Mumbai: In less than
15 days, the capacity in
seven lakes that supply
water across Mumbai
has almost reached the
50% mark. According to
authorities, the waters
are enough to last five
months. However, the
lakes need to achieve
the 100% mark to pro-
vide water supply to
Mumbai till next mon-
soon.
A few days ago, the
lakes were at 9% mark,
owing to delay in mon-
soons, after which the
Brihanmumbai Munic-
ipal Corporation
(BMC), as a preventive
measure, had to impose
a 10% water cut start-
ing from the last week
of June.
The ban was lifted on
July 12 after the city
started receiving heavy
rains and when the au-
thorities were satisfied
that the catchment are-
as of these lakes have
received enough water-
fall.
It is to be noted that
the total capacity of
these lakes is 14.47 mil-
lion litres. According to
reports, the stock stood
at 7.28 million litres on
Tuesday
.
However, this does
not completely resolve
the ongoing water cri-
sis in Mumbai. It is im-
portant that the lakes
are full up to the 100%
mark by the end of
these monsoons to
maintain proper water
supply in the city till
the next monsoons give
a knock, said the au-
thorities.

arkar attended the
meeting organized by
the Prime Minister Nar-
endra Modi-led Nation-
al Democratic Alliance
(NDA) on Wednesday
.
The meeting assumes
significance as the Shiv
Sena had exited its alli-
ance with the BJP fol-
lowing the 2019 state as-
sembly elections in Ma-
harashtra and formed a
government with the
NCP and Congress to
form the Maha Vikas
Aghadi (MVA) alliance
in the state.
“While today’s meet-
ing was to discuss and
offer training on techni-
cal aspects for the Presi-
dential polls--where, in-
cidentally, no political
whip my be issued--for
all political partners of
the BJP within the Na-
tional Democratic Alli-
ance. The attendance
and representation of
the Shiv Sena (albeit,
the rebel camp) signi-
fies the return of the
Sena to the alliance fold
after a gap of over 2.5
years,” a senior BJP
leader said.
Coincidentally, while
the rebel Sena faction
has extended its full
support to the NDA-
nominated Presidential
candidature of Drau-
padi Murmu, even the
parent organization
headed by ex-CM Ud-
dhav Thackeray also
formally offered its sup-
port for Murmu on
Tuesday
.
Kesarkar and his re-
bel colleagues had also
cited BJP leader Kirit
Sommaiya, advising
him to refrain from any
controversial talk
against the first family
of the Sena. On Wednes-
day, Kesarkar was con-
stantly asked about
whether he would ask
BJP Union minister
Narayan Rane to simi-
larly avoid pejorative
references to the Thack-
eray parivar in the fu-
ture. Kesarkar was un-
able to respond.

Mumbai: The newly installed Maharashtra gov-
ernment under Chief Minister Eknath Shinde and
Deputy CM Devendra Fadnavis may induct its first
set of Cabinet Ministers on July 19, a day after
India’s Presidential election. Fadnavis’s meeting with
Maharashtra governor Bhagat Singh Koshiyari on
Wednesday is also being cited as an indicator of
the proposed cabinet expansion in the state. Those
familiar with the issue say the CM is under intense
pressure from his rebel Shiv Sena faction as well as
independent MLAs who revolted against the former
MVA government, and are now in a hurry to be
appointed as ministers. The swearing in of the first
batch of new ministers, likely to take place on July
19, is expected to feature several new faces.

Narendra

cy. He visited Palan-
pur once and this in-
cident relates to his conversa-
tion with a karyakarta,
Sureshbhai Ojha, during his
visit. We got news of someone
coming to meet us, though we
were clueless who that was. It
was of course Narendra
bhai
who was coming down as we
came to know later and we re-
ceived a message asking us to
gather 8 to 10 karyakartas for
the meeting. All of us got to-
gether at the residence
of one
of the older karyakartas who
was from Kamalpura area of
Palampur. In a small room, we
placed a bedsheet on the floor
and sat there for about an hour
discussing a variety of issues.
Narendra
bhai came down to
meet us in that room and as is
the custom with him, he ac-
quainted himself with each one
of us and listened intently to all
that we had to share. While the
introductions were on, some-
thing he said stuck around with
me, as if for eternity

list of aspirational districts
which also included some vil-
lages from my district. PM Modi
asked us to inspect the villages

up with data. Thus, I took a train
on Friday night and reached my
village in the morning.
Rajar-
wara, that was the name of the
village where I went for inspec-
tion! Much to my surprise, I was
greeted by the GOI’s Rural De-
velopment Under Secretary
. I
had never anticipated to find a
GOI official during my very first
visit after the policy had been
announced by the PM. I en-
quired of him “How and when
did you reach here?” He an-
swered that he was there to in-
spect all the villages. I said “It
was only day before yesterday
that the PM talked about the
scheme, isn’t it?” He said “Yes,
and that’s why I am here!”
So what I observed that day
was that the worth ethics of the
GoI have completely evolved
and transform
ed under the pre-
miership
of PM Modi. His
thoughts
and his methods of
ideating and implemen
ting his
vision are simply remarkab
le.
Can you even imagine, a GOI of-
ficial reaches the village to
bring into action the policies of
the governme
nt even before the
MP can reach the village in his
constituency? The Under Secre-
tary was already into action
and had collected the requisite
data needed for the implemen
-
tation of the scheme approved
by the governme
nt.
This is something very new. I
have been MP since 2004 but
never have seen anything like
this before!

Sena councillors from
Ulhasnagar Munici-
pal Corporation on
Wednesday joined
Eknath Shinde’s
camp at the Guru
Purnima ceremony at
Thane’s Anand Ash-
ram, where the chief
minister paid homage
to his guru and men-
tor Anand Dighe.
Shiv Sena had 25
councillors in Ulhasna-
gar Municipal Corpora-
tion, and 15 of them
have now switched loy-
alties dealing a huge
blow to the party in the
corporation. Ulhasna-
gar is among the 14 mu-
nicipal corporations
whichwillgotothepolls
in the next few months.
The move came after
it appeared that Shinde
did not have much sup-
port in Ulhasnagar as
his MP son Shrikant
Shinde’s office in the
area was vandalized by
Shiv sainiks as a reac-
tion when Shinde and
his 40 MLAs were
camped in Guwahati.
However, on Wednes-

state will run on solar
power in the next six
months.
“I have ordered offi-
cials of the state energy
department to move at
least 30% agriculture
feeders to solar in the

for the state and officials
of concerned depart-
ments should make land
available for the pro-
ject,” said Fadnavis.
“The state has plans

Rane to draw up the
campaign plan and lo-
gistics. “Senior leaders
of the party will give
their time to the poll
campaign, but I will
also personally visit
wards on directions of
the Mumbai district
chiefs,” he said. He told
party workers not to
concern themselves
with which party will
ally with them, and
reach out to the party
supporters in each of
the 239 wards.
Pawar had stitched
the Maha Vikas Aghadi

Suggestions and ob-
jections were sought in
February as part of the
state government’s de-
limitation and demar-
cation exercise to re-
draw and reserve wards
based on gender and
caste in the Brihan-
mumbai Municipal
Corporation. The civic
body and the state elec-
tion commission (SEC)
received nearly 800 ob-
jections but none of
them were considered,
Deora said in the letter.
“As a result, the de-
limitation and demar-
cation of the ward
boundaries were car-
ried out to benefit one
party only,” he alleged.
In the interest of fair-
ness, it should be car-
ried out by an independ-
ent committee and not
by the civic body’s ad-
ministrator, he said.
“I seek your urgent
intervention on behalf
of all Congress council-
lors,” said Deora.

Neelam Gorhe on Mon-
day and submitted a
letter staking claim for
the post of the LoP and
chief whip.
The race is between
the NCP and the Shiv
Sena, amid fears that
some of its members
may switch sides.
The Sharad Pawar-
led NCP is just two
short of the Sena’s tal-
ly in the Upper House
of the state legislature.
As on July 08, the
78-member Maharash-
tra Legislative Council
had 24 BJP members,
12 of the Shiv Sena and
10 each of the Congress
and NCP. The Lok
Bharti, Peasants and
Workers Party of India
and the Rashtriya Sa-
maj Paksh have one
member each. The
Council also has four
Independents, while 15
seats are vacant.
The Sena’s move
comes in the wake of
the recent rebellion in
the party, which led to
its 55 MLAs splitting
into two factions. The
camp led by Chief Min-
ister Eknath Shinde
has the support of 40
MLAs, while 15 have
sided with former CM
Uddhav Thackeray
.
The revolt had also
led to the collapse of
the Thackeray-led tri-
partite government
comprising the Sena,
NCP and Congress.
Subsequently, the
Shinde faction formed
a government in the
state in coalition with
the BJP.
The NCP, which has
53 MLAs in Maharash-
tra, leads the opposi-
tion in the legislature’s
Lower House.

least 12 people were
swept away following
heavy rains in Maha-
rashtra’s Nashik dis-
trict over the last 24
hours and the body of
one of them was found
so far, officials said on
Wednesday.
A six-year-old girl
was swept away on
Tuesday while she and
her uncle were cross-
ing the Alandi river in
Dindori taluka. Her un-
cle swam to safety, but
the minor died, a police
official said.
In Mauje Palshi
Khurd village of Peth
taluka, one person was
also swept away in the
Godavari river, govern-
ment officials said.
A person was swept
away in a drain near
the Godavari river in
Shilapur village and
another person met
with the same fate
while crossing the
Naar river in Surgana
taluka on Tuesday, they
said.
In another incident,
two motorbike-borne
persons were swept
away in a stream while
crossing a small bridge
over it, the officials
said.The body of only
one of these people was
found so far, they said.
Besides, one person
drowned in the Kikvi
river at Mauje Tale-
gaon in Trimbakesh-
war, they added.
In Gondia, four per-
sons were swept away
in flooded nullahs in
separate incidents.

era in Amravati dis-
trict which has been
lashed by heavy rain-
fall, the state health
department said on
Wednesday

The deceased were
among 181 people in the
districtwhowererecent-
ly diagnosed with the
water-borne disease, it
said.Anepidemiological
surveillanceisbeingcar-
ried out in the state on a
war footing due to the
recent rains, the health
department said.
The cholera outbreak
started in Chikhaldara
and Amaravati blocks
(tehsils) of the district
from July 07 onward, it
said.“Until now, 181 pa-
tients have been diag-
nosed with cholera and
five of them—three men
and two women—have
died,” the department
said. Three of the de-
ceased were in the age
group of 24 to 40 years,
while two were over 70.
Meanwhile, a seven-
year-old girl in Palghar
has been found infected
with Zika virus, the
health department said
on Wednesday, the first
case of the mosquito-
borne disease to be re-
ported in the state after
a year.
The girl is a resident
of an ashram shala (res-
idential schools for trib-
al children) in Talasari
taluka of Palghar dis-
trict located adjoining
Mumbai.“The girl was
suffering from fever af-
ter which she was test-
ed. We got her report (of
she testing positive for
Zika virus) yesterday
(July 12). She doesn’t
have any symptoms
now and is doing fine,”

Palghar: A man and
his minor daughter
died while his wife
and son were injured
on Wednesday when a
boulder loosened by a
landslide fell on their
house in Vasai city in
Palghar district. Local
firemen and a team of
the National Disaster
Response Force
(NDRF) rushed to the
spot and launched a
rescue operation.
“Following the land-
slide, a boulder from a
hillock landed on the
house of Anil Singh
(45) at Waghralpada
around 6.30 am,” said
District Disaster Man-
agement Cell chief
Vivekanand Kadam.
Singh and his daugh-
ter Roshni Singh (16)
died, he said. Singh’s
wife Vandana Singh
(40) and son Om Singh
(12) got trapped under
the debris. Some locals
and firemen later
pulled them out and
they were admitted to a
hospital, he said. Sin-
gh’s body was retrieved
from the debris around
10.30 am and that of his
daughter at about 1 pm,
the official said. The
search operation was
later suspended and
work was on to clear
debris, Palghar Collec-
tor Dr Manik Gursal
said. Following the
landslide, at least 40
families in the neigh-
bourhood of Waghral-
pada have been shifted
to safer places amid the
possibility of a similar
tragedy, with the help
of personnel of the Va-
sai Virar civic body,

The local trains were

the Central Railway
and Western Railway
routes. The suburban
services on the Harbour
Line were running slow,
according to railway of-
ficials. Some areas, in-
cluding the Andheri
subway
, which connects
the east and west parts
of the suburb, were
flooded and police had
restricted its use by
citizens.

Highway, connecting
suburbs to south Mum-

ther affecting the ve-
hicular movement,” an
IMD official.
The MeT department
has predicted a wet
spell for the state capi-
tal on Wednesday and
Thursday. The cumula-
tive rainfall in Mumbai
has already surpassed
its average precipita-
tion in the present mon-
soon season, it said.

was of course Narendra bhai

gether at the residence of one

was from Kamalpura area of
Palampur. In a small room, we
placed a bedsheet on the floor
and sat there for about an hour
discussing a variety of issues.
Narendra bhai came down to
meet us in that room and as is
the custom with him, he ac-
quainted himself with each one
of us and listened intently to all
that we had to share. While the
introductions were on, some-
thing he said stuck around with
me, as if for eternity

asked us to inspect the villages

up with data. Thus, I took a train
on Friday night and reached my
village in the morning. Rajar-
wara, that was the name of the
village where I went for inspec-
tion! Much to my surprise, I was
greeted by the GOI’s Rural De-
velopment Under Secretary
. I
had never anticipated to find a
GOI official during my very first
visit after the policy had been
announced by the PM. I en-
quired of him “How and when
did you reach here?” He an-
swered that he was there to in-
spect all the villages. I said “It
was only day before yesterday
that the PM talked about the
scheme, isn’t it?” He said “Yes,
and that’s why I am here!”
So what I observed that day
was that the worth ethics of the
GoI have completely evolved
and transformed under the pre-
miership of PM Modi. His
thoughts and his methods of
ideating and implementing his
vision are simply remarkable.
Can you even imagine, a GOI of-
ficial reaches the village to
bring into action the policies of
the government even before the
MP can reach the village in his
constituency? The Under Secre-
tary was already into action
and had collected the requisite
data needed for the implemen-
tation of the scheme approved
by the government.
This is something very new. I
have been MP since 2004 but
never have seen anything like
this before!

New Delhi: The Supreme Court on Wednesday agreed
to hear the petitions filed against the Karnataka High
Court's verdict regarding the hijab ban next week. The
Karnataka High Court on
March 15 ruled that wearing
hijabs does not fall under
the essential practice of
Islam. A bench headed by
the CJI, NV Ramana, agreed
to list the matter before
an appropriate bench next
week after it was mentioned
by Advocate Prashant Bhushan. Prashant Bhushan
said that the matters were filed way back in March but
haven’t been listed yet. In January this year, a huge
controversy was triggered in Karnataka after an Udupi
school banned hijab inside the classrooms, prompt-
ing girls to challenge the order in the Karnataka High

Civil Aviation (DGCA)
on Wednesday issued a
clarification on reports
of Adam Harry, India’s
first trans pilot from
Kerala, who has been
declared ‘unfit’ by the
regulator on medical
grounds.
The DGCA issued a
statement, signed by YS
Dahiya, Gr Captain,
Directorate of Medical
Services (Civil Air-
crew), which clarified
that Harry has
never been denied a
commercial pilot’s li-
cence by DGCA.
In fact, the aviation
watchdog said there are
no restrictions on
transgender people in
obtaining a license.
Medical fitness is a
mandatory require-
ment for obtaining a
license. Transgender
personnel may also be
issued a fit medical as-
sessment, provided
there are no associated
medical, psychiatric,
or psychological condi-
tions. The use of hor-
monal replacement
therapy is not disquali-
fying if the applicant
has no adverse symp-
toms or reactions.
However, flying duties
are not permitted
while the dose of hor-
monal treatment is be-
ing stabilised or until
an adequate physiolog-
ical response has been
achieved, it said.

people have died in
rain-related incidents
in Gujarat in the last 24
hours. The incessant

Mangaluru: Karnataka CM Basavaraj Bommai on Wednes-
day said a sum of Rs 500 crore will be released as an
immediate measure to restore basic amenities and infra-
structure damaged during the recent heavy rains. Address-
ing the media at Manipal in Udupi after a review meeting
on the havoc caused by rains in three coastal districts, he
said a comprehensive report on the losses due to rain will
be secured from all districts and then sent to the Centre to
seek relief under National Disaster Relief Fund.

New Delhi (PTI): The
Centre on Wednesday
relaxed norms for ad-
justing states’ off-budg-
et loans. It said such li-
abilities of last fiscal
year can be adjusted
against their borrow-
ing ceilings of next
four years till March
2026, reported PTI.
The move can be at-
tributed to deliver re-
sources for states to
fund their capital ex-
penditures in current
fiscal year.
To bring in transpar-
ency in state finances,
the Centre in March in-
formed states that off-
budget borrowings are
to be equated with the
states’ own debt and
any such fund raised by
the governments in
2020-21 and 2021-22
would need to be adjust-
ed out of the borrowing
ceiling this year.
Off-budget borrow-
ings refer to loans tak-
en by state government
entities, special pur-
pose vehicles, etc,
where principal and
interest would be re-
paid from state govern-
ment’s own budget, in-
stead of the cash flows
or revenues generated
by the borrowing enti-
ty
. Such borrowings by-
pass the net borrowing
ceiling fixed for states
in a fiscal year by rout-
ing loans outside state
budget through govern-
ment owned companies
or statutory bodies.
Since the responsibili-
ty for repayment lies
with states, it adversely
impacts their revenue
and fiscal deficit .
With many states fac-
ing difficulties due to
the borrowing restric-
tion in current fiscal
year because of the

a cool-off in crude oil
prices from their
peaks in June has di-
minished the super-
profits of refiners, a
report said on
Wednesday.
In a surprise move,
the government on
July 1 slapped export
duties on petrol and
ATF (Rs 6 per litre or
USD 12 per barrel)
and diesel (Rs 13 a lire
or USD 26 a barrel)
and imposed a wind-
fall tax on domestic
crude production (Rs
23,250 per tonne or
USD 40 per bbl).
At that time, the fi-
nance ministry stated
that the taxes will be
reviewed every fort-
night. “The last two
weeks have seen a
massive crash in the
refining spreads (or
margins) of diesel,
gasoline (petrol) and
aviation fuel (ATF)
coinciding with a
cool-off in crude pric-
es from their respec-
tive peaks seen in
June,” brokerage
CLSA said.
”This questions
the need for the con-
tinuation of the
windfall tax imposed
about two weeks
back,” it said. Post
windfall tax, the real-
ised spread on diesel
and gasoline has fall-
en to near loss-mak-
ing levels while the
realisation on avia-
tion fuel and crude
have also gone below
15-year averages.
“A USD 12 per bar-
rel windfall tax on
this takes the realised
refining spread down
to a near loss-making
level of just USD 2 per
barrel. Similarly, the
diesel spread after the
export tax of USD 26
per barrel would be
a meagre USD 2 a
barrel,” it said.

dia’s 2023 growth fore-
cast to 4.7% from 5.4%
earlier as it expects
growth to slow down
over the next year.
“Higher inflation,
monetary policy tight-
ening, dormant private
capex growth, the pow-
er crunch and the glob-
al growth slowdown
pose medium-term
headwinds. Conse-
quently, we lowered our
2023 GDP growth pro-
jection from 5.4% to
4.7%,” the firm said in
a note co-authored by
Aurodeep Nandi and
Sonal Varma.
For FY23, they see
GDP growth at 7.0%
and at 5.5% for FY24.

Mumbai (PTI): The rupee depreciated by 3 paise to
close at a record low of 79.62 (provisional) against the
US currency on Wednesday following a firm dollar in
overseas markets and losses in the domestic stock mar-
kets. Crude oil prices trading near USD 100 per barrel
level, however, supported the local unit, forex dealers
said. At the interbank forex market, the local unit opened
strong at 79.55 against the greenback but could not
hold on to gains and slipped in the negative territory. It
witnessed an intra-day high of 79.53 and a low of 79.68.
It finally settled at 79.62 (provisional), down paise over
its previous close of 79.59. The dollar index, which
measures the greenback’s strength against a basket of
six currencies, advanced 0.09 per cent to 108.17.

New Delhi (PTI): Passen-
ger vehicle wholesales
in India rose by 19 per cent
year-on-year in June on
the back of improvement
in semiconductor supplies,
according to industry body
SIAM. As per the latest data
released by the Society
of Indian Automobile Manu-
facturers, passenger vehicle
(PV) dispatches to dealers
stood at 2,75,788 units last
month against 2,31,633
units in June 2021.
Similarly, total two-wheeler
wholesales increased to
13,08,764 units last month
compared to 10,60,565
units in the year-ago
period. Total three-wheeler
sales grew to 26,701 units
last month against 9,404
units in June 2021. Sales
across segments rose to
16,11,300 units in June
from 13,01,602 units in the
same month last year.

day directed the

vestigation Agency
(NIA) court to sub-
mit a fortnightly
report on the pro-
gress of the trial in
the 2008 Malegaon
blast case.
A division bench

also asked NIA to
submit ‘roznama’
(day’s proceedings in
the trial court) for
the last month on Au-
gust 01.

The Mumbai high
court also said that
the central probe
agency must ensure
that at least two wit-
nesses are sum-
moned every day for

accused, over the
delay in the
conclusion of the
trial.
Last month, the
court had asked the
special NIA court to
submit a report on
the status of the trial
and also directed the
NIA to file an
affidavit on the same.
The special court,
in a report submitted
on Wednesday,
assured that the trial
was being held on a
day-to-day basis.
A new judge took
over the case on June
06, and since then 12
witnesses have been
examined, it said.
The NIA in its
affidavit said that out
of 495 listed
witnesses, the court
has recorded the
statements of 256,
and the agency
intends to examine
218 more witnesses.
“We deem it
appropriate to call
for a fortnightly re-
port from the special
NIA court judge to
specify the progress
of the trial,” said the
High court.

CBI searches at
Nawandar’s premises
last week revealed a
large collection of uber-
luxury watches worth
crores of rupees,
including Rolex Oyster
Perpetual, Cartier,
Omega and Hublot
Michael Kors, and two
paintings worth Rs33
crore, the officials said.
They said these
valuable items be-
longed to former DHFL
CMD Kapil Wadhawan
and former director of
the company Dheeraj
Wadhawan, who
allegedly defrauded
banks to the tune of
Rs34,615 crore, making
it the biggest such case
probed by the agency
.
These were allegedly
purchased using the
proceeds of the scam
and kept at Nawandar’s
premises to evade
recovery and seizure by
enforcement agencies,
the officials said.

Mumbai: A special court in Mumbai on Wednesday
allowed the plea of Bollywood actor Shah Rukh Khan’s
son Aryan Khan, who has got a clean chit from the
Narcotics Control Bureau (NCB) in last year’s ‘drugs-
on-cruise’ case, seeking the return of his passport.
Aryan Khan had submitted his passport before the
court as part of his bail conditions. He was arrested
in October last year in the high-profile drugs case.
However, in its charge sheet filed in May, the probe
agency did not name him as an accused. In response
to his plea, the NCB said it has no objection to returning his passport. Judge VV
Patil, then allowed Aryan’s plea to take his passport back.

and concealed facts, committed criminal breach
of trust and abused public funds to cheat the

cise wherein he would make me say
Bihari abuses as a part of the train-
ing. The whole process was a lot
of fun eventually. I am so
thankful about getting to
know the syntax of that

  • 1. SILVER LININGS First India Bureau Mumbai: In less than 15 days, the capacity in seven lakes that supply water across Mumbai has almost reached the 50% mark. According to authorities, the waters are enough to last five months. However, the lakes need to achieve the 100% mark to pro- vide water supply to Mumbai till next mon- soon. A few days ago, the lakes were at 9% mark, owing to delay in mon- soons, after which the Brihanmumbai Munic- ipal Corporation (BMC), as a preventive measure, had to impose a 10% water cut start- ing from the last week of June. The ban was lifted on July 12 after the city started receiving heavy rains and when the au- thorities were satisfied that the catchment are- as of these lakes have received enough water- fall. It is to be noted that the total capacity of these lakes is 14.47 mil- lion litres. According to reports, the stock stood at 7.28 million litres on Tuesday . However, this does not completely resolve the ongoing water cri- sis in Mumbai. It is im- portant that the lakes are full up to the 100% mark by the end of these monsoons to maintain proper water supply in the city till the next monsoons give a knock, said the au- thorities. Coincidentally, while the rebel Sena faction has extended its full support to the NDA- nominated Presidential candidature of Drau- padi Murmu, even the parent organization headed by ex-CM Ud- dhav Thackeray also formally offered its sup- port for Murmu on Tuesday . Kesarkar and his re- bel colleagues had also cited BJP leader Kirit Sommaiya, advising him to refrain from any controversial talk against the first family of the Sena. IN CAMPAIGN MODE First India Bureau Mumbai: Congress leader Milind Deora on Wednesday urged Chief Minister Eknath Shinde to scrap the delimitation and demarcation of ward boundaries in Mumbai, alleging that it was done to benefit only the Shiv Sena. The former Mumbai Congress chief and MP wrote to the chief min- ister seeking urgent in- tervention on behalf of Congress councillors “whose wards have been manipulated to benefit one party”. Suggestions and ob- jections were sought in February as part of the state government’s de- limitation and demar- cation exercise to re- draw and reserve wards based on gender and caste in the Brihan- mumbai Municipal Corporation. The civic body and the state elec- tion commission (SEC) received nearly 800 ob- jections but none of them were considered, Deora said in the letter. “As a result, the de- limitation and demar- cation of the ward boundaries were car- ried out to benefit one party only,” he alleged. First India Bureau Nashik/Gondia: At least 12 people were swept away following heavy rains in Maha- rashtra’s Nashik dis- trict over the last 24 hours and the body of one of them was found so far, officials said on Wednesday. A six-year-old girl was swept away on Tuesday while she and her uncle were cross- ing the Alandi river in Dindori taluka. Her un- cle swam to safety, but the minor died, a police official said. In Mauje Palshi Khurd village of Peth taluka, one person was also swept away in the Godavari river, govern- ment officials said. A person was swept away in a drain near the Godavari river in Shilapur village and another person met with the same fate while crossing the Naar river in Surgana taluka on Tuesday, they said. In another incident, two motorbike-borne persons were swept away in a stream while crossing a small bridge over it, the officials said.The body of only one of these people was found so far, they said. Besides, one person drowned in the Kikvi river at Mauje Tale- gaon in Trimbakesh- war, they added. In Gondia, four per- sons were swept away in flooded nullahs in separate incidents. Ashish Dharmaraj Bagde (25) and Sanju Pramod Bagde (23), both residents of Pu- jaritola village, were walking towards their field when they tried to cross a swollen nullah, said district disaster management officer Rajan Choubey. The duo was pulled in by strong currents and swept away, he said. Personnel from the district search and res- cue team (DSRT) have been pressed into ser- vice to trace them, Choubey added. First India Bureau Palghar: A man and his minor daughter died while his wife and son were injured on Wednesday when a boulder loosened by a landslide fell on their house in Vasai city in Palghar district. Local firemen and a team of the National Disaster Response Force (NDRF) rushed to the spot and launched a rescue operation. “Following the land- slide, a boulder from a hillock landed on the house of Anil Singh (45) at Waghralpada around 6.30 am,” said District Disaster Man- agement Cell chief Vivekanand Kadam. Singh and his daugh- ter Roshni Singh (16) died, he said. Singh’s wife Vandana Singh (40) and son Om Singh (12) got trapped under the debris. Some locals and firemen later pulled them out and they were admitted to a hospital, he said. Sin- gh’s body was retrieved from the debris around 10.30 am and that of his daughter at about 1 pm, the official said. The search operation was later suspended and work was on to clear debris, Palghar Collec- tor Dr Manik Gursal said. Following the landslide, at least 40 families in the neigh- bourhood of Waghral- pada have been shifted to safer places amid the possibility of a similar tragedy, with the help of personnel of the Va- sai Virar civic body, NDRF, and local volun- teers. The Karnataka High Court on March 15 ruled that wearing hijabs does not fall under the essential practice of Islam. A bench headed by the CJI, NV Ramana, agreed to list the matter before an appropriate bench next week after it was mentioned by Advocate Prashant Bhushan. Prashant Bhushan said that the matters were filed way back in March but haven’t been listed yet. In January this year, a huge controversy was triggered in Karnataka after an Udupi school banned hijab inside the classrooms, prompt- ing girls to challenge the order in the Karnataka High Court. The court had reserved its judgement in the case on February 25. After that, protests, allegations and counter allegations erupted over the hijab ban. On March 15, the Karnataka HC ruled that wearing hijabs does not fall under the essential practice of Islam. Varanasi: The Varanasi district court on Wednesday re- sumed its hearing on a plea of the Masjid Committee chal- lenging the maintainability of a suit filed by Hindu women seek- ing nod for daily worship at the Shringar Gauri Sthal in the Kashi Vishwanath-Gyanvapi complex. Chennai: The Madras HC on Wednesday decided to hear the cases filed by AIADMK leader K Palaniswami and expelled leader, O Panneerselvam challenging the sealing of party office in the regular course. The apex court observed that Roy was not an accused in the case which was before the high court. This is a wrong trend which is evolving. In an applica- tion for bail, you start an inquiry into matters which are irrelevant for consideration of bail. ‘Harry never denied pilot licencebyDGCA’ TRANSGENDER ROW New Delhi (ANI): Di- rectorate General of Civil Aviation (DGCA) on Wednesday issued a clarification on reports of Adam Harry, India’s first trans pilot from Kerala, who has been declared ‘unfit’ by the regulator on medical grounds. The DGCA issued a statement, signed by YS Dahiya, Gr Captain, Directorate of Medical Services (Civil Air- crew), which clarified that Harry has never been denied a commercial pilot’s li- cence by DGCA. In fact, the aviation watchdog said there are no restrictions on transgender people in obtaining a license. Medical fitness is a mandatory require- ment for obtaining a license. Transgender personnel may also be issued a fit medical as- sessment, provided there are no associated medical, psychiatric, or psychological condi- tions. The use of hor- monal replacement therapy is not disquali- fying if the applicant has no adverse symp- toms or reactions. However, flying duties are not permitted while the dose of hor- monal treatment is be- ing stabilised or until an adequate physiolog- ical response has been achieved, it said. Mangaluru: Karnataka CM Basavaraj Bommai on Wednes- day said a sum of Rs 500 crore will be released as an immediate measure to restore basic amenities and infra- structure damaged during the recent heavy rains. It said such li- abilities of last fiscal year can be adjusted against their borrow- ing ceilings of next four years till March 2026, reported PTI. The move can be at- tributed to deliver re- sources for states to fund their capital ex- penditures in current fiscal year. To bring in transpar- ency in state finances, the Centre in March in- formed states that off- budget borrowings are to be equated with the states’ own debt and any such fund raised by the governments in 2020-21 and 2021-22 would need to be adjust- ed out of the borrowing ceiling this year. Off-budget borrow- ings refer to loans tak- en by state government entities, special pur- pose vehicles, etc, where principal and interest would be re- paid from state govern- ment’s own budget, in- stead of the cash flows or revenues generated by the borrowing enti- ty . Such borrowings by- pass the net borrowing ceiling fixed for states in a fiscal year by rout- ing loans outside state budget through govern- ment owned companies or statutory bodies. Since the responsibili- ty for repayment lies with states, it adversely impacts their revenue and fiscal deficit . With many states fac- ing difficulties due to the borrowing restric- tion in current fiscal year because of the magnitude of such loans, the finance min- istry has relaxed the norms and said off- budget borrowing done by states up to 2020-21 may not be adjusted and only those done in 2021-22 can be adjusted over up to 4 years till March 2026. “Considering the magnitude of the off- budget borrowing of some states and diffi- culties expressed by states, it has been de- cided that off-budget borrowing done by states up to the year 2020-21 may not be ad- justed. Further adjust- ment on account of off- budget borrowing done by states in 2021-22 is to be done over up to four years (2022-23 to 2025- 26),” the Department of Expenditure under the finance ministry said. As per norms, state governments are re- quired to take the Cen- tre’s approval for fresh borrowing over the limit set for a particu- lar financial year. Over thelasttwoyears,many states have resorted to off-budget borrowing to fund their capital ex- penditures and mini- mise the impact of a economic downturn induced by COVID-19. Global experience suggests at difficult times, axe of fiscal consolidation falls on capex and social sector.” DK PANT SAYS New Delhi (PTI): A massive crash in re- fining margins of diesel, petrol and ATF coinciding with a cool-off in crude oil prices from their peaks in June has di- minished the super- profits of refiners, a report said on Wednesday. In a surprise move, the government on July 1 slapped export duties on petrol and ATF (Rs 6 per litre or USD 12 per barrel) and diesel (Rs 13 a lire or USD 26 a barrel) and imposed a wind- fall tax on domestic crude production (Rs 23,250 per tonne or USD 40 per bbl). At that time, the fi- nance ministry stated that the taxes will be reviewed every fort- night. “The last two weeks have seen a massive crash in the refining spreads (or margins) of diesel, gasoline (petrol) and aviation fuel (ATF) coinciding with a cool-off in crude pric- es from their respec- tive peaks seen in June,” brokerage CLSA said. ”This questions the need for the con- tinuation of the windfall tax imposed about two weeks back,” it said. Post windfall tax, the real- ised spread on diesel and gasoline has fall- en to near loss-mak- ing levels while the realisation on avia- tion fuel and crude have also gone below 15-year averages. “A USD 12 per bar- rel windfall tax on this takes the realised refining spread down to a near loss-making level of just USD 2 per barrel. Similarly, the diesel spread after the export tax of USD 26 per barrel would be a meagre USD 2 a barrel,” it said. Conse- quently, we lowered our 2023 GDP growth pro- jection from 5.4% to 4.7%,” the firm said in a note co-authored by Aurodeep Nandi and Sonal Varma. For FY23, they see GDP growth at 7.0% and at 5.5% for FY24. The 30-share BSE Sensex declined by 372.46 points or 0.69 per cent to close at 53,514.15, extending its falling streak to a third day . The index opened higher and touched the day’s high of 54,211.22 amid gains in Asian markets. How- ever, it failed to hold onto its gains and dropped over 750 points to touch a low of 53,455.26 as Euro- pean markets opened lower. The broader NSE Nifty declined 91.65 points or 0.57 per cent to settle below the 16,000levelat15,966.65. Mumbai (PTI): The rupee depreciated by 3 paise to close at a record low of 79.62 (provisional) against the US currency on Wednesday following a firm dollar in overseas markets and losses in the domestic stock mar- kets. Crude oil prices trading near USD 100 per barrel level, however, supported the local unit, forex dealers said. At the interbank forex market, the local unit opened strong at 79.55 against the greenback but could not hold on to gains and slipped in the negative territory. It witnessed an intra-day high of 79.53 and a low of 79.68. It finally settled at 79.62 (provisional), down paise over its previous close of 79.59. The dollar index, which measures the greenback’s strength against a basket of six currencies, advanced 0.09 per cent to 108.17. As per the latest data released by the Society of Indian Automobile Manu- facturers, passenger vehicle (PV) dispatches to dealers stood at 2,75,788 units last month against 2,31,633 units in June 2021. Similarly, total two-wheeler wholesales increased to 13,08,764 units last month compared to 10,60,565 units in the year-ago period. A division bench comprising Justice Revati Mohite Dere and Justice VG Bisht also asked NIA to submit ‘roznama’ (day’s proceedings in the trial court) for the last month on Au- gust 01. Bharatiya Janata Party (BJP) MP Pragya Singh Thakur is among the accused related to the case. The Mumbai high court also said that the central probe agency must ensure that at least two wit- nesses are sum- moned every day for the recording of evi- dence instead of one. The court was hearing a petition filed in 2018 by Sameer Kulkarni, an accused, over the delay in the conclusion of the trial. Last month, the court had asked the special NIA court to submit a report on the status of the trial and also directed the NIA to file an affidavit on the same. The special court, in a report submitted on Wednesday, assured that the trial was being held on a day-to-day basis. A new judge took over the case on June 06, and since then 12 witnesses have been examined, it said. The NIA in its affidavit said that out of 495 listed witnesses, the court has recorded the statements of 256, and the agency intends to examine 218 more witnesses. “We deem it appropriate to call for a fortnightly re- port from the special NIA court judge to specify the progress of the trial,” said the High court. New Delhi (PTI): The Supreme Court has said the suggestions of the commission ap- pointed by the Maha- rashtra government on the grant of OBC (Other Backward Classes) reservation in local bodies polls cannot be accommo- dated for areas in which the election programme has al- ready been notified. A bench of Justices AM Khanwilkar and JB Pardiwala said it will not stop the poll process till it reaches its logical end and interfere only where it has not commenced. “Issuance of notifica- tion itself is commence- ment of election. Dates can be altered but elec- tions cannot be re- trieved by the State Election Commission (SEC). Once the nomi- nation process starts we cannot interdict. There is a constitution- al bar,” the bench ob- served. At the outset, counsel for one of the parties sought adjournment which was opposed by Solicitor General Tushar Mehta appear- ing for Maharashtra. Mehta said the triple test has been complied with and the Backward Classes Commission has undertaken an ex- haustive exercise. “In view of the letter circulated by advocate on record for petitioner, though request for adjournment has been objected to by the State, we defer the hearing till next Tuesday,” the bench said. On May 04, the apex court had directed Maharashtra SEC to notify the programme for local bodies elections within two weeks.The top court on March 03 had said it is “not possible” to permit any authority to act upon the recommenda- tion made in the inter- im report of the state Backward Classes Com- mission which has said that up to 27% reserva- tion can be granted to OBCs in the local bodies in Maharashtra, sub- ject to the condition that the total quota shall not exceed 50% limit. In its application filed in the apex court, the state government had said that in the light of the interim re- port, the future election should be held with OBC reservation. First India Bureau Mumbai: The Mum- bai police on Tues- day withdrew two orders which laid down that its per- sonnel had to get the nod of a deputy commissioner of police to register FIRs for molesta- tion and under the Protection of Chil- dren from Sexual Offences (POCSO) Act. On June 06, former Mumbai Police C o m m i s s i o n e r Sanjay Pandey— who retired on June 30—had issued a circular, which stated that a FIR for molestation or under the POCSO Act should be registered only upon a recommendation by an ACP and after re- ceiving permission of the DCP of the zone. The reason then cited for the di- rective was that many times false cases of such offenc- es are registered due to disputes over property, money or because of personal feuds. The orders were withdrawn on a day when Sushiben Shah, chairperson of the Maharashtra State Commission for Protection of Child Rights, led a delegation and met incumbent Mumbai Police Commission- er Vivek Phansalkar on the issue. These orders had come under fire from a section of social activistsandpolitical leaders who had claimed they would slow down the process of obtaining justice in crimes against women and children. Governor Koshyari last week urged the vice-chancellor of the Mumbai University to name the new campus for international students on its Kalina campus after Vinayak Damodar Savarkar, who was a freedom fighter. First India Bureau New Delhi: The Cen- tral Bureau of Inves- tigation (CBI) on Wednesday arrested businessman Ajay Ramesh Nawandar from Mumbai in con- nection with the Rs34,615-crore bank fraud case involving Dewan Housing Fi- nance Limited (DHFL). CBI searches at Nawandar’s premises last week revealed a large collection of uber- luxury watches worth crores of rupees, including Rolex Oyster Perpetual, Cartier, Omega and Hublot Michael Kors, and two paintings worth Rs33 crore, the officials said. They said these valuable items be- longed to former DHFL CMD Kapil Wadhawan and former director of the company Dheeraj Wadhawan, who allegedly defrauded banks to the tune of Rs34,615 crore, making it the biggest such case probed by the agency . These were allegedly purchased using the proceeds of the scam and kept at Nawandar’s premises to evade recovery and seizure by enforcement agencies, the officials said. Ithassurfacedduring the probe that Nawandar was acting as a conspirator aiding and abetting the Dewans to hide the proceeds of the crime and was in the process to dispose of these items when he was arrested by the agency, they said. The CBI is focusing on the money trail and people who acted in collusion with the Dewans to siphon off public money, the officials said. An audit of DHFL’s account books showed that the company allegedly committed financial irregularities, diverted funds, fabricated books and round-tripped funds to “create assets for Kapil and Dheeraj Wadhawan”, using pub- lic money .
