MEASURING DEVELOPMENT
Section 1
Measuring development
โ€ข Gross domestic product (GDP)
โ€“ Measures the total value for final use of output
produced by an economy, by both residents and
nonresidents.
โ€ข Gross national income (GNI)
โ€“ Total domestic and foreign value added claimed by
a countryโ€™s residents (without making deductions
for depreciation of the domestic capital stock).
Figure 1.1: GDP per capita, 2017
http://www.imf.org/external/datamapper/PPPPC@WEO/THA
Defining the developing world
โ€ข World Bank ranks countries on GNI/capita
โ€“ LIC, LMC, UMC (see Table 1.1โ€”next slide)
โ€ข LIC โ€“ Low income countries
โ€ข LMC โ€“ Lower-middle income countries
โ€ข UMC โ€“ Upper-middle income countries
Classification

GDP per capita and population
Huge disparity between โ€œrichโ€ (developed) and โ€œpoorโ€ (developing) countries.
1. Why?
2. What can be done about it?
Purchasing power parity (PPP)
โ€ข Official foreign exchange rates (used to convert a countryโ€™s
GNI and GDP into US$ for cross-country comparison) fail to
measure the relative domestic purchasing power of
different currencies; we often use PPP instead.
โ€ข Intuitive definition of PPP: the number of units of a foreign
countryโ€™s currency required to purchase the identical
quantity of goods and services in the local market as $1
would buy in the U.S.
โ€ข Youโ€™ll notice in the previous graph, the data were in terms
of PPP.
What other indicators can be
used to measure development?
โ€ข Health
โ€ข Life expectancy
โ€ข Education/literacy
โ€ข Human development index (HDI)
โ€“ encompasses many of these measures into one
index

โ€ข Headcount Index = H/N
โ€“ Total headcount (H) โ€“ the number of people
whose income fall below the absolute poverty
line.
โ€“ Total population (N)
โ€“ Absolute poverty line (Yp) โ€“ standardized level
intended to capture โ€œabsolute human miseryโ€
such that a personโ€™s health is in jeopardy
(approximately $1PPP/day).
Measuring poverty: TPG
โ€ข Total poverty gap โ€“ measures the total amount of
income necessary to raise everyone who is below the
poverty line up to that line.

AID PROGRAMS AND
DEVELOPMENT
Section 2
Foreign Aid
โ€ข Humanitarian Aid
โ€“ Emergency aid often in response to a natural disaster.
โ€“ Examples: Haiti Earthquake, Somali famine
โ€ข Development Aid
โ€“ Official Development Assistance (ODA)
โ€“ Official Assistance (OA)
โ€“ Private Voluntary Assistance
โ€ข We will focus on Official Development Assistance for this
module.
Official Development
Assistance (ODA)
โ€ข Measures all flows of official financing for the
purpose of promoting economic development to
developing countries (low and middle income
categorization by the World Bank, see Table 1.1).
โ€“ Includes flows from donor governments to developing
governments (bilateral ODA) and flows from
โ€œmultilateral institutionsโ€ (e.g., World Bank, IMF,
United Nations Development Program).
Official Development
Assistance (ODA)
โ€ข ODA may include:
โ€“ Loans if provided at a discounted interest rate
โ€“ Donations in kind
โ€“ Debt relief
โ€ข ODA does not include:
โ€“ Military aid
โ€“ Emergency (humanitarian) aid
โ€ข Examples: U.S. food aid, UNโ€™s Millennium Development
Goals (MDGs), vaccine campaigns in developing countries.
Other Types of Foreign Aid
โ€ข Official Assistance (OA)
โ€“ Measures all flows of official financing when the
recipient is a developed country.
โ€ข Specifically, recipient countryโ€™s income above the World
Bankโ€™s โ€œhigh incomeโ€ threshold for three consecutive years.
โ€“ Example: US aid to Israel
โ€ข Private Voluntary Assistance
โ€“ Funding from nongovernment organizations (NGOs)
โ€“ Examples: Doctors Without Borders, Bill and Melinda
Gates Foundation, TOMs Shoes

The Foreign Aid Debate โ€“ two
extremes
โ€ข A commitment by the rich world of $195 billion per year between 2005
and 2025 could end extreme poverty.
โ€“ Jeffrey Sachs
โ€ข Professor of Economics and Director of the Earth Institute at Columbia University
โ€ข Author of:
โ€“ The End of Poverty: Economic Possibilities for Our Time
โ€“ Common Wealth: Economics for a Crowded Planet
โ€ข Foreign aid does more harm than good by preventing developing countries
from searching for their own solutions and undermining local institutions.

EFFECTIVENESS
Section 3
Measuring Aid Program
Effectiveness
โ€ข Antidotal evidence
โ€ข Cost/Benefit Analysis
โ€ข Measure outcomes based on changes to the
indicators discussed earlier in this module
(e.g., GNI per capita, HDI).
โ€ข Randomized Control Trials (RCTs)
Randomized Control Trials
(RCTs)
โ€ข Similar to the way drug companies test the
efficacy of pharmaceuticals.
โ€ข Participants are randomly assigned to either
the treatment group or the control group.
โ€ข After the trial period, compare outcomes
between the groups to measure policy impact.
โ€ข Poor Economics will discuss RCTs and their
utility in development at length.

1. introduction to development

  • 1. 1. Introduction to Development Ryan Herzog, Ph.D.
  • 2. Introduction to Development โ€ข Measuring Development โ€“ Measures of income per capita โ€“ Human Development Index (HDI) โ€“ Poverty Gaps โ€ข Aid Programs and Development โ€“ Humanitarian Aid vs. Development Aid โ€ข Measuring Program Effectiveness โ€“ Randomized Controlled Trials (RCTs)
  • 4. Measuring development โ€ข Gross domestic product (GDP) โ€“ Measures the total value for final use of output produced by an economy, by both residents and nonresidents. โ€ข Gross national income (GNI) โ€“ Total domestic and foreign value added claimed by a countryโ€™s residents (without making deductions for depreciation of the domestic capital stock).
  • 5. Figure 1.1: GDP per capita, 2017 http://www.imf.org/external/datamapper/PPPPC@WEO/THA
  • 6. Defining the developing world โ€ข World Bank ranks countries on GNI/capita โ€“ LIC, LMC, UMC (see Table 1.1โ€”next slide) โ€ข LIC โ€“ Low income countries โ€ข LMC โ€“ Lower-middle income countries โ€ข UMC โ€“ Upper-middle income countries
  • 8. GDP per capita and population Huge disparity between โ€œrichโ€ (developed) and โ€œpoorโ€ (developing) countries. 1. Why? 2. What can be done about it?
  • 9. Purchasing power parity (PPP) โ€ข Official foreign exchange rates (used to convert a countryโ€™s GNI and GDP into US$ for cross-country comparison) fail to measure the relative domestic purchasing power of different currencies; we often use PPP instead. โ€ข Intuitive definition of PPP: the number of units of a foreign countryโ€™s currency required to purchase the identical quantity of goods and services in the local market as $1 would buy in the U.S. โ€ข Youโ€™ll notice in the previous graph, the data were in terms of PPP.
  • 10. What other indicators can be used to measure development? โ€ข Health โ€ข Life expectancy โ€ข Education/literacy โ€ข Human development index (HDI) โ€“ encompasses many of these measures into one index
  • 12. Human development index (HDI) โ€ข Each sub-index is calculated as follows: For example, life expectancy index: โ€ข Life Expectancy index = 80โˆ’20 83.2 โˆ’20 = 0.95
  • 13. Human development index (HDI) โ€ข The education sub-index is calculated as follows: The income sub-index is calculated as follows:
  • 14. Human development index (HDI) โ€ข Maximums and minimums used for calculation:
  • 15.
  • 17. Measuring income inequality โ€ข Size distributions of income (by quintiles or deciles) โ€ข Lorenz curves โ€ข Gini coefficients
  • 22. Measuring poverty โ€ข Headcount Index = H/N โ€“ Total headcount (H) โ€“ the number of people whose income fall below the absolute poverty line. โ€“ Total population (N) โ€“ Absolute poverty line (Yp) โ€“ standardized level intended to capture โ€œabsolute human miseryโ€ such that a personโ€™s health is in jeopardy (approximately $1PPP/day).
  • 23. Measuring poverty: TPG โ€ข Total poverty gap โ€“ measures the total amount of income necessary to raise everyone who is below the poverty line up to that line. ๐‘‡๐‘ƒ๐บ = ๐‘–=1 ๐ป ๐‘Œ๐‘ƒ โˆ’ ๐‘Œ๐‘– โ€“ Where Yp is the absolute poverty line โ€“ Yi is income of person i
  • 25. Measuring poverty โ€ข Average poverty gap โ€“ measure of TPG per capita. ๐ด๐‘ƒ๐บ = ๐‘‡๐‘ƒ๐บ ๐‘ โ€“ Where N is the population โ€“ TPG is total poverty gap
  • 26. Measuring Inequality and Poverty โ€ข Average Income Shortfall โ€“ measure of TPG per person living in poverty. ๐ด๐ผ๐‘† = ๐‘‡๐‘ƒ๐บ ๐ป โ€“ Where H is the headcount of people living below poverty line. โ€“ TPG is total poverty gap
  • 28. Foreign Aid โ€ข Humanitarian Aid โ€“ Emergency aid often in response to a natural disaster. โ€“ Examples: Haiti Earthquake, Somali famine โ€ข Development Aid โ€“ Official Development Assistance (ODA) โ€“ Official Assistance (OA) โ€“ Private Voluntary Assistance โ€ข We will focus on Official Development Assistance for this module.
  • 29. Official Development Assistance (ODA) โ€ข Measures all flows of official financing for the purpose of promoting economic development to developing countries (low and middle income categorization by the World Bank, see Table 1.1). โ€“ Includes flows from donor governments to developing governments (bilateral ODA) and flows from โ€œmultilateral institutionsโ€ (e.g., World Bank, IMF, United Nations Development Program).
  • 30. Official Development Assistance (ODA) โ€ข ODA may include: โ€“ Loans if provided at a discounted interest rate โ€“ Donations in kind โ€“ Debt relief โ€ข ODA does not include: โ€“ Military aid โ€“ Emergency (humanitarian) aid โ€ข Examples: U.S. food aid, UNโ€™s Millennium Development Goals (MDGs), vaccine campaigns in developing countries.
  • 31. Other Types of Foreign Aid โ€ข Official Assistance (OA) โ€“ Measures all flows of official financing when the recipient is a developed country. โ€ข Specifically, recipient countryโ€™s income above the World Bankโ€™s โ€œhigh incomeโ€ threshold for three consecutive years. โ€“ Example: US aid to Israel โ€ข Private Voluntary Assistance โ€“ Funding from nongovernment organizations (NGOs) โ€“ Examples: Doctors Without Borders, Bill and Melinda Gates Foundation, TOMs Shoes

  • 34. The Foreign Aid Debate โ€“ two extremes โ€ข A commitment by the rich world of $195 billion per year between 2005 and 2025 could end extreme poverty. โ€“ Jeffrey Sachs โ€ข Professor of Economics and Director of the Earth Institute at Columbia University โ€ข Author of: โ€“ The End of Poverty: Economic Possibilities for Our Time โ€“ Common Wealth: Economics for a Crowded Planet โ€ข Foreign aid does more harm than good by preventing developing countries from searching for their own solutions and undermining local institutions. โ€“ William Easterly โ€ข Professor of Economics at New York University โ€ข Author of: โ€“ The Elusive Quest for Growth โ€“ The White Manโ€™s Burden

  • 41. Randomized Control Trials (RCTs) โ€ข Similar to the way drug companies test the efficacy of pharmaceuticals. โ€ข Participants are randomly assigned to either the treatment group or the control group. โ€ข After the trial period, compare outcomes between the groups to measure policy impact. โ€ข Poor Economics will discuss RCTs and their utility in development at length.

Editor's Notes

  1. I love these types of graphs as the not only show income per capita but also global population. It is easy to see that nearly 2/3 of the countries have income below the global average. Less than 10% of the countries have an average income over $40,000 per year.
  2. The column on the right is the cumulative income distribution.
  3. The red line show actual GDP per capita. The purple line shows Easterlyโ€™s estimate of GDP per capita if the countries didnโ€™t receive foreign aid.
  4. Again the red line shows actual GDP per capita with aid. The purple line shows the estimate to GDP per capita without aid according o Jeffrey Sachs
  5. So who is correct? Easterly? Or Sachs?
