parties in the country such as
the Samajwadi Party in Uttar
Pradesh, Mamata Banerjee’s

CHANGE, YOU ARE
PERMANENT: CHIEF
JUSTICE TO CBI
hief Justice of India
NV Ramana made a
significant point
while delivering a lec-
ture on “Democracy
,
Role and Responsibilities” in the
memory of CBI’s founding direc-
tor DP Kohli. He said, “The politi-
cal executive will change with
time. But you, as an institution,
are permanent. Be impermeable
and be independent. Pledge soli-
daritytoyourservice.Yourfrater-
nity is your strength.” He cau-
tionedthatpoliceofficers“should
not allow any authoritarian ten-
dencies. They need to function
withinthedemocraticframework
asprescribedbytheConstitution”
as they have to “reclaim social le-
gitimacy and public trust” which
has been eroded in recent years.
His panacea, an independent
umbrella institution, may not be
an effective mechanism given
the political executives’ pen-
chant to keep the police, CBI and
other investigative agencies un-
der its thumb. A fearless and up-
right police officer runs the risk
of being persecuted in every pos-
sible way. Of these there have
been umpteen examples. That
compels officers to either follow
their masters’ diktat, or quit.
C
fter his party’s
thumping victory
in the Punjab elec-
tion, Arvind Ke-
jriwal’s ambitions
have taken wings. Delhi
Chief Minister Arvind Kejri-
wal, who is also the Aam
Aadmi Party president, has
now set his sights on the land
of Prime Minister Narendra
Modi and Union Home Minis-
ter Amit Shah---Gujarat. The
state goes to poll later this
year and Kejriwal is hoping
to fill the space vacated by the
Congress. In Punjab also the
Aam Aadmi Party’s gains
came at the expense of the
Congress and the Akali Dal.
AAP’s objective is to replace
the Congress from opposition
benches and then eventually
oust BJP from power. Step by
step that is how it grabbed
power in Punjab. To help him
achieve that goal is AAP’s
own Chanakya, Sandeep
Pathak, a former professor of
IIT-Delhi. Pathak is said to
have master-minded AAP’s
historic victory in Punjab.
Kejriwal, along with Pun-
jab Chief Minister Bhagwant
Mann, landed in Gujarat on
Saturday and tried his hand
at the charkha at Gandhi Ash-
ram.Thepartyintendstocon-
testallthe182Assemblyseats.
That the Congress is in an
organizationally weak state
in Gujarat can’t be doubted.
Senior leaders’ departure has
further weakened the party
which lost badly in six mu-
nicipal elections and has also
been wiped out at the pan-
chayat level. That may give
AAP some hope of gaining a
foothold in the state.
But to say that it will oust
BJP from power will be like
bearding a lion in its den.
AAP has made its presence
felt in two municipal corpo-
rations---Gandhinagar and
Surat. That’s not enough.

Imran Khan has also lost
“his cool”, a fatal flaw in a

“What is most disturbing is
that our people, who are sit-

The no-trust motion
against Imran Khan will be
voted upon in the National
Assembly today. He does not
have a majority. Unlike In-
dia, democracy has not taken
roots in Pakistan. Since the
assassination of Pakistan’s
first Prime Minister Nawa-
bzada Liaquat Ali Khan in
1954, no Prime Minister in
Pakistan has completed 5
years in office.
Imran Khan will, today
most likely became an ex-

votes in the Assembly to con-

I was among those Indians
who hoped that Imran Khan
would put out his hand of
friendship towards India.
Unfortunately, he fell for a
purely Islamist agenda. He
soon took to “vilifying” India
and repeatedly parroted the
out-of-date Security Coun-
cil’s pro-Pakistani resolu-
tions. Not even the Islamic
World paid any attention.
“The Tribune” on April 1
wrote in its first editorial “In

ted that he could not bring
change in Pakistan as he real-
ized that ‘our system was in-
capable of absorbing shock’.
His acknowledgment of the
‘biggest problem’ was in ef-
fect a sad commentary of his
own glaring failures. As Paki-
stan seems heading for a new
phaseof politicaluncertainty
,
Imran’s tumultuous tenure
would be remembered for frit-
tering away a great opportu-
nity to make the beleaguered
nation turn a new leaf”
How have the Chinese re-
acted to the political acrimo-
ny in Pakistan? It asked all
groups (read parties) “to stay
united” with the govern-
ment. PLA Colonel Wu Qian
said on April 1 that “military-
to-military relations serving
as the main stay of the Chi-
na-Pakistan friendship, have
played an important role in
the development of bilateral
relations for a long time.”
Can China bale out Imran

Chandigarh: Kashmir
Singh on Saturday be-
came the first farmer
in Punjab to receive
MSP payment directly
in bank account.
State Food, Civil Sup-
plies Minister Lal
Chand Kataruchak
said Singh, hailing
from Mohabbatpur vil-
lage in Patiala district,
had brought 51 quintals
of wheat in Rajpura on
March 31 and it was
cleaned and purchased
on April 1, the first day
of wheat procurement.
Within 24 hours of
purchase, the depart-
ment has transferred
the farmer’s payment,
amounting to Rs
1,02,765 directly into
his bank account.
Responding to a me-
dia question regarding
arrangements of trans-
port and labour, he said
it was for first time that
all labour and trans-
port contracts had been
completed well before
start of season.
This has ensured
that all mandis across
the state are in a state
of readiness, with ade-
quate labour trucks.
Regarding the slow
pace of arrival of
wheat in the mandis,
the minister said the
crop has not ripened
yet and was expected to
start reaching mandis
in the Malwa area in
significant quantities
after April 6, while the
Majha region will prob-
ably see the arrivals
pick up after April 12.
The procurement of
wheat for this season
will continue till May
31. Central government
has fixed minimum
support price of wheat
at Rs 2,015 per quintal.

Itanagar: Two civil-
ians were inadvertent-
ly shot at by Army per-
sonnel when they were
returning home after
fishing in Arunachal
Pradesh on Friday.
Incident reportedly
took place in Chasa vil-
lage of Arunachal
Pradesh’s on Friday
evening. Army sources
said was case of mis-
taken identity.
The two locals have
been identified as Nok-
phya Wangdan (28) and
Ramwang Wangsu (23).
The villagers were
admitted to Assam
Medical College and
Hospital, Dibrugarh
for treatment, said
Army sources, news
agency PTI reported.
The duo is said to be
out of danger.
One of the civilians
suffered a bullet injury
in the ulna of his hand,
while the other was hit
by a bullet on the toe,
said AMCH superin-
tendent Dr Prasanta
Dihingia.
A villager, who ac-
companied the injured
persons to the hospital,
claimed that the duo
was fired upon by
Army personnel.
“Both of them are
orphans. Now, one’s
hand is injured and an-
other’s leg is wounded.
The government will
have to do something
for them,” he said.
Reacting to the inci-
dent, the BJP president
of Tirap district Kam-
rang Tesia hit out at
the Army personnel
saying that instead of
ensuring the security
of the locals, the
“senseless act” of the
security forces without
proper intelligence
was leading to loss of
their credibility.
The Centre recently
extended the contro-
versial law AFSPA in
three districts of
Arunachal Pradesh in-
cluding Tirap, Chang-
lang, and Longding till
September 30 this
year.
Short for AFSPA,
the Armed Forces
(Special Powers) Act
empowers security
forces to arrest a per-
son without a warrant,
enter or search prem-
ises without a warrant
besides some other
controversial actions.

TOP TWEETS POLITICAL EXECUTIVES WILL CHANGE, YOU ARE PERMANENT: CHIEF JUSTICE TO CBI hief Justice of India NV Ramana made a significant point while delivering a lec- ture on “Democracy , Role and Responsibilities” in the memory of CBI’s founding direc- tor DP Kohli. He said, “The politi- cal executive will change with time. But you, as an institution, are permanent. Be impermeable and be independent. Pledge soli- daritytoyourservice.Yourfrater- nity is your strength.” He cau- tionedthatpoliceofficers“should not allow any authoritarian ten- dencies. They need to function withinthedemocraticframework asprescribedbytheConstitution” as they have to “reclaim social le- gitimacy and public trust” which has been eroded in recent years. His panacea, an independent umbrella institution, may not be an effective mechanism given the political executives’ pen- chant to keep the police, CBI and other investigative agencies un- der its thumb. A fearless and up- right police officer runs the risk of being persecuted in every pos- sible way. Of these there have been umpteen examples. That compels officers to either follow their masters’ diktat, or quit. C fter his party’s thumping victory in the Punjab elec- tion, Arvind Ke- jriwal’s ambitions have taken wings. Delhi Chief Minister Arvind Kejri- wal, who is also the Aam Aadmi Party president, has now set his sights on the land of Prime Minister Narendra Modi and Union Home Minis- ter Amit Shah---Gujarat. The state goes to poll later this year and Kejriwal is hoping to fill the space vacated by the Congress. In Punjab also the Aam Aadmi Party’s gains came at the expense of the Congress and the Akali Dal. AAP’s objective is to replace the Congress from opposition benches and then eventually oust BJP from power. Step by step that is how it grabbed power in Punjab. To help him achieve that goal is AAP’s own Chanakya, Sandeep Pathak, a former professor of IIT-Delhi. Pathak is said to have master-minded AAP’s historic victory in Punjab. Kejriwal, along with Pun- jab Chief Minister Bhagwant Mann, landed in Gujarat on Saturday and tried his hand at the charkha at Gandhi Ash- ram.Thepartyintendstocon- testallthe182Assemblyseats. That the Congress is in an organizationally weak state in Gujarat can’t be doubted. Senior leaders’ departure has further weakened the party which lost badly in six mu- nicipal elections and has also been wiped out at the pan- chayat level. That may give AAP some hope of gaining a foothold in the state. But to say that it will oust BJP from power will be like bearding a lion in its den. AAP has made its presence felt in two municipal corpo- rations---Gandhinagar and Surat. That’s not enough. ARVIND KEJRIWAL’S NEXT STOP: GUJARAT AAP’s objective is to replace the Congress from opposition benches and then eventually oust BJP from power. Step by step that is how it grabbed power in Punjab. To help him achieve that goal is AAP’s own Chanakya, Sandeep Pathak, a former professor of IIT-Delhi. Pathak is said to have master- minded AAP’s historic victory in Punjab A Can China bale out Imran Khan? Not, I would say. The US Deputy National Security Adviser Daleep Singh should never have been sent to India. He cut a sorry figure. Al- most single-handed he en- sured Pakistan winning the Cricket World cup in 1992. He married late. His wife came from a very wealthy British Jewish family. The Muslim world watched but accepted Mr. Imran Khan’s decision. In 1996 he launched his own political party , which broadly speaking played a prominent role in Pakh- tunkhwa. Imran Khan lost several elections in his effort to become a member of the National Assembly . In 2018 he with the backing of the Army became Prime Minister. He had no blood on his hands. Coming from a well-to-do family no one could cast aspersion on his financialintegrity .TheArmy has now decided Prime Min- ister Imran Khan has to re- sign. He has refused to oblige, inspite of the fact that his government is in a minority . Imran Khan has also lost “his cool”, a fatal flaw in a politician. Speaking in the National Assembly on March 30 he used intemperate lan- guage against his opponents. “What is most disturbing is that our people, who are sit- ting here, are in contact with foreign powers……” he named “three stooges”. The no-trust motion against Imran Khan will be voted upon in the National Assembly today. He does not have a majority. Unlike In- dia, democracy has not taken roots in Pakistan. Since the assassination of Pakistan’s first Prime Minister Nawa- bzada Liaquat Ali Khan in 1954, no Prime Minister in Pakistan has completed 5 years in office. Imran Khan will, today most likely became an ex- Prime Minister. He needs the votes in the Assembly to con- tinue as PM. He only has 164. The opposition has mustered 177. His 2 allies- Muttahida Quami Movement and the Baluchistan Awami Party have deserted him. Imran Khan’s dream of “Naya Paki- stan”willbehistoryverysoon. I was among those Indians who hoped that Imran Khan would put out his hand of friendship towards India. Unfortunately, he fell for a purely Islamist agenda. He soon took to “vilifying” India and repeatedly parroted the out-of-date Security Coun- cil’s pro-Pakistani resolu- tions. Not even the Islamic World paid any attention. “The Tribune” on April 1 wrote in its first editorial “In February , Imran Khan admit- ted that he could not bring change in Pakistan as he real- ized that ‘our system was in- capable of absorbing shock’. His acknowledgment of the ‘biggest problem’ was in ef- fect a sad commentary of his own glaring failures. As Paki- stan seems heading for a new phaseof politicaluncertainty , Imran’s tumultuous tenure would be remembered for frit- tering away a great opportu- nity to make the beleaguered nation turn a new leaf” How have the Chinese re- acted to the political acrimo- ny in Pakistan? It asked all groups (read parties) “to stay united” with the govern- ment. PLA Colonel Wu Qian said on April 1 that “military- to-military relations serving as the main stay of the Chi- na-Pakistan friendship, have played an important role in the development of bilateral relations for a long time.” Can China bale out Imran Khan?
