order due to the rap-
idly expanding gangster
base and the Sukhdev
Gogamedi murder case
has brought this to fore.
Normal life has been de-
railed in the entire State
a day after the murder.
Learning a lesson from
this incident, the new
Rajasthan govt will
have to form a Special
Investigation Team (SIT)
on the lines of UP to
break the spirit of gang-
sters. The SIT would be
required to prepare a
database of gangsters
active in Rajasthan and
take effective action. For
this, the SIT should also
be given special powers
as many a time the links
of gangs go beyond not
only the state but also
beyond the international
borders. These gangs
are also misusing the
Social media for garner-
ing influence and luring
youth to the crime world.
Under such scenario, it
seems less possible that
the normal police with
limited rights can handle
and dispel this new fear
of gangs.

end the protest. The last

of the state government
are without its ‘chiefs’
after Veenu Gupta left for
RERA. Gupta was head-
ing Industries and Mines
as its ACS and both the
departments were with-
out any Secretary too.
DoP has not given the
additional charge of these
departments to any offi-
cial. Sources reveal that
there is no top authority
that can decide who can
be given the additional
charge of these departm-
ments for the meantime.
Although according to
the rules of business, CS
has the power to give ad-
ditional charge, but it has
become a tradition that in
cases related to senior
positions and senior of-
ficials, it is the Chif Min-
ister who takes final call.
But now there is still
time for the new Chief
Minister to take office
after which the important
positions like CS, CMO,
Finance, Home and DoP
would be filled with new
postings and thus it is
quite possible that a lot
of time is taken before
postings are made in
these departments.

There was no movement
of public transport in
capital city and roadways
buses were also affected,
officials said.

were sitting outside the
Metro Mass Hospital
where Gogamedi’s body

took place in Jodhpur and
Udaipur as well but re-

EIGHT DEMANDS PLACED BEFORE ADMINISTATION,
FURTHER STEPS ONLY AFTER WRITTEN ASSURANCE
Gogamedi’s family members have filed an FIR
against accused. Positive talks between the people
of the society took place regarding 8 point demands
with the police administration. After this, a legal letter is
being prepared after mutual agreement. Among the major
demands, it has been agreed to provide security to the
family of Sukhdev Singh Gogamedi and a government job
to one of the family members. The demand of getting the
murder case investigated by NIA has also been accepted.
Jaipur Police Commissioner Biju George Joseph visited the
Chief Secretary from Metro Mass Hospital with the draft of
the demands of Rajput community. Mahipal Singh Makrana
of Karni Sena had warned of blocking the road if written
consent was not received regarding the demands. Verbal
agreement was reached but the family members were ada-
mant on taking further steps only after written consent.
RAJENDRA RATHORE TO WRITE A LETTER TO AMIT
SHAH FOR NIA PROBE IN GOGAMEDI MURDER CASE
Jaipur: Rajendra Rathore will also write a letter to
Home Minister Amit Shah demanding NIA investiga-
tion in the Sukhdev Singh Gogamedi murder case.
He said when ATS and SOG asked for an investigation
citing threat to life, no security was provided. Rathod said,
“The murder of a social worker is a disgrace on the face
of the government.” Rajendra Rathore said that this is a
transit period, a new government is about to be formed,
and these actions are the results of the Congress govern-
ment. Times will change and the back of these mafias will
be broken in the near future. There is a demand from the
government that this entire case should be handed over to
NIA. After receiving the letter from Punjab police, Gogmani
received threats dozens of times from unknown numbers
yet no action was taken. The matter was in the notice of

freezing winter has now
started in the state with
the mercury in Mount
Abu dropping by 3 de-
grees to -1. While snow
accumulated on tree
leaves, grasslands and
flowers, dew drops on
the roof and glass of ve-
hicles turned into ice.
There was severe cold
on Wednesday night in
the border areas of Jais-
almer, Bikaner and Jodh-
pur. Meanwhile, mini-
mum temperature also
dropped by 2 to 3 degrees
in Churu, Sriganganagar
and Jaisalmer. The Mete-
orological Department
predicts clear weather in
the state for the next few
days. The effect of cold
winds coming from the
northwest is likely to in-
crease the cold.
Compared to Tuesday,
there was a decline of 3
degrees in the Mount
Abu area. While the tem-
perature reached the be-
low-freezing point for
the first time this season,

Power Plant has two units
of 600-600 MW which
generate 1200 MW elec-
tricity. These days, poor
quality coal is becoming
a hindrance in the power
generation in thermal
power plant.
When the second unit
was closed for mainte-
nance, the power produc-
tion of first unit also re-
duced to half. The design
of the thermal is of wash
quality, due to which
there is a direct impact on
the power generation.
The second unit has been
closed due to mainte-
nance and while first unit
producing 600 MW, 350
MW is being produced
and due to poor quality,
the unit is also malfunc-
tioning. The ThermalAd-
ministration is hopeful
that after getting coal
from Kata Basin again,
power generation will
improve and for this, con-
tinuous efforts are being
made from Jaipur level.

mines. Preparations have
started for the Bhukiya
Jagpura mine auction of

PM MODI TRANSFORMED INDIA’S DISASTER MANAGEMENT PARADIGM
Narendra Modi led
successful disaster
management way
back in year 1979
ur village was heavily wa-
terlogged due to the flood
and food and other essen-
tials became scarce. We were un-
der 5-6 feet deep water all around
and there was no way to survive
without food and potable water.
At that time, Narendra Modi
came to our village with other RSS
workers and distributed essential
items to hundreds of people, him-
self leading
from the
front. This
was way
back in
1979, and
we sur-
vived the
disastrous
Morbi dam
breach due
to the help
provided under the management
of Narendra Modi, who was just a
party worker at that time.
Morbi was Narendra Modi’s
initial hands-on experience of
leading a disaster handling exer-
cise, when he was all of 29 years
of age. Later, he was on the ground
coordinating relief work after the
devastating Kutch earthquake in
2001. All these experiences came
in handy in shaping up the disaster
management framework of India,
first as Gujarat CM and later as the
PM of India.
MODI JI FOCUSSED
ON INTEGRATING ALL
SECTIONS OF SOCIETY
M Narendra Modi is the
first prime minister who
has strongly emphasised
the need of having a disaster man-
agement framework for the coun-
try. Even as chief minister of Gu-
jarat his focus was people-centric
policies in case of any disaster.
In my own constituency in De-
oghar, an entire ropeway was
stuck and it was presumed that no
one could be saved. PM Modi
went out of the way and he al-
lowed deployment of Garud team
of the IAF, which is designated
for operations abroad, for the res-
cue and people were saved from
there. The operation lasted over
72 hours and the PM was in con-
stant touch with the authorities
concerned till he was assured that
the last man was retrieved alive.
He also talked and communicated
with the villagers to keep their
spirits high and their hopes alive.
Even in the last meeting of the
BJP leaders held after the assembly
poll wins in Rajasthan, MP and
Chhattisgarh,PMModiremindedus
of the impending cyclones in Tamil
Nadu,PuducherryandAndhracoast
andhowwemustbepreparedtohelp
common people suffer the least dif-
ficulty in these trying times. Even at
a time of celebration, his mind was
occupied with how an efficient dis-
aster management could save lives
and cause the least damage.
Modi ji not only introduced a
solid framework of disaster man-
agement in the country but also for
the first time gave the idea of inte-
grating the different sections of so-
cietyindisastermanagement.Mem-
bers of the civil society, the defence
andparamilitaryforces,thegovern-
ance mandarins and party workers
were all involved, made aware and
trained to think in a cooperative
manner so that all could help each
other in a synchronised system in
case of any eventuality. This was a
seminal change in the way of ap-
proaching and handling disasters.
PM MODI, AN EXPERT IN
DISASTER MANAGEMENT
was new to disaster man-
agement as I was a pro-
fessional soldier, wherein
lay my expertise, i.e. in strategic
matters. In disaster management
I had a very cursory idea. I had to
read up a lot to know more about
it.And since the PM was the chief
of National Disaster Management
Authority (NDMA), we had di-
rect communication with him.
But within first few days of my
new role in NDMA which I en-
tered in 2020, I realised that PM
Narendra Modi’s experience in
handling the disasters is more than
anyone else because he had been
on the ground during relief of Bhuj
Earthquake in 2001 and as CM he
had passed country’s first disaster
management act in Gujarat, much
before national disaster manage-
ment act was passed. The State
Disaster Relief Force (SDRF) was
also first formed and implemented
in Gujarat under CM Modi. So he
was already an expert in handling
disaster management.
Disaster Risk Resilience in
2016 was a seminal event under
PM Modi. It was a conference
called by the ministry and eventu-
ally, the event had a long-term im-
pact on the way disaster manage-
ment was approached in the coun-
try. The Sendai Framework of the
United Nations for disaster risk
mitigation was also launched just
recently. So the decisions made in
the meeting under PM Modi coin-
cided with the UN Programme.
PM Narendra Modi’s emphasis
on the preparedness for any dis-
aster is exemplary. His 10-point
agenda on disaster handling
worked as the base for India pre-
paring its disaster management
framework.
One of the major points of the
10-point agenda, which struck me
hard and is often ignored, was gen-
der sensitivity, which the PM em-
phasised. It is usually the women
and children who suffer the most
duringanaturaldisaster.Thephys-
ically strong manage relief but for
the weaker sex, the responsibility
to protect them is ours. This aspect
often doesn’t come to the fore but
it was on the mind of the PM.
The second thing was the adop-
tion of technology in disaster
management. We all know the
love of the PM for technology. It
was he who stressed the need to
adopt the best and latest technol-
ogy in disaster management.
The third thing that the PM en-
visaged and what hit me deep was
his stress at knowledge manage-
ment, i.e. increasing, sharing and
networkingknowledgebecausethe
more we know about disasters,
theirgenesis,causesandresults,the
better we would be in a position to
handle exigencies better. So keep-
ing ourselves updated with knowl-
edge becomesessential,whichPM
Modi was well aware of.
Narendra Modi’s focus was in
creatingabigdisastermanagement
communityinthecountry.Thebest
manifestation of this motto was
seen in how well the cyclone in
Gujarat was managed, with the
minimal loss to life and property.
The 10-point programme has
now become a global template in
disaster management and govern-
ments across the world are quot-
ing PM Modi and his agenda as a
mantra for successful disaster
mitigation measures.

try,” he said amidst vo-

The Lok Sabha was adjourned briefly on Wednes-

Kumar’s controversial north-south divide
remark. The two ministers were up on their
feet just as Speaker Om Birla called Baalu
to put a question to the government during
Question Hour. They said the DMK leader
should first apologise for Senthil’s comment
with reference to Hindi heartland states made
in the House on Tuesday. “Baalu ji should apologise first
for the kind of remarks made by the DMK member. How
can the House run like this? How can any member make
any remarks and walk away,” Goyal, the Union minister of
Consumer Affairs and Public Distribution, said.

Hyderabad: A couple died in a wall collapse in
Telangana’s Khammam district on Wednesday
as some parts of the state continued to experi-
ence heavy rain under the impact of severe cyclonic
storm Michaung in Bay of Bengal. The storm crossed the
coast in neighbouring Andhra Pradesh on Tuesday. The
deaths were reported from Cheruvu Madaram village in
Nelakondapalli mandal of Khammam district. Officials said
the wall of a house collapsed due to incessant rain since
Tuesday. The deceased were identified as Pullaiah (45)
and Lakhsmi (38).

suicide. Dr Arun Kumar,

Dr Kumar, a resident of
Mirzapur, lived at the

Goa’s rate of rape on mi-
nors stood at 7.1, the
highest in the country, as
the tiny state recorded 75
rape cases in 2022 of
which 57 victims were
girls below 18 years of
age,accordingtostatistics
released by the NCRB.
What was alarming is that
cases of rape on minor
girls constituted a whop-
ping 76 per cent of total
rapes reported in Goa in
2022.
The report of NCRB,
an agency under the Un-
ion Ministry of HomeAf-
fairs, was released recent-
ly analysing crime statis-
tics for 2022 from differ-
ent states and Union ter-
ritories. As per the data,
Goa’s rate of rape on mi-
nors stood at 7.1 (per lakh
population), the highest in
the country. The coastal
state recorded 75 rape
cases in 2022 of which 57
victims (76 pc) were mi-
nor girls below 18 years
of age.
Of the 57 under-age
victims, two girls were
below 6, while 12 were
between 6 to 12 years.
Twenty-six victims were
between 12 to 16 years
and 17 between 16 to 18
years of age, according to
the report. In 93.2 per cent
of the 75 rape cases,
which comes out to 68,
the offender was known
to the victim. Also, nine
of the accused were fam-
ily members.

The US has said that it is
looking forward to see-
ing the results of India’s
investigation into the plot
to kill a Sikh separatist
leader, and will not make
any assessments before
the probe is finished.
“We have noted at the
most senior levels of this
government — the Sec-
retary of State has raised
this directly with his for-
eign counterpart that we
take this issue very seri-
ously. They told us they
would conduct an inves-
tigation,” US State De-
partment spokesperson,
Matthew Miller, said.
“They have publicly
announced an investiga-
tion. And now we’ll wait
to see the results of the
investigation, but it’s
something we take very
seriously,” Miller said in
response to a question on
developments in the case
at the diplomatic level.
He further said that it
would be “inappropriate”
for him to comment on a
“law enforcement mat-
ter” as the Department of
Justice is presenting the
case in court.
“We are looking for-
ward to seeing the results
of that (India’s) investi-
gation, and I’m not going
to make any assessments,
obviously, before the in-
vestigation itself is com-
pleted,” Miller told.
The comments come a
week after the White
House said that it takes
the allegations that an In-
dian was involved in a

How was Ashok Ge-
hlot’s election manage-
ment in this assembly
election? How due you
rate his performance in
2023 polls as compared
to 2003 and 2013 polls?
Dr Jagdeesh Chandra:
Gehlot’s performance has
been good. In fact, this
election would be rated as
Gehlot’s best manage-
ment thus far with regards
to resources and finances.
It is for the first time that
Congresshasnotseen any
dearth in resources need-
ed to contest polls. He ar-
ranged for finances in an
impeccable manner. He is
adept in the politics of
‘saam-daam-dand-bhed’.
He gave a good fight in
the election and loss or
victory is just one aspect
of the election and can
happen to anyone. He got
seventy seats for Con-
gress which is a testament
that he fought a good
election. Even if com-
pared to the elections in
2003 and 2013, he gave a
good fight because in
those times, Congress
would get 30-35 seats but
this time the seats have
been considerably more.
Gehlot made nearly
two dozen new districts
and 3 divisions in a bid to
win the election. Did it
not bear any fruits for
Congress?
He did not get any ben-
efit out of it. What gener-
ally happens is that when
new districts are formed,
they are handful in num-
ber. But they created
twenty two districts and
now demand is being
raised for seven more, so
thisentireexercisehas be-
come a joke. The entire
effort lost its seriousness.
Wecantsayitwascounter
productive butAshok Ge-
hlot could not take any
advantage or benefit out
of it. It was a huge step
with which people would
have shown their support
for Congress in the newly
created districts, but it did
not happen. At the end of
the day, I think that the
new state government
would review this deci-
sion because the govern-
ment does not have that
kind of infrastructure and
although notification for
19 districts has been is-
sued, but it is a challeng-
ing work to ascertain
where would the adminis-
tration operate from in
these new districts. More-
over, I did not see any ma-
jor interest or excitement
in the public also regard-
ing these districts. At that
time,theinterestedparties
may have felt elated but
later people realised that
this development did not
given them much excite-
ment.Soletsseehowdoes
this new government han-
dle this issue.
Why did the Congress
high command keep on
giving false assurances to
Pilot?
See, after the govern-
ments were formed in Ra-
jasthan, MP and Chhat-
tisgarh in 2018, there was
a perception among the
people that just like on the
lines of promises made to
TS Singhdeo in Chhattis-
garh that he and Bhupesh
Baghel would rule for
half of the tenure in the
state, similarly, same ac-
cord was forged between
Pilot and Gehlot. This
was accepted by Rahul
also for Chhattisgarh.
However, in Rajasthan,
this accord was not an-
nounced and it was only
an impression or in public
perception that something
like this could happen.
Although Priyanka Gan-
dhi did say that the high
commandneverpromised
to make Pilot CM for two
and a half years, rather
she said Congress would
take care of Pilot and Pilot
misinterpreted it. So it is
in public impression that
the high command did not
stand true to its word or
gave false assurances. It is
an impression in Pilot
campthatGandhisdidnot
behave well with Pilot.
What will be Gehlot
and Pilot’s role now in
the assembly?
See the position of
leader of opposition is the
biggest post now. Ashok
Gehlot does not come to
the assembly that often
but when late Bhairon
Singh Shekhawat was
CM, Gehlot used to
spearhead Congress’ at-
tack in the assembly and
pick issues to surround
the then government. He
has forwarded Govind
Singh Dotasra’s name for
the position of LoP and
had Rameshwar Dudi
been there he would have
been LoP. I think the fo-
cus is that a leader from
the Jat community should
become LoP. As far as
Pilot is concerned, he is
young, dynamic and in-
telligent and extremely
close to the Gandhis. So
it could happen that he
stays in AICC. About
Ashok Gehlot, I don’t
think he will become LoP
because once you have
achieved such experience
and seniority, positions
like LoP do not entice
you as a leader. Rather
you would focus on
meeting people and
working for party. On the
contrary, he could get an
offer from Congress to
become treasurer be-
cause he has become
adept in handling finan-
cial matters. So he can go
to AICC and can draw a
parallel to party president
albeit an informal one.
He can also be party’s
OBC face. My take is that
whatever Gehlot wants in
AICC, he will get it done
through Sonia Gandhi.
Did Gurjar community
not voting for Congress
in Eastern Rajasthan re-
sulted in Congress’ loss?
Of course. Gurjars had
never voted for Congress
and it is believed that in
2018 assembly elections,
Gurjars voted en-masse
for Congress thinking
that perhaps Sachin Pilot
would become CM if
Congress wins. They saw
what happened with Pilot
for five years so they
might have felt disap-
pointed.Thereweretimes
when they thought that
now Pilot would become
CM, but that did no come
to pass. Pilot also must
not have given an explic-
it message that Gurjars
should vote for Congress
prior to 2018 polls. If you
lookatEasternRajasthan,
there are thirteen districts
which account for 83 as-
sembly seats. In 2018,
Congress won 49 of these
seats and BJP won 25
only and this time around
the difference between
Congress and BJPis of 44
seatswithBJPgainingthe
lost ground. So this is a
fact that Gurjar voters did
not vote for Congress this
time around in Eastern
Rajasthan.
If we look closely at
Congress’ strategy, it al-
ways makes two power
centres in the state. Is
this also a reason for the
grand-old party’s fall in
recent times?
Yes this is a major rea-
son. It is not the absolute
reason. Be it in Rajasthan
or Chhattisgarh or Punjab
or Haryana or Karnataka,
this has always been Con-
gress’ policy so that both
the power centres keep
standing with folded
hands before the high
command. Either it was
this strategy of the high
command or it so hap-
penedthattwopowercen-
tres came up on their own
and the high command
could not handle them
strongly. Can anyone
show such two groups un-
der Narendra Modi, Amit
ShahorJPNadda?InBJP,
there is one power centre
and one line of working.
For example now Chief
Ministers are to be an-
nounced. So a message
was shared that parlia-
mentary board will meet
and mull on the CM’s
name and now a message
willbesentregardingwho
the CM will be and that
leader will become CM.
This exact thing used to
happen in Congress dur-
ing Indira Gandhi’s time.
But now the high com-
mand’sinfluencehasbeen
broken. So one can defi-
nitely say that these two
groups result in internal
feuds in the party due to
which the party looses.
Who do you think are
BJP’s Chief Ministerial
faces?
See, BJP has groomed
Gajendra Singh Shekha-
wat for over four years as
future CM or the leader of
the party. We are all privy
to Gajendra Singh’s
working for the past four
years and how he is rep-
resenting the party in
various states and fo-
rums. But now that the
time for holding the reins
have come, it remains the
subject of BJP leader-
ship’s discretion whether
or not they go ahead with
him. But public percep-
tion is that the number
one candidate for the post
of CM is Gajendra Singh
Shekhawat. But if we talk
about options beyond
Shekhawat, than the most
powerful option is Lok
Sabha Speaker Om Birla.
Although for him it is
said that the manner and
finesse with which he has
carried out working of the
Lok Sabha, his rapport
with Prime Minister
along with his great equa-
tion with leaders of all
parties may result in the
party not sending him to
Rajasthan. But if it so
happens that the leader-
ship decides that CM
would be from the Baniya
or Brahmin community,
then Birla can be given a
chance. Furthermore, the
name of Om Mathur is
also a strong name and he
has to his credit the vic-
tory of Chhattisgarh. He
is Narendra Modi’s
friends from the days of
Gujarat and it could be
that the party may reward
him for his services for so
many years. Then there
are certain reasons why
Diya Kumari’s name is
also being forwarded be-
ing a female leader and
BJP recently having
brought the Women Em-
powerment bill. If we talk
about Dalit politics, the
Arjun Ram Meghwal is
the best face. If there is a
need of Brahmin CM,
then CP Joshi is a ready-
made CM. Then if you
want you can bring Ma-
hant Balaknath on the
lines of Yogi Adityanath.
So these are just options
but like I said, in public
perception, a leader who
has been groomed for the
role of CM is Gajendra
Singh Shekhawat. But
perhaps the biggest name
as CM is of Vasundhara
Raje, but her name is not
discussed as much. But
you never know what
part luck plays in her
case. But this is BJP high
command and like it hap-
pened in Gujarat where
the legislator was seated
on the last row on the
stage and when the party
observers received mes-
sage about the candidate,
they immediately started
searching for him and
then Bhupendra Patel
was asked to come for-
ward. He was reluctant
of coming to front of the
line but when the observ-
ers insisted, he came in
front and to his surprise,
it was his name that the
observers announced as
CM. So something like
this can happen in
Rajasthan as well.

zWhat were the reasons
for the BJP’s victory?
How did Gehlot’s hope
to become a four time
Chief Minister of
Rajasthan, remained un-
fulfilled?
Dr Jagdeesh Chandra:
The real reason for the
BJP winning the election
is Modi magic. Congress
could not counter Modi’s
popularity. Modi covered
140 assembly constituen-
cies in little over a year.
Among these, BJPcandi-
dates won on 98 seats.
Second reason was re-
peating of sitting legisla-
tors as candidates, which
perhaps somewhere cost-
ed Congress, if we look
at it now. Moreover, peo-
ple did not want this, as
is evident with the result.
However, we follow a
democratic process
where governments
come and go. Perhaps
next time there would be
some new situation or
circumstance and hence
lets wait and watch what
happens after five years.
zWhen Congress won
in Karnataka, it was be-
lieved that winning for-
mula would be imple-
mented in Rajasthan too,
but it did not happen.
Why did it not get imple-
mented in Rajasthan?
This is also miracu-
lous and the biggest rea-
son behind not imple-
menting Karnataka for-
mula in Rajasthan is
Narendra Modi. Ashok
Gehlot has been the god-
father of Karnataka for-
mula or one can say
Himachal formula too as
Congress won both the
states owing to this for-
mula. Karnataka formula
means OPS plus freebies
plus minority polarisa-
tion which equates to
victory. This was a sure
shot formula for victory.
But in front of Amit
Shah’s strategy, this for-
mula did not pay any
dividends and Congress
could not win the polls.
Another reason why that
formula did not work is
because Karnataka lies
in South India and Ra-
jasthan lies in North In-
dia. Secondly, the voting
that happened in Karna-
taka was for change, but
in Rajasthan the voting
was to retain the govern-
ment. Thirdly, there was
anti-incumbency against
the Karnataka govern-
ment but in Rajasthan
there was anti-incum-
bency against Congress
government. It is a cause
of concern for Congress
also since there are ques-
tions being raised if its
‘Brahmastra’, which is
termed Karnataka for-
mula, will bear fruits for
the grand-old party in the
future elections. Con-
gress will need to intro-
spect on this aspect.
zWhy did the voters
trusted PM Narendra
Modi’s guarantees in-
stead of Congress’ seven
guarantees?
It is not about trust.
People had trust in Ge-
hlot’s guarantees also
otherwise Congress
could have lost by more
seats. But there were sev-
eral reasons like Modi’s
face and popularity, po-
larisation and local senti-
ments against Congress
candidates. But Gehlot’s
guarantees did its work to
some extent. Had these
election been fought on
merely the face of MLAs
and candidates, then
Congress would have
been limited to 38-40
seats. But since guaran-
tees were announced, it is
due to these that the Con-
gress tally reached sev-
enty seats. Be it OPS or
Chiranjeevi scheme or
Indira Rasoi scheme or
free mobile, these
schemes have surely
worked, but in totality,
the Narendra Modi pack-
age beat what Congress
offered.
zSo does that mean the
people have shown their
trust in PM Narendra
Modi and his guarantees
in the other two states of
the Hindi-belt as well?
Definitely. Freebies
had a limited role in
these election. They
brought the Congress to
a fair distance but could
not take it all the way.
And overall, Modi’s per-
sona, image, perception
in people’s minds is far
bigger than Congress’s
and somehow the elec-
tion became a contest
between these two lead-
ers. Even the grand-old
party tried to spin elec-
tion in such a manner
that it became Congress
versus Modi, and since
there was no regional
leadership in BJP, Modi
had to take the reins of
election campaigning
and people resonated
with it. So yes, freebies
did play a role, but to a
certain limit only.
zIn the last leg of cam-
paigning, did Narendra
Modi turn Congress’
electoral mathematics on
its head and became -a
game changer?
Of course. The situa-
tion was completely dif-
ferent before Narendra
Modi’s visit to Jaipur
where he held several
meetings. BJP leaders
used to claim of getting
150 seats while Congress
leaders used to claim a
number just over major-
ity. Congress’survey had
claimed party would get
110 seats or thereabouts,
but Narendra Modi over-
turned it. So Congress
high command’s and
state leadership’s strate-
gy was blown away by
Narendra Modi like a
house of cards in storm.
It is a different matter
that Modi’s tsunami did
not get converted into
140 plus seats, but it was
a tsunami nonetheless.
As far as looking at the
result in totality is con-
cerned, I would say it
was an honourable de-
feat. Yes, Congress has
lost, but this lost has
been honourable.
zIn Rajasthan, Madhya
Pradesh and Chhatis-
garh, apart from Modi’s
persona and popularity,
there was Amit Shah’s
strategy too that played a
key role in BJP’s victory.
On this basis, how real
is the one nation, one
leader aspect of Naren-
dra Modi’s aura?
This perception is
meaningful. When the
electoral trumpet was
sounded, people used to
talk about Raje factor or
some other factor. Modi
wondered what it
was all about
and thus, one
fine day,
h e
mulled
on the issue and perhaps
realised that he did not
need anyone’s help and
he would contest on his
own and ensure his par-
ty wins. And he proved
himself to be right too!
It was the first time that
in Rajasthan there was
no CM face, neither was
there any talk about it.
Rather votes have been
polled on the face of PM
Modi. So this is a major
change and it has hap-
pened in all the states,
not just in Rajasthan.
This victory has charged
the BJP with renowned
vigour and certainly
motivated Narendra
Modi’s party that Modi
can win elections on his
own in states other than
Gujarat as well! This
was a trial and he has
succeeded in that trial. It
is for the first time that
it has happened in states
that only one person of
a political party can
stand his ground and
win seats across three
states. So this theory of
one nation, one leader
has also got established.
zBe it the seventeen
ministers or majority of
repeated candidates, not
many Congress candi-
dates have been able to
secure a victory. What is
your take on that?
Like I said earlier, it
was a fall. The mandate
was not against Ashok
Gehlot, but against the
entire cabinet and legis-
lators. It can also be
termed as fall of the
government which has
resulted in only seventy
Congress MLAs. These
too have been won only
owing to the hard work
and populist schemes
announced by Ashok
Gehlot, other-
wise the num-
ber could
have been
m u c h
less.
zWhy did Sonia Gandhi
have so much trust on
Ashok Gehlot that she
gave a free hand to him
in ticket distribution?
See, at the end of the
day, delivery counts.
Ashok Gehlot is an indi-
vidual who delivers, be it
political funds or be it
governance, Ashok Ge-
hlot delivers. Moreover,
since Rajiv Gandhi’s
time, he has had an emo-
tional connect with Sonia
Gandhi. When there is
trust between two lead-
ers, it shows and that is
what happened in ticket
distribution. Perhaps So-
nia realised that Ashok
Gehlot means Congress
in Rajasthan. This could
be her own assessment.
So there were several rea-
sons for giving free hand.
zIt was believed that
Rahul Gandhi’s team
had driven home the
idea that tickets of half
the sitting legislators
would be cut, but in the
end it was not so. How
did Gehlot made Sonia
manage to see his elec-
toral idea?
It only points to trust
and loyalty. Like I said,
there is an understanding
and wavelength between
two individuals which is
existent between Sonia
and Gehlot. Although
Congress has lost, but the
party must be satisfied
that even though they lost
the election, they did not
do so like in 2013 when
Congress was left to
merely twenty odd seats.
zIf sitting legislators
were to be repeated, why
then did the Congress
party get three surveys
done in Rajasthan?
Surveys were conduct-
ed in good faith. Rahul
Gandhi had said that the
party would give tickets
in a democratic manner
and the high command
will not distribute tickets
on whims. Thus teams
were formed and surveys
were conducted, which
mentioned certain sug-
gestions like cutting tick-
ets. Ultimately Congress’
permutation and combi-
nation of handing out
tickets did not work and
the same candidates were
fielded and perhaps today
state in-charge Randhawa
and others may be feeling
that they could have
played by the rule book.
zWill it be correct to say
that the seats Congress
has won is due to Ashok
Gehlot?
Exactly. What ever lit-
tle good has happened
with Congress in this
election has been due to
Gehlot. It was his game
and his strategy. So the
seats Congress has won
today is all because of
him because he was the
man in-charge who led
the battle. The loss has
been owing to Congress’
limitations. Moreover,
the high command was
no where to be seen.
zIt is said in Congress’
Delhi circles that Gehlot
is a parallel party Presi-
dent operating from
Jaipur. How true is that
statement?
It is true. Gehlot has a
major say in party’s deci-
sions. Once Mukul Was-
nik told me that not just
Rajasthan, Gehlot even
takes decisions on issues
related to Maharashtra
Congress as well, all this
while running the gov-
ernment in Jaipur. He has
a towering stature in
Congress and if we look
at it practically, one
could argue that he may
have more influence
within the party than
even the current party
president Mallikarjun
Kharge. When it comes
to holding influence with
Gandhis, drawing strat-
egy and experience, Ge-
hlot is far ahead.

Normal life has been de- railed in the entire State a day after the murder. Learning a lesson from this incident, the new Rajasthan govt will have to form a Special Investigation Team (SIT) on the lines of UP to break the spirit of gang- sters. The SIT would be required to prepare a database of gangsters active in Rajasthan and take effective action. The demand of getting the murder case investigated by NIA has also been accepted. We were un- der 5-6 feet deep water all around and there was no way to survive without food and potable water. At that time, Narendra Modi came to our village with other RSS workers and distributed essential items to hundreds of people, him- self leading from the front. This was way back in 1979, and we sur- vived the disastrous Morbi dam breach due to the help provided under the management of Narendra Modi, who was just a party worker at that time. Morbi was Narendra Modi’s initial hands-on experience of leading a disaster handling exer- cise, when he was all of 29 years of age. Later, he was on the ground coordinating relief work after the devastating Kutch earthquake in 2001. All these experiences came in handy in shaping up the disaster management framework of India, first as Gujarat CM and later as the PM of India. MODI JI FOCUSSED ON INTEGRATING ALL SECTIONS OF SOCIETY M Narendra Modi is the first prime minister who has strongly emphasised the need of having a disaster man- agement framework for the coun- try. Even as chief minister of Gu- jarat his focus was people-centric policies in case of any disaster. In my own constituency in De- oghar, an entire ropeway was stuck and it was presumed that no one could be saved. PM Modi went out of the way and he al- lowed deployment of Garud team of the IAF, which is designated for operations abroad, for the res- cue and people were saved from there. The operation lasted over 72 hours and the PM was in con- stant touch with the authorities concerned till he was assured that the last man was retrieved alive. He also talked and communicated with the villagers to keep their spirits high and their hopes alive. Even in the last meeting of the BJP leaders held after the assembly poll wins in Rajasthan, MP and Chhattisgarh,PMModiremindedus of the impending cyclones in Tamil Nadu,PuducherryandAndhracoast andhowwemustbepreparedtohelp common people suffer the least dif- ficulty in these trying times. Even at a time of celebration, his mind was occupied with how an efficient dis- aster management could save lives and cause the least damage. Modi ji not only introduced a solid framework of disaster man- agement in the country but also for the first time gave the idea of inte- grating the different sections of so- cietyindisastermanagement.Mem- bers of the civil society, the defence andparamilitaryforces,thegovern- ance mandarins and party workers were all involved, made aware and trained to think in a cooperative manner so that all could help each other in a synchronised system in case of any eventuality. This was a seminal change in the way of ap- proaching and handling disasters. PM MODI, AN EXPERT IN DISASTER MANAGEMENT was new to disaster man- agement as I was a pro- fessional soldier, wherein lay my expertise, i.e. in strategic matters. In disaster management I had a very cursory idea. I had to read up a lot to know more about it.And since the PM was the chief of National Disaster Management Authority (NDMA), we had di- rect communication with him. But within first few days of my new role in NDMA which I en- tered in 2020, I realised that PM Narendra Modi’s experience in handling the disasters is more than anyone else because he had been on the ground during relief of Bhuj Earthquake in 2001 and as CM he had passed country’s first disaster management act in Gujarat, much before national disaster manage- ment act was passed. The State Disaster Relief Force (SDRF) was also first formed and implemented in Gujarat under CM Modi. So he was already an expert in handling disaster management. Disaster Risk Resilience in 2016 was a seminal event under PM Modi. It was a conference called by the ministry and eventu- ally, the event had a long-term im- pact on the way disaster manage- ment was approached in the coun- try. The Sendai Framework of the United Nations for disaster risk mitigation was also launched just recently. So the decisions made in the meeting under PM Modi coin- cided with the UN Programme. PM Narendra Modi’s emphasis on the preparedness for any dis- aster is exemplary. His 10-point agenda on disaster handling worked as the base for India pre- paring its disaster management framework. One of the major points of the 10-point agenda, which struck me hard and is often ignored, was gen- der sensitivity, which the PM em- phasised. It is usually the women and children who suffer the most duringanaturaldisaster.Thephys- ically strong manage relief but for the weaker sex, the responsibility to protect them is ours. This aspect often doesn’t come to the fore but it was on the mind of the PM. The second thing was the adop- tion of technology in disaster management. We all know the love of the PM for technology. It was he who stressed the need to adopt the best and latest technol- ogy in disaster management. The third thing that the PM en- visaged and what hit me deep was his stress at knowledge manage- ment, i.e. increasing, sharing and networkingknowledgebecausethe more we know about disasters, theirgenesis,causesandresults,the better we would be in a position to handle exigencies better. So keep- ing ourselves updated with knowl- edge becomesessential,whichPM Modi was well aware of. Narendra Modi’s focus was in creatingabigdisastermanagement communityinthecountry.Thebest manifestation of this motto was seen in how well the cyclone in Gujarat was managed, with the minimal loss to life and property. The 10-point programme has now become a global template in disaster management and govern- ments across the world are quot- ing PM Modi and his agenda as a mantra for successful disaster mitigation measures. The report of NCRB, an agency under the Un- ion Ministry of HomeAf- fairs, was released recent- ly analysing crime statis- tics for 2022 from differ- ent states and Union ter- ritories. As per the data, Goa’s rate of rape on mi- nors stood at 7.1 (per lakh population), the highest in the country. The coastal state recorded 75 rape cases in 2022 of which 57 victims (76 pc) were mi- nor girls below 18 years of age. Of the 57 under-age victims, two girls were below 6, while 12 were between 6 to 12 years. Twenty-six victims were between 12 to 16 years and 17 between 16 to 18 years of age, according to the report. See, after the govern- ments were formed in Ra- jasthan, MP and Chhat- tisgarh in 2018, there was a perception among the people that just like on the lines of promises made to TS Singhdeo in Chhattis- garh that he and Bhupesh Baghel would rule for half of the tenure in the state, similarly, same ac- cord was forged between Pilot and Gehlot. This was accepted by Rahul also for Chhattisgarh. However, in Rajasthan, this accord was not an- nounced and it was only an impression or in public perception that something like this could happen. Although Priyanka Gan- dhi did say that the high commandneverpromised to make Pilot CM for two and a half years, rather she said Congress would take care of Pilot and Pilot misinterpreted it. So it is in public impression that the high command did not stand true to its word or gave false assurances. It is an impression in Pilot campthatGandhisdidnot behave well with Pilot. What will be Gehlot and Pilot’s role now in the assembly? See the position of leader of opposition is the biggest post now. Ashok Gehlot does not come to the assembly that often but when late Bhairon Singh Shekhawat was CM, Gehlot used to spearhead Congress’ at- tack in the assembly and pick issues to surround the then government. He has forwarded Govind Singh Dotasra’s name for the position of LoP and had Rameshwar Dudi been there he would have been LoP. I think the fo- cus is that a leader from the Jat community should become LoP. As far as Pilot is concerned, he is young, dynamic and in- telligent and extremely close to the Gandhis. So it could happen that he stays in AICC. About Ashok Gehlot, I don’t think he will become LoP because once you have achieved such experience and seniority, positions like LoP do not entice you as a leader. Rather you would focus on meeting people and working for party. On the contrary, he could get an offer from Congress to become treasurer be- cause he has become adept in handling finan- cial matters. So he can go to AICC and can draw a parallel to party president albeit an informal one. He can also be party’s OBC face. My take is that whatever Gehlot wants in AICC, he will get it done through Sonia Gandhi. Did Gurjar community not voting for Congress in Eastern Rajasthan re- sulted in Congress’ loss? Of course. Gurjars had never voted for Congress and it is believed that in 2018 assembly elections, Gurjars voted en-masse for Congress thinking that perhaps Sachin Pilot would become CM if Congress wins. They saw what happened with Pilot for five years so they might have felt disap- pointed.Thereweretimes when they thought that now Pilot would become CM, but that did no come to pass. Pilot also must not have given an explic- it message that Gurjars should vote for Congress prior to 2018 polls. If you lookatEasternRajasthan, there are thirteen districts which account for 83 as- sembly seats. In 2018, Congress won 49 of these seats and BJP won 25 only and this time around the difference between Congress and BJPis of 44 seatswithBJPgainingthe lost ground. So this is a fact that Gurjar voters did not vote for Congress this time around in Eastern Rajasthan. If we look closely at Congress’ strategy, it al- ways makes two power centres in the state. Is this also a reason for the grand-old party’s fall in recent times? Yes this is a major rea- son. It is not the absolute reason. Be it in Rajasthan or Chhattisgarh or Punjab or Haryana or Karnataka, this has always been Con- gress’ policy so that both the power centres keep standing with folded hands before the high command. Either it was this strategy of the high command or it so hap- penedthattwopowercen- tres came up on their own and the high command could not handle them strongly. Can anyone show such two groups un- der Narendra Modi, Amit ShahorJPNadda?InBJP, there is one power centre and one line of working. For example now Chief Ministers are to be an- nounced. So a message was shared that parlia- mentary board will meet and mull on the CM’s name and now a message willbesentregardingwho the CM will be and that leader will become CM. This exact thing used to happen in Congress dur- ing Indira Gandhi’s time. But now the high com- mand’sinfluencehasbeen broken. So one can defi- nitely say that these two groups result in internal feuds in the party due to which the party looses. Who do you think are BJP’s Chief Ministerial faces? See, BJP has groomed Gajendra Singh Shekha- wat for over four years as future CM or the leader of the party. We are all privy to Gajendra Singh’s working for the past four years and how he is rep- resenting the party in various states and fo- rums. But now that the time for holding the reins have come, it remains the subject of BJP leader- ship’s discretion whether or not they go ahead with him. But public percep- tion is that the number one candidate for the post of CM is Gajendra Singh Shekhawat. But if we talk about options beyond Shekhawat, than the most powerful option is Lok Sabha Speaker Om Birla. Although for him it is said that the manner and finesse with which he has carried out working of the Lok Sabha, his rapport with Prime Minister along with his great equa- tion with leaders of all parties may result in the party not sending him to Rajasthan. But if it so happens that the leader- ship decides that CM would be from the Baniya or Brahmin community, then Birla can be given a chance. Furthermore, the name of Om Mathur is also a strong name and he has to his credit the vic- tory of Chhattisgarh. He is Narendra Modi’s friends from the days of Gujarat and it could be that the party may reward him for his services for so many years. Then there are certain reasons why Diya Kumari’s name is also being forwarded be- ing a female leader and BJP recently having brought the Women Em- powerment bill. If we talk about Dalit politics, the Arjun Ram Meghwal is the best face. If there is a need of Brahmin CM, then CP Joshi is a ready- made CM. Then if you want you can bring Ma- hant Balaknath on the lines of Yogi Adityanath. So these are just options but like I said, in public perception, a leader who has been groomed for the role of CM is Gajendra Singh Shekhawat. But perhaps the biggest name as CM is of Vasundhara Raje, but her name is not discussed as much. But you never know what part luck plays in her case. But this is BJP high command and like it hap- pened in Gujarat where the legislator was seated on the last row on the stage and when the party observers received mes- sage about the candidate, they immediately started searching for him and then Bhupendra Patel was asked to come for- ward. He was reluctant of coming to front of the line but when the observ- ers insisted, he came in front and to his surprise, it was his name that the observers announced as CM. So something like this can happen in Rajasthan as well. How did Gehlot’s hope to become a four time Chief Minister of Rajasthan, remained un- fulfilled? Dr Jagdeesh Chandra: The real reason for the BJP winning the election is Modi magic. Congress could not counter Modi’s popularity. Modi covered 140 assembly constituen- cies in little over a year. Among these, BJPcandi- dates won on 98 seats. Second reason was re- peating of sitting legisla- tors as candidates, which perhaps somewhere cost- ed Congress, if we look at it now. Moreover, peo- ple did not want this, as is evident with the result. However, we follow a democratic process where governments come and go. Perhaps next time there would be some new situation or circumstance and hence lets wait and watch what happens after five years. zWhen Congress won in Karnataka, it was be- lieved that winning for- mula would be imple- mented in Rajasthan too, but it did not happen. Why did it not get imple- mented in Rajasthan? This is also miracu- lous and the biggest rea- son behind not imple- menting Karnataka for- mula in Rajasthan is Narendra Modi. Ashok Gehlot has been the god- father of Karnataka for- mula or one can say Himachal formula too as Congress won both the states owing to this for- mula. Karnataka formula means OPS plus freebies plus minority polarisa- tion which equates to victory. This was a sure shot formula for victory. But in front of Amit Shah’s strategy, this for- mula did not pay any dividends and Congress could not win the polls. Another reason why that formula did not work is because Karnataka lies in South India and Ra- jasthan lies in North In- dia. Secondly, the voting that happened in Karna- taka was for change, but in Rajasthan the voting was to retain the govern- ment. Thirdly, there was anti-incumbency against the Karnataka govern- ment but in Rajasthan there was anti-incum- bency against Congress government. It is a cause of concern for Congress also since there are ques- tions being raised if its ‘Brahmastra’, which is termed Karnataka for- mula, will bear fruits for the grand-old party in the future elections. Con- gress will need to intro- spect on this aspect. zWhy did the voters trusted PM Narendra Modi’s guarantees in- stead of Congress’ seven guarantees? It is not about trust. People had trust in Ge- hlot’s guarantees also otherwise Congress could have lost by more seats. But there were sev- eral reasons like Modi’s face and popularity, po- larisation and local senti- ments against Congress candidates. But Gehlot’s guarantees did its work to some extent. Had these election been fought on merely the face of MLAs and candidates, then Congress would have been limited to 38-40 seats. But since guaran- tees were announced, it is due to these that the Con- gress tally reached sev- enty seats. Be it OPS or Chiranjeevi scheme or Indira Rasoi scheme or free mobile, these schemes have surely worked, but in totality, the Narendra Modi pack- age beat what Congress offered. zSo does that mean the people have shown their trust in PM Narendra Modi and his guarantees in the other two states of the Hindi-belt as well? Definitely. Freebies had a limited role in these election. They brought the Congress to a fair distance but could not take it all the way. And overall, Modi’s per- sona, image, perception in people’s minds is far bigger than Congress’s and somehow the elec- tion became a contest between these two lead- ers. Even the grand-old party tried to spin elec- tion in such a manner that it became Congress versus Modi, and since there was no regional leadership in BJP, Modi had to take the reins of election campaigning and people resonated with it. So yes, freebies did play a role, but to a certain limit only. zIn the last leg of cam- paigning, did Narendra Modi turn Congress’ electoral mathematics on its head and became -a game changer? Of course. The situa- tion was completely dif- ferent before Narendra Modi’s visit to Jaipur where he held several meetings. BJP leaders used to claim of getting 150 seats while Congress leaders used to claim a number just over major- ity. Congress’survey had claimed party would get 110 seats or thereabouts, but Narendra Modi over- turned it. So Congress high command’s and state leadership’s strate- gy was blown away by Narendra Modi like a house of cards in storm. It is a different matter that Modi’s tsunami did not get converted into 140 plus seats, but it was a tsunami nonetheless. As far as looking at the result in totality is con- cerned, I would say it was an honourable de- feat. Yes, Congress has lost, but this lost has been honourable. zIn Rajasthan, Madhya Pradesh and Chhatis- garh, apart from Modi’s persona and popularity, there was Amit Shah’s strategy too that played a key role in BJP’s victory. On this basis, how real is the one nation, one leader aspect of Naren- dra Modi’s aura? This perception is meaningful. When the electoral trumpet was sounded, people used to talk about Raje factor or some other factor. Modi wondered what it was all about and thus, one fine day, h e mulled on the issue and perhaps realised that he did not need anyone’s help and he would contest on his own and ensure his par- ty wins. And he proved himself to be right too! It was the first time that in Rajasthan there was no CM face, neither was there any talk about it. Rather votes have been polled on the face of PM Modi. So this is a major change and it has hap- pened in all the states, not just in Rajasthan. This victory has charged the BJP with renowned vigour and certainly motivated Narendra Modi’s party that Modi can win elections on his own in states other than Gujarat as well! This was a trial and he has succeeded in that trial. It is for the first time that it has happened in states that only one person of a political party can stand his ground and win seats across three states. So this theory of one nation, one leader has also got established. zBe it the seventeen ministers or majority of repeated candidates, not many Congress candi- dates have been able to secure a victory. What is your take on that? Like I said earlier, it was a fall. The mandate was not against Ashok Gehlot, but against the entire cabinet and legis- lators. It can also be termed as fall of the government which has resulted in only seventy Congress MLAs. These too have been won only owing to the hard work and populist schemes announced by Ashok Gehlot, other- wise the num- ber could have been m u c h less. zWhy did Sonia Gandhi have so much trust on Ashok Gehlot that she gave a free hand to him in ticket distribution? See, at the end of the day, delivery counts. Ashok Gehlot is an indi- vidual who delivers, be it political funds or be it governance, Ashok Ge- hlot delivers. Moreover, since Rajiv Gandhi’s time, he has had an emo- tional connect with Sonia Gandhi. When there is trust between two lead- ers, it shows and that is what happened in ticket distribution. Perhaps So- nia realised that Ashok Gehlot means Congress in Rajasthan. This could be her own assessment. So there were several rea- sons for giving free hand. zIt was believed that Rahul Gandhi’s team had driven home the idea that tickets of half the sitting legislators would be cut, but in the end it was not so. How did Gehlot made Sonia manage to see his elec- toral idea? It only points to trust and loyalty. Like I said, there is an understanding and wavelength between two individuals which is existent between Sonia and Gehlot. Although Congress has lost, but the party must be satisfied that even though they lost the election, they did not do so like in 2013 when Congress was left to merely twenty odd seats. zIf sitting legislators were to be repeated, why then did the Congress party get three surveys done in Rajasthan? Surveys were conduct- ed in good faith. Rahul Gandhi had said that the party would give tickets in a democratic manner and the high command will not distribute tickets on whims. Thus teams were formed and surveys were conducted, which mentioned certain sug- gestions like cutting tick- ets. Ultimately Congress’ permutation and combi- nation of handing out tickets did not work and the same candidates were fielded and perhaps today state in-charge Randhawa and others may be feeling that they could have played by the rule book. zWill it be correct to say that the seats Congress has won is due to Ashok Gehlot? Exactly. What ever lit- tle good has happened with Congress in this election has been due to Gehlot. It was his game and his strategy. So the seats Congress has won today is all because of him because he was the man in-charge who led the battle. The loss has been owing to Congress’ limitations. Moreover, the high command was no where to be seen. zIt is said in Congress’ Delhi circles that Gehlot is a parallel party Presi- dent operating from Jaipur. How true is that statement? It is true. Gehlot has a major say in party’s deci- sions. Once Mukul Was- nik told me that not just Rajasthan, Gehlot even takes decisions on issues related to Maharashtra Congress as well, all this while running the gov- ernment in Jaipur. He has a towering stature in Congress and if we look at it practically, one could argue that he may have more influence within the party than even the current party president Mallikarjun Kharge. When it comes to holding influence with Gandhis, drawing strat- egy and experience, Ge- hlot is far ahead.
