, these changes can also be evidenced in the healthcare education sector.

Gender is an important issue in the context of information and communication technologies ICT . Studies show that ICT use is subject to gender bias, e.g. in relation to ICT use and interests. This contribution describes the current situation of gender and ICT professions. Based on an empirical study, it shows particular areas in ICT education that suffer from gender inequalities in both countries. Furthermore, the chapter elaborates how gender inequalities develop from secondary to professional ICT careers based on statistics. As a consequence of recession driven economic development, the information and communication technology sector has weakened in recent years in OECD countries. Still, an ICT growth of about 4 percent was observed in 2008. Although there was a decrease in 2009 due to the current financial crisis, a general upturn is expected in the long term because of constant development of the ICT services, software, products for Internet use and communication, and infrastructure. The ICT skills of the work force contribute to the growth the overall share of employees in ICT specialist occupations is 4 percent and increasing rapidly, and 20 percent of employment relates to occupations that use ICT extensively.Even though information and communication technology ICT is essential for everyday life and has gained considerable attention in education and other sectors, it also carries individual differences in its use and relevant skills. This systematic review aims to examine the gender differences in ICT use and skills for learning through technology. A comprehensive search of eight journal databases and a specific selection criterion was carried out to exclude articles that match our stated exclusion criteria. We included 42 peer reviewed empirical publications and conference proceedings published between 2006 and 2020. For a subsample of studies, we performed a small scale meta analysis to quantify possible gender differences in ICT use and skills. A random effects model uncovered a small and positive, yet not significant, effect size in favor of boys g = 0.17, 95 CI 0.01, 0.36 . However, this finding needs to be further backed by large scale meta analyses, including more study samples and a broader set of ICT use and skills measures. We highlight several concerns that should be addressed and more thoroughly in collaboration with one another to better IT skills and inspire new policies to increase the quality of ICT use. USE OF ICT TO ENHANCE THE LEARNING PROCESS IN HIGHER EDUCATIONijejournal
ICTs in Education refers to the development of information and communications technology specifically
for teaching/learning purposes, while the ICTs in education involves the adoption of general components
of information and communication technologies in the teaching learning process. The National Mission on
Education through Information and Communication Technology (NME-ICT), launched in 2009 by the
Central Government. Let’s see how Information and Communication Technology (ICT) evolved the Higher
Education system: The role of ICT in higher education, what students learn, The role of ICT in Higher
Education, how Students Learn, The role of ICT in Higher Education, when students learn, The role of ICT
in higher education, where students learn. Online courses, development of e-content, e-learning, digital
libraries, online encyclopaedias, journals, and books would promote learning and make knowledge
available to all irrespective of the distance or location or financial resources. Government intervention is
necessary so that ICT can be made successful in higher education. Information and Communications
Technology (ICT) has the proven power to change the world. This acronym refers to the merging of audiovisual and telephone networks with the computer single unified system of cabling.
Embarking on a journey into the global knowledge economy Mohamed Bouanane
Current trends, whilst important to observe, by no means define a universal destiny for all countries. It is evident from the benchmark study that the information society is on the tipping-point – knowledge is becoming as ubiquitous as data and information has become today. It is unsafe to follow an existing policy, even good policy, because there is no universal destiny for all countries; rather build a unified and convergent strategy that takes into account the country’s own strengthens and weaknesses and seeks to exploit the synergistic combinatorial effects of many sectors working together in harmony to achieve growth and well-being for all citizens. Though far from a universal destination for all countries; the zenith of current holistic thinking is best portrayed by South Korea, it represents the ultimate target to emulate (not to copy) and exceed.
Most countries are seeking to position themselves in the predicted future global knowledge economy. Are they going about it the (same) right way? Are they all trying to win the same race? If so surely the majority of countries will be disappointed since only few countries will be in the top of ranking.
Innovative ICT Solutions and Entrepreneurship Development in Rural Area Such ...RSIS International
The use of internet and information communication
technology (ICT) infrastructures is an essential aspect of
learning, this is why a lot of information on entrepreneurship
career choices are available online. However, the emerging
growth in the use of information and communication
technologies and services towards entrepreneurship development
is a challenge for efficient information dissemination and
learning especially in rural areas. This paper pointed out an area
in which MCIU can use Information and Communication
Technology (ICT) resources/infrastructure it possess for
entrepreneurship development and poverty alleviation in its
community. Thereby, encouraging social and economic growth,
and overcome the gap between urban and rural areas
entrepreneurship development. An online learning platform,
using video may contribute greatly in rural entrepreneurship
development such as MCIU community. Some examples of some
programmes like learning make over, headgear tying, bead
making, cake designing, etc online for a period of 4 to 6weeks
The reading index in Indonesia is still relatively low, so many students are victims of fake news that develops on social media. In addition, students have not been able to utilize digital technology as digital literacy to the fullest, so it has implications for the weakness of knowledge about civic literacy. The research design used is a literature review and the type of qualitative research. The research method is literature, while the data collection technique uses document studies and the data analysis used is content analysis. Civic literacy has an important role in facing the era of society 5.0, with the ability of civic literacy, really helps students to participate in realizing the harmony of the life of the nation and state. Society 5.0 has a formidable challenge for higher education if each lecturer does not equip students with civic literacy skills. Strategies to strengthen civic literacy through digital literacy can be carried out effectively, by implementing varied learning methods and using digital-based learning media. Through this, students will be interested in learning, considering that students are a digital native generation who cannot be separated from digital technology. Strengthening civic literacy is very effective by utilizing digital literacy so that every student can adapt to the times, especially society in the 5.0 era.

MODELING AND ANALYSIS OF SURFACE ROUGHNESS AND WHITE LATER THICKNESS IN WIRE-...IAEME Publication
White layer thickness (WLT) formed and surface roughness in wire electric discharge turning (WEDT) of tungsten carbide composite has been made to model through response surface methodology (RSM). A Taguchi’s standard Design of experiments involving five input variables with three levels has been employed to establish a mathematical model between input parameters and responses. Percentage of cobalt content, spindle speed, Pulse on-time, wire feed and pulse off-time were changed during the experimental tests based on the Taguchi’s orthogonal array L27 (3^13). Analysis of variance (ANOVA) revealed that the mathematical models obtained can adequately describe performance within the parameters of the factors considered. There was a good agreement between the experimental and predicted values in this study.
A STUDY ON THE REASONS FOR TRANSGENDER TO BECOME ENTREPRENEURSIAEME Publication
The study explores the reasons for a transgender to become entrepreneurs. In this study transgender entrepreneur was taken as independent variable and reasons to become as dependent variable. Data were collected through a structured questionnaire containing a five point Likert Scale. The study examined the data of 30 transgender entrepreneurs in Salem Municipal Corporation of Tamil Nadu State, India. Simple Random sampling technique was used. Garrett Ranking Technique (Percentile Position, Mean Scores) was used as the analysis for the present study to identify the top 13 stimulus factors for establishment of trans entrepreneurial venture. Economic advancement of a nation is governed upon the upshot of a resolute entrepreneurial doings. The conception of entrepreneurship has stretched and materialized to the socially deflated uncharted sections of transgender community. BROAD UNEXPOSED SKILLS OF TRANSGENDER ENTREPRENEURSIAEME Publication
Since ages gender difference is always a debatable theme whether caused by nature, evolution or environment. The birth of a transgender is dreadful not only for the child but also for their parents. The pain of living in the wrong physique and treated as second class victimized citizen is outrageous and fully harboured with vicious baseless negative scruples. For so long, social exclusion had perpetuated inequality and deprivation experiencing ingrained malign stigma and besieged victims of crime or violence across their life spans. They are pushed into the murky way of life with a source of eternal disgust, bereft sexual potency and perennial fear. Although they are highly visible but very little is known about them. The common public needs to comprehend the ravaged arrogance on these insensitive souls and assist in integrating them into the mainstream by offering equal opportunity, treat with humanity and respect their dignity. Entrepreneurship in the current age is endorsing the gender fairness movement. Unstable careers and economic inadequacy had inclined one of the gender variant people called Transgender to become entrepreneurs. These tiny budding entrepreneurs resulted in economic transition by means of employment, free from the clutches of stereotype jobs, raised standard of living and handful of financial empowerment. Besides all these inhibitions, they were able to witness a platform for skill set development that ignited them to enter into entrepreneurial domain. This paper epitomizes skill sets involved in trans-entrepreneurs of Thoothukudi Municipal Corporation of Tamil Nadu State and is a groundbreaking determination to sightsee various skills incorporated and the impact on entrepreneurship.

Living in 21st century in itself reminds all of us the necessity of police and its administration. As more and more we are entering into the modern society and culture, the more we require the services of the so called ‘Khaki Worthy’ men i.e., the police personnel. Whether we talk of Indian police or the other nation’s police, they all have the same recognition as they have in India. But as already mentioned, their services and requirements are different after the like 26th November, 2008 incidents, where they without saving their own lives has sacrificed themselves without any hitch and without caring about their respective family members and wards. In other words, they are like our heroes and mentors who can guide us from the darkness of fear, militancy, corruption and other dark sides of life and so on. Now the question arises, if Gandhi would have been alive today, what would have been his reaction/opinion to the police and its functioning? Would he have some thing different in his mind now what he had been in his mind before the partition or would he be going to start some Satyagraha in the form of some improvement in the functioning of the police administration? Really these questions or rather night mares can come to any one’s mind, when there is too much confusion is prevailing in our minds, when there is too much corruption in the society and when the polices working is also in the questioning because of one or the other case throughout the India. It is matter of great concern that we have to thing over our administration and our practical approach because the police personals are also like us, they are part and parcel of our society and among one of us, so why we all are pin pointing towards them.

ATTRITION IN THE IT INDUSTRY DURING COVID-19 PANDEMIC: LINKING EMOTIONAL INTE...IAEME Publication
Globally, Millions of dollars were spent by the organizations for employing skilled Information Technology (IT) professionals. It is costly to replace unskilled employees with IT professionals possessing technical skills and competencies that aid in interconnecting the business processes. The organization’s employment tactics were forced to alter by globalization along with technological innovations as they consistently diminish to remain lean, outsource to concentrate on core competencies along with restructuring/reallocate personnel to gather efficiency. As other jobs, organizations or professions have become reasonably more appropriate in a shifting employment landscape, the above alterations trigger both involuntary as well as voluntary turnover. The employee view on jobs is also afflicted by the COVID-19 pandemic along with the employee-driven labour market. So, having effective strategies is necessary to tackle the withdrawal rate of employees. By associating Emotional Intelligence (EI) along with Talent Management (TM) in the IT industry, the rise in attrition rate was analyzed in this study. Banking regulations act of India, 1949 defines banking as “acceptance of deposits for the purpose of lending or investment from the public, repayment on demand or otherwise and withdrawable through cheques, drafts order or otherwise”, the major participants of the Indian financial system are commercial banks, the financial institution encompassing term lending institutions. Investments institutions, specialized financial institution and the state level development banks, non banking financial companies (NBFC) and other market intermediaries such has the stock brokers and money lenders are among the oldest of the certain variants of NBFC and the oldest market participants. The asset quality of banks is one of the most important indicators of their financial health. The Indian banking sector has been facing severe problems of increasing Non- Performing Assets (NPAs). The NPAs growth directly and indirectly affects the quality of assets and profitability of banks. It also shows the efficiency of banks credit risk management and the recovery effectiveness. NPA do not generate any income, whereas, the bank is required to make provisions for such as assets that why is a double edge weapon. This paper outlines the concept of quality of bank loans of different types like Housing, Agriculture and MSME loans in state Haryana of selected public and private sector banks. This study is highlighting problems associated with the role of commercial bank in financing Small and Medium Scale Enterprises (SME). The overall objective of the research was to assess the effect of the financing provisions existing for the setting up and operations of MSMEs in the country and to generate recommendations for more robust financing mechanisms for successful operation of the MSMEs, in turn understanding the impact of MSME loans on financial institutions due to NPA. There are many research conducted on the topic of Non- Performing Assets (NPA) Management, concerning particular bank, comparative study of public and private banks etc. In this paper the researcher is considering the aggregate data of selected public sector and private sector banks and attempts to compare the NPA of Housing, Agriculture and MSME loans in state Haryana of public and private sector banks. The tools used in the study are average and Anova test and variance. The findings reveal that NPA is common problem for both public and private sector banks and is associated with all types of loans either that is housing loans, agriculture loans and loans to SMES. NPAs of both public and private sector banks show the increasing trend. In 2010-11 GNPA of public and private sector were at same level it was 2% but after 2010-11 it increased in many fold and at present there is GNPA in some more than 15%. ROLE OF SOCIAL ENTREPRENEURSHIP IN RURAL DEVELOPMENT OF INDIA - PROBLEMS AND ...IAEME Publication
The majority of the population in India lives in villages. The village is the back bone of the country. Village or rural industries play an important role in the national economy, particularly in the rural development. Developing the rural economy is one of the key indicators towards a country’s success. Whether it be the need to look after the welfare of the farmers or invest in rural infrastructure, Governments have to ensure that rural development isn’t compromised. The economic development of our country largely depends on the progress of rural areas and the standard of living of rural masses. Village or rural industries play an important role in the national economy, particularly in the rural development. Rural entrepreneurship is based on stimulating local entrepreneurial talent and the subsequent growth of indigenous enterprises. It recognizes opportunity in the rural areas and accelerates a unique blend of resources either inside or outside of agriculture. Rural entrepreneurship brings an economic value to the rural sector by creating new methods of production, new markets, new products and generate employment opportunities thereby ensuring continuous rural development. Social Entrepreneurship has the direct and primary objective of serving the society along with the earning profits. So, social entrepreneurship is different from the economic entrepreneurship as its basic objective is not to earn profits but for providing innovative solutions to meet the society needs which are not taken care by majority of the entrepreneurs as they are in the business for profit making as a sole objective. So, the Social Entrepreneurs have the huge growth potential particularly in the developing countries like India where we have huge societal disparities in terms of the financial positions of the population. Still 22 percent of the Indian population is below the poverty line and also there is disparity among the rural & urban population in terms of families living under BPL. 25.7 percent of the rural population & 13.7 percent of the urban population is under BPL which clearly shows the disparity of the poor people in the rural and urban areas. The need to develop social entrepreneurship in agriculture is dictated by a large number of social problems. Such problems include low living standards, unemployment, and social tension. The reasons that led to the emergence of the practice of social entrepreneurship are the above factors. The research problem lays upon disclosing the importance of role of social entrepreneurship in rural development of India. The paper the tendencies of social entrepreneurship in India, to present successful examples of such business for providing recommendations how to improve situation in rural areas in terms of social entrepreneurship development. Indian government has made some steps towards development of social enterprises, social entrepreneurship, and social in- novation, but a lot remains to be improved.
OPTIMAL RECONFIGURATION OF POWER DISTRIBUTION RADIAL NETWORK USING HYBRID MET...IAEME Publication
Distribution system is a critical link between the electric power distributor and the consumers. Most of the distribution networks commonly used by the electric utility is the radial distribution network. However in this type of network, it has technical issues such as enormous power losses which affect the quality of the supply. Nowadays, the introduction of Distributed Generation (DG) units in the system help improve and support the voltage profile of the network as well as the performance of the system components through power loss mitigation. In this study network reconfiguration was done using two meta-heuristic algorithms Particle Swarm Optimization and Gravitational Search Algorithm (PSO-GSA) to enhance power quality and voltage profile in the system when simultaneously applied with the DG units. Backward/Forward Sweep Method was used in the load flow analysis and simulated using the MATLAB program. Five cases were considered in the Reconfiguration based on the contribution of DG units. The proposed method was tested using IEEE 33 bus system. Based on the results, there was a voltage profile improvement in the system from 0.9038 p.u. to 0.9594 p.u.. The integration of DG in the network also reduced power losses from 210.98 kW to 69.3963 kW. Simulated results are drawn to show the performance of each case.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Neuro-symbolic is not enough, we need neuro-*semantic*Frank van Harmelen
Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

optimal use of information and information products. In knowledge societies the transition to
knowledge-based economies is being driven by globalization and the changing world economy.
Developing countries needs knowledge-based economies not only to build more efficient domestic
economies, but to take advantage of economic opportunities outside their own borders. In the social
sphere, the knowledge society brings greater access to information and new forms of social
interaction and cultural expression. Individuals therefore have more opportunities to participate in
and influence the development of their societies.
ROLE OF EDUCATION IN KNOWLEDGE DRIVEN SOCIETY
The phenomenon of differential access to ICTs is often labelled the “digital divide.” This is
often assumed to be about the presence of ICT infrastructure and equipment. However, the ITU has
identified three further drivers of ICT usage: language (ability to use languages in widespread use on
the Internet), literacy (specifically a culture of reading) and learning (level of educational
attainment).Education is, therefore, one of the most important components in creating knowledge
societies, economic growth and prosperity. Education is not only the means by which individuals
become skilled participants in society and the economy, it is also one of the key drivers in expanding
ICT usage Seen within the context of the transition to the knowledge society, the following are the
broad reasons for developing the pervasive use of ICTs within education systems:
IMPORTANCE OF ICT IN QUALITY IMPROVEMENT IN RURAL PRIMARY AND
SECONDARY EDUCATION
In the development of inclusive knowledge societies the education and training sector is
mainly responsible for producing skilled human resources required by industry as well as citizens
who can participate in building a well governed society. ICT in turn can contribute to widening
access to education, improving educational management and addressing issues of quality and
relevance of the education system that are perennially faced by developing countries.ICT are seen as
an important catalyst and accelerator for development, having the ability to attract investment, create
job opportunities, promote knowledge building and sharing, facilitate innovation and contribute to
good governance and more efficient and transparent provision of public services. ICT facilitate
inclusiveness by enabling citizens anywhere to access information and knowledge.
IMPROVING THE EFFICIENCY OF EDUCATION SYSTEMS
The education system is a complex system that requires good management and administration
if it is to be efficient and effective. ICT have proven themselves in almost every other industry,
especially the private sector and increasingly in the public sector as well, in supporting management
and administration. ICT enable teacher, planners, managers and policy makers to access to
educational data when they need it. ICT also enable direct interaction between schools and teachers
with parents fostering community engagement. They can be used to promote transparency and
openness by making educational data including financing available to the public. This potential of
ICT is acknowledged by governments with the deployment of Educational Management Information
Systems (EMIS) in country.

CONCLUSION
ICT skills make a critical contribution to socio-economic development because of their
importance to the knowledge economy. ICT can also contribute to the develop other important
knowledge economy “new millennium” skills such as critical thinking, information retrieval,
analytical capacity, problem solving, communication and ability to understand and manipulate new
media. Another dimension to skills development can be found in the technical and vocational
training sector where the introduction and use of ICT to develop ICT skills and competencies is in
great demand.
