The toll in the violence
during panchayat polls in
West Bengal rose to 15
after a person was found
dead in South 24 Parga-
nas, and two others suc-
cumbed to their injuries,
officials said on Sunday.
A person, Abu Salem
Khan, was found dead
near a polling booth in
West Gabtala in Kultali
police station area. He
had injuries on his head.
He was known to be a
TMC worker in the area,
locals said. Police said
they are investigating the
cause of the death.

of dowry harassment in
the State capital. Dowry
cases are increasing in all
four women police sta-
tions after Corona since
January. The cases have
crossed 700 and this is
when the police first
counsels husband and
wife. The women are ac-
cusing husband, father-
in-law and all in-laws of
demanding dowry.
There are 5 families
court in Jaipur in which
more than 10,000 cases
are pending. There are
about 150 to 175 divorc-
es in a month and more
than 500 new cases are

a group of people alleg-
edly created a ruckus at a
religious event in Hanu-
mangarh district, alleg-
ing Hindus and Sikhs
were being converted to
Christianity there, police
said on Sunday.
They said the incident
happened when several

people, entered the ven-
ue, a marriage garden in
Pilibanga. They flung
chairs and created a ruck-
us in which one person

drowned in a farm
pond in Kotkhawada
of Jaipur on Sunday. The
victims have been identified
as Sachin (18) and Vikas
Gurjar(13). They were graz-
ing cattle near a farm pond
when Vikas slipped into
water. Meanwhile, Sachin
Gurjar too jumped into the
pond to save Vikas.
A day after a 17-year old coaching
student drowned after falling into a
pit filled with rainwater, markets in
Sikar remained closed as a mark of pro-
test and the family members and relatives
held a dharna demanding compensation,
action against guilty officials and govern-
ment job to one family member. They
were later pacified by the district admin-
istration officials. Meanwhile, State BJP

A 50-year-old man tried
to rape a 5-month-old girl
related to him. The fam-
ily had left the girl under
care of the accused when
he attempted to rape her,
the police said on Sun-
day. When they returned
after some time, there
was blood on the private
part of the girl. When

accused, he ran away.
Police registered a
case on the report of fam-
ily members and started
searching for the accused
and took the child to So-
jat Hospital for medical

Two Kanwarias died of
electrocution after the ve-
hicle they were travelling
in came in contact with a
high-tension power line
in Neemrana town of Al-
war district on Sunday.
Police informed both the
victims are residents of
Chaubara village of Al-
war district.
Meanwhile, in Jalore
district two youths died
of electrocution in Sayla
town on Sunday, police
said. Police informed the
youths were fencing their
farmland when they came
in contact with live wires
and got electrocuted.
Both of them died on the
spot. The deceased bod-
ies will be handed over to
family members after the
post-mortem.

A 13-year-old boy was
mauled to death by a
pack of stray dogs in
Tikha Barda village of
Bundi district on Sunday.
Sources informed the
victim, Mangi Lal Gur-
jar, was on his way to
farmland when he was
attacked by dogs.
“The incident occurred
at 7 am on Sunday in
Tikha Barda village un-
der the Sadar Police Sta-
tion area. Mangli Lal
was going to nearby
farmland where his fa-
ther was working. Sud-
denly, three stray dogs
attacked and brutally in-
jured him ,” said a source.
“As victim screamed,
a local villager arrived
and rescued him. He was
immediately rushed to
Bundi district hospital
where he succumbed to
injuries. A post-mortem
was conducted and the
deceased body was then
handed over to his family
members,” source added.
There is chaos in the
family after the accident
of dog biting. There is an
atmosphere of fear
among the villagers
about the dogs.

day. Forest officials in-
formed that the incident
occurred when the tourist
gypsy collided with a tree
while taking the jeep
backwards.
“At around 7 am on
Sunday, the 2 tourists
from Chandigarh boarded
Gypsy and left for safari
on track no. 2. Inciden-
tally, the gypsy collided
with a tree stump while
reversing and the tourists
were injured by an iron
pipe fitted into the gypsy.
They were taken to Apex
Hospital for first-aid and
later discharged from the
hospital,” said Jhalana
Leopard Reserve ranger
Janeshwar Choudhary.
Meanwhile, the DCF
has sought a report from
the staff of Jhalana Leop-

plaints of traffic jams at
the Jaipur-Ajmer Nation-
al Highway these days,
Addl Superintendent of
Police (AdSP) Jaipur Ru-
ral, Dinesh Kumar Shar-
ma, has written a letter to
the National Highway
Authority of India
(NHAI) asking them to
either give facilities to
commuters or to stop col-
lecting toll tax.
“NHAI is constructing
six flyovers on Jaipur-
Ajmer Highway in the
last six months. The situ-
ation has led to the
crawling of vehicles at a
stretch of 15 km.Around
1 lakh vehicles pass
through this highway
every day and it is a
heavy traffic corridor.
Toll tax is collected at
Thikaria and Kishangarh
toll plazas on this high-
way. It is the responsi-
bility of toll-collecting
companies to give easy
and safe movement ve-
hicles on this route.
The NHAI should ei-
ther ensure facilities to
commuters or it should
stop the collection of
toll tax from the peo-
ple,” said ASP Dinesh
Kumar Sharma.

bipartisan support for deep-
eningtiesbyfivesuccessive
US presidents and three In-
dian prime ministers.
This shift has been partly
driven by China’s geopo-
litical assertiveness under
President Xi Jinping, which
represents a radical depar-
ture from his predecessors’
adherence to the doctrine of
China’s“peacefulrise.”The
US clearly views China as
its primary adversary and
has been actively pursuing
regionalalliancestocounter
its growing influence.
India has traditionally
been reluctant to pick sides,
but China’s repeated en-
croachments on its territory
across thedisputedHimala-

reaffirmed their commit-
ment to a free, open, and
inclusive Indo-Pacific.
The message to China is
clear.WhileIndiamaintains
that it is not a US ally but a
partner, it has increasingly
aligned itself with the dem-
ocraticWestinitsescalating
rivalry with communist
China.
But it would be a mistake
to view India-US relations
solely through a Chinese
lens. America and India
have far more in common
than is generally acknowl-
edged: democracy, a com-
mon language, and dedica-
tion to fostering innovation
and entrepreneurship. As

The most important fac-
tor contributing to the deep-

strategic autonomy, even

oe Biden’s administration has announced a
$800 million arms package for Ukraine
which will include cluster bombs which re-
lease bomblets over a vast area to potentially kill or
maim civilians and is largely banned by some Euro-
pean countries. Cluster bombs, Ukraine says, will be
used against Russian forces and in civilian areas but
collateral damage to civilians cannot be ruled out.
About 100 countries have banned the use of clus-
ter bombs. Leading the opposition to cluster-bomb
sale, British Prime Minister Rishi Sunak said that the
UK will not follow the Biden administration as his
country is signatory to a convention which prohibits
production or use of cluster bombs. Spain and the
United Nations are also opposed to the move. Even
Germany’s Foreign Minister Annalena said that “the
country as a part of the Convention on Cluster Muni-
tions opposes Washington’s decision”.
Washington’s announcement is understandable as
it has not signed the convention on cluster bombs.
Nor has Moscow, which is critical of the decision.

est Bengal has been a perennial trouble spot
during elections and will continue to be giv-
en the culture of violence so assiduously
sheltered and promoted in the state during the long
rule of Communist Party of India (Marxist). It is,
therefore, not surprising to learn about widespread
violence during this year’s rural elections. With 16
deaths on July 8, this year’s toll is much higher than
in previous elections. The death toll in 2013 and 2018
was 13 and 14 respectively. The violence is happen-
ing despite the massive deployment of central forces.
Political parties obviously maintain a holier-than-
thou approach. The
opposition parties
blame Trinamool
Congress (TMC) and
the latter has accused
BJP and the Con-
gress for all the trou-
ble.
The State Election
Commission and the
local police are under
the control of the
state government and
are prone to playing
a partisan role. What
political parties fail
to realise is that a
partisan state or cen-
tral machinery erodes
people’s trust in the
democratic process.
This is clearly reflected in the drastic fall in voting
percentage from 82.13 in 2018 to 68.26 this year. It
could also mean less rigging in this year’s polls.
Ousting Mamata Banerjee from power is BJP’s
innate desire. Power in Bengal would give the BJP
complete sway over eastern states, barring Orissa,
and the North-East. In an improved performance in
the 2021Assembly elections, which was also marred
by violence, the BJP pole-vaulted from three seats to
77. It is natural for BJP leaders’ ambitions to be
fuelled for a clinching victory in 2026. For now, all
eyes on rural poll results.

`11,330 crore
through stake sale in
three group companies,
taking the total capital
raised over four years to
$9 billion as the con-
glomerate draws interest
from a cross-section of
investors.
In a statement, the
ports-to-energy con-
glomerate said it “is
committed to raising
capital to fulfil its 10-
year roadmap of the
transformative capital
management program,
which was formulated in
2016 to execute the plans
for various portfolio
companies.”
“In the most recent in-
stance, Adani family has
raised $1.38 billion (Rs
11,330 crore) through
stake sale in the three
portfolio companies -
Adani Enterprises Ltd,
Adani Green Energy Ltd
and Adani Transmission
Ltd,” it said.
“This ensures higher
capital availability at the
group level, for growth
as well as near-term
commitments of both
debt and equity for the
portfolio companies over
the next 12-18 months.”
In addition, the three
portfolio companies
have also received board
approval for primary is-
suances through a share
sale to investors.

The Arunachal Pradesh
unit of the National Peo-
ple’s Party (NPP) has
decided to oppose the
immediate implementa-
tion of the Uniform
Civil Code (UCC) in the
northeastern state. The
decision was taken at
the state executive meet-
ing of the party here on
Saturday, NPP state
general secretary Pakn-
ga Bage said. NPP state
working president Likha
Saaya told reporters,
“Though NPP is in alli-
ance with the BJP on de-
velopmental issues, but
the regional party fol-
lows its own ideology”.
The party unanimous-
ly adopted a resolution
at the meeting opposing
the UCC, citing the
state’s diverse multi-
ethnic and multi-tribal
composition, as well as
its strong customary and
traditional identity,
Bage said. Elaborating
the reason as to why
NPP is opposing UCC,
Bage said since
Arunachal Pradesh has
its own unique laws, the
NPP has unanimously
adopted a resolution
to go with the customary
laws with certain modi-

es. In Ashok Nagar, Madhya Pradesh, a smartphone
shop owner has come up with an interesting offer:

will receive 2 kg complimentary tomatoes. Abhishek
Agarwal, the shop owner, explained, “Since toma-
toes have become expensive and we wanted to offer
something to customers due to increased competition
in the market, we decided to offer tomatoes with smart-

According to the Dept of Consumer Affairs, tomatoes’
average price is Rs 100. The rates across different cit-

HRA FOR NON-SERVICE SENIOR RESIDENTS
CM Ashok Gehlot has
approved the proposal
to give HRA to non-
service senior residents and
to increase stipend of non-
service residents. Now senior
residents who aren’t in govt
service who have not been allotted hostels will be given
House Rent Allowance of Rs 6,000 per month. If a resident
voluntarily declines for hostel allotment, he/she will not be
eligible for House Rent Allowance. Similarly, the proposal
to increase the additional stipend to non-service residents
to Rs 5,000 has been approved. Stipend will be given only
to those who haven’t been allotted a hostel.
`75 CR TO UPGRADE WASTE TREATMENT PLANTS
CM Gehlot has ap-
proved the proposal
to increase limit of
assistance payable by state
govt from Rs 50 cr to Rs 75
cr for setting up upgrad-
ing general waste treatment
plants in Raj. This will encourage setting up of new waste
treatment plants, while better maintenance of the currently
operated plants will be done. The waste generated from
various industries will be treated, which will aid in environ-
mental conservation prevent adverse effects on public’s
health. Amount of assistance will be made available from
corpus fund formed in collaboration with RIICO RSPCB.

POSTS IN LOKAYUKTA

the proposal for
creation of 11 new posts
in Lokayukta Secretariat.
In the proposed posts,
one Section Officer, 2 Asst
Secretaries, 4 Asst Section
Officers and 4 Clerical posts
are included. Along with
this, Gehlot has approved
a proposal to redefine the
cadre strength of various
posts of ministerial cadre in
Lokayukta Secretariat. With
this, relief can be provided
in Lokayukta Secretariat by
redressingplaints related
to corruption, misconduct
and misuse of office against
public servants. Personnel
of various cadres of ministe-
rial service will get better
opportunities for promotion.
2000 VET INSTITUTES
TO BE ELECTRIFIED
A total of 2,000 un-
electrified veterinary
institutions will be
electrified in the State. This
would cost Rs 6.50 cr for
which CM Ashok Gehlot
has approved the proposal.
With this, treatment of ani-
mals in the institutions will
become easier. Cold Chain
facilities will be developed
in hospitals, so that different
types of animal vaccines
can be kept for a long time.
The CM had made an an-
nouncement in this regard

Despite the outbreak of
the Corona pandemic, the
Board has presented an

possible time,” Arora said.

the 1950s till date.
The doyen of journal-
ism has covered some of
the most important sto-
ries of post-Independ-
ence India, including the
1962 Indo-China war.
He was at the forefront
of war coverage during
the 1965 and 1971 wars
against Pakistan, climb-
ing Haji Pir with the In-
dian Army and covering
the tank battle in the
Sialkot sector, conducted
by General Rajinder Sin-
gh ‘Sparrow’ himself.

I fondly address Prem
Prakash as “Dadaji “ with
love. Dadaji began his
career as a news photog-
rapher. In the early days
of his career, he chose to
work on photo features,
which gave him the op-
portunity to write while
he took photographs.
He reminisces his ca-
reer shaping up with The
Illustrated Weekly of In-
dia which was the coun-
try’s leading pictorial
magazine back then. It
was published in Bom-
bay and was extremely
popular. He started sub-
mitting his features to
them and was thrilled
when he carried his first
feature with three pages
of photographs. More
such features followed.
In a very short while, at a
young age, he was gain-
ing a reputation as a pho-
tojournalist.
At the same time, he
was taking whatever
news photos he could in
and around Delhi and
submitting them to the
local newspapers. Gradu-
ally, he started covering
for the Evening News,
the evening newspaper of
Hindustan Times.
Seeking international
exposure, he contacted
the London news photo
agency Planet News and
began submitting photo-
graphs and news features
to them. The Illustrated
London News, a prestig-
ious London magazine,
also carried his photos.
Meanwhile, he became
one of the prime contrib-
utors to the Illustrated
Weekly of India.
He once covered a
trade union meeting at
the Talkatora Gardens in
Delhi, addressed by a
British delegation. His
photograph of that meet-
ing was published by
Evening News. Soon af-
terwards, he got a tele-
phone call from an Eng-
lishman named Roger
Hicks, who had been at
the meeting. He had
seen the photograph
in the newspaper
and invited him
over for a cup of
tea. He was quite
excited because
it was his first
encounter with
a foreigner.
After that,
he worked
with for-
eign broad-
casters-like
Gaumont

who were the pioneers of
their time. In 1957, he
was part of a group that

good journalist and he
humbly replied, “Agood
journalist is one who
studies hard. When
working on a sto-
ry, he goes direct-
ly if necessary
into the field,
gets all view-
points, and does
not give his opin-
ion editorially, but
reports facts.

Prem Prakash is an
eminent author as well.
In 2020, his first book
“Reporting India “ was
published. The book cel-
ebrates his seventy years
of fascinating journey as
a pioneer in the field of
Indian journalism and
also his personal life.
Over the course of his
long and illustrious ca-
reer as a photographer,
film cameraman and col-
umnist, dada ji covered
major events, both in In-
dia and abroad, bearing
witness to natural calam-
ities, wars, military
coups and insurgencies.
Prem Prakash’s
strength always was go-
ing to the location as
you can read through
his book REPORT-
ING INDIA, even at
grave risk to his life.
That is the only way
he could report and
show to the world the
exact situation whether
in Bangladesh or in Af-
ghanistan and during
Indo-Pak wars.
On asking him about
his weaknesses he said
he would like others to
judge any weakness in
him. That confidence
with humility makes him
incredible.
At the age of 92, the
author launched his sec-
ond book - Afghanistan:
The Quest for Peace, The
Path of Wars. It is a first-
person account of a coun-
try, once prosperous now
ravaged by war.
It is fascinating to
know that having spent
several years in Afghani-
stan, Prem Prakash beau-
tifully captures the jour-
ney of the landlocked
country of marvellous
beauty since time imme-
morial.
Going deep back into
history, the author offers
penetrating insights into
how Maharaja Ranjit
Singh of the erstwhile
Punjab empire subdued
Afghans and extended
the border of Punjab to
the plains of Afghanistan
by annexing the Pesha-
war valley, including Pe-
shawar city, Khyber Pass
and large Pashtun areas.
He enriches readers by
offering glimpses of a
liberal, free, stable and
secular Afghanistan, un-
known to many, under
the benign rule of King
Zahir Shah.
The author then dis-
cusses the long period of
instability following the
April 1978 revolution,
which brought commu-
nists into power with the
support of the Soviet
Union.
He critically analyses
the role of the US and
Pakistan in creating the
Taliban to defeat the So-
viet Union. Providing a
gripping account of the
twenty-year war the US
fought against the Tali-
ban establishing a demo-
cratic government in Af-
ghanistan, he paints the
tragic picture of US
withdrawal leaving Af-
ghans once again at the
mercy of the Taliban and
pushing them back into
poverty as well as the
stone age. The present
narrative, brief though it
is, is authoritative, capti-
vating and artfully con-
structed. It brings to the
imagination of readers a
country with a chequered
past still searching for
peace.
Prem Prakash has in-
teracted with every
prime minister of India
and interviewed many of
them on camera.
With curiosity in my
eyes, I asked Dadaji if
there are any famous
journalists that inspire
him and why are they in-
spirational to him. He
recalls with a smile on
his face that when he
started his career he was
fortunate to have the
blessings of a great Edi-
tor like Tony Whyte who
was born in India and
was the son of India’s
first speaker in the then
LegislativeAssemble Sir
Alan Whyte. In New
Delhi, he was fortunate
to have the blessings of
Frank Moraes, the then
Editor of Indian Express.
They were inspirational
because they had risen to
great heights and recog-
nition by the sheer dint of
their great study and hard
work.
I concluded the inter-
view by requesting
Dadaji to advise the
young and upcoming
journalists and me and
his wise reply was that
we should study hard on
topics like history and
economics and also keep
track of current affairs.
