This white paper discusses the role of information and communication technologies (ICT) in education for development. It outlines several key challenges to implementing ICT in education, including lack of access, lack of trained teachers, high costs, and difficulties with government cooperation and policy implementation. It then provides examples from various countries that have tried to address these challenges, such as Brazil creating a Secretariat for Distance Education to expand access, Bangladesh establishing community learning centers, and Azerbaijan initiating a transnational information superhighway. The paper concludes with recommendations for providing access, training teachers, reducing costs, improving government policies, and strengthening monitoring and evaluation of ICT in education programs.
