This document outlines Bob Watson's presentation on translating sound science into sound policy. Biophysical Aspects of Environment. Environmental assessment (EA) is the assessment of the environmental consequences (positive and negative) of a plan, policy, program, or actual projects prior to the decision to move forward with the proposed action. In this context, the term "environmental impact assessment" (EIA) is usually used when applied to actual projects by individuals or companies and the term "strategic environmental assessment" (SEA) applies to policies, plans and programmes most often proposed by organs of state. Environmental assessments may be governed by rules of administrative procedure regarding public participation and documentation of decision making, and may be subject to judicial review.
The purpose of the assessment is to ensure that decision makers consider the environmental impacts when deciding whether or not to proceed with a project. The International Association for Impact Assessment (IAIA) defines an environmental impact assessment as "the process of identifying, predicting, evaluating and mitigating the biophysical, social, and other relevant effects of development proposals prior to major decisions being taken and commitments made". EIAs are unique in that they do not require adherence to a predetermined environmental outcome, but rather they require decision makers to account for environmental values in their decisions and to justify those decisions in light of detailed environmental studies and public comments on the potential environmental impacts.

India is the seventh largest country in the world by geographical area. The huge population burden also brings with it a whole spectrum of social issues that have environmental implications. Any developmental endeavour requires not only the analysis of the need of such a project, the monetary costs and benefits involved but most important, it requires a consideration and detailed assessment of the effect of a proposed development on the environment. Environmental Impact Assessment (EIA) Studies are inevitably undertaken to evaluate potential negative impacts as well as to formulate Environmental Management Plans to overcome the identified impacts. This research review paper focus on Environmental Impact Assessment (EIA) significance, process and impact assessment problems. The environment impact assessment significance reveals that, EIA should be made with the purpose for determining the current status of the environment and identifying impact of critical activities on environmental parameters.The results also reveal that EIA process concentrate on problems, conflicts and natural resource constraints which might affect the viability of a developmental activities. It also predicts how the project could harm to people, their homeland and their livelihoods. The results also state that, improper screening and unable to address the right issues are major drawback of the impact assessment process, where everyone has to consider it for decision making process. Hence, The EIA is a proven management tool used extensively by governments and NGO’s for project planning and approval. The Government bodies should look into the EIA significance and provide guidelines and checklist for understating an EIA for all the activities which deteriorate the environmental quality in general, to be more specific the projects and location of mining, landfills etc.
Promoting Sustainability Agenda at Micro Level: Translating Ideas into RealityFarhan Helmy
The advancement of science and technology and subsequent industrial processes such as Industry 4.0 should be perceived as an opportunity to transform society from unsustainable living to more sustainable future. One of the challenging issues is how to engage non-state actors, particularly community at grassroot level. The presentation will share some concerns of the issues based on the lesson learnt in promoting sustaibility agenda in some initiatives in Indonesia.

This presentation provides an overview of the rationale for the SADC Climate Change Adaptation Training Programme for Trans-frontier Conservation Managers.
There are numerous reasons why land users do not always adopt innovations even though all evidence may suggestthattheyshould.Thepurposeofthisstudywas to review the literature in the field of extension and technology transfer drawing upon the rural sector primarily in Australia. Australia is now recognized as a worldleaderinadoptingnewtechnologyandideas,particularly those relating to the management of the physical environment but there has been little assessmentofthecircumstancesandconstraintssurrounding this adoption. The reasons for non-adoption range from complexity of the technology, land user’s beliefs and opinions towards the innovation, attitude to risk andconflictinginformation.Fordifferentland-useenterprises and innovations, different constraints will applyanditisarguedthattheseareinthreebroadcategories, characterized by: the land user and the adoption process; the characteristics of, and issues associatedwiththedevelopersof,theinnovation;andthe role of extension agents and the transfer process. It is apparent from the changing nature of technology transfer that commercial organizations have assumed aleadingroleinthisfieldandlandusersarebeingrecognized as key stakeholders in both the adoption and technology development processes. The study, however, reveals a shortage of data on the effectiveness of corporations and other commercial organizations in thetechnologytransferandadoptionprocesses.

Applying lessons from land use and coastal management in Maine hosted by Wells National Estuarine Research Reserve,
Maine Coastal Program, Maine Sea Grant,the University of New England, and the Ecosystem-based Management Tools Network
From 27-29 October 2014, WLE, in cooperation with the CGIAR Systemwide Program on Collective Action and Property Rights (CAPRI) and the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA), held a workshop on Institutions for Ecosystems Services in Washington DC.
The goals of the workshop were to:
-Encourage sharing and discussion on research methods and tools to study the links between institutions and ecosystem services
-Synthesize lessons about institutional arrangements needed to ensure that ecosystem services projects are able to deliver benefits to local resource users and produce local, regional, and national global environmental benefits
-Identify policies and program interventions that can strengthen these institutions
-Outline priorities for future research, policy, and project implementation, particularly of relevance for PIM, WLE, and FTA programs

Good Science is Essential for Informed Public Policy but not Sufficient
Comprehensive natural and social scientific programs at the national level are
essential - multi-disciplinary science is critical
Coordination of international scientific programs through Future Earth is essential,
e.g., WCRP, IGBP, IHDP, Diversitas and Earth System Science Programmes
National and international multi-disciplinary scientific, technical and economic
assessments are essential – best experts from all stakeholder groups must be involved
Indigenous knowledge needs to be integrated with “modern scientific knowledge”
Effective involvement of decision-makers (governments, private sector, NGOs, media
and civil society) is essential – co-design and co-production
Recognize that decision-makers need a consensus view in a digestible form of the

10. An Electronic Web-based Assessment Process
• We need an integrated web-based assessment process that recognizes the
inter-linkages among all regional and global environmental issues and
development issues that is spatially explicit - global, regional and sub-
regional level and, where possible, national level
• The concept of a web-based electronic assessment process is currently
being evaluated, which would for the first time truly integrate and assess
the implications of climate change, loss of biodiversity/ecosystem services,
land degradation, and air quality on issues such food, water, energy and
human security
• It would an inter-disciplinary assessment, embracing, inter-alia, the range of
issues covered by the IPCC, MA, IPBES, IAASTD, TEEB, the Global energy
assessment, and UNEP’s GEO focussing on the inter-linkages

What is IPBES?IPBES stands for ‘Intergovernmental Platform on Biodiversity and Ecosystem Services’. IPBES will be an interface between the scientific community and policy makers that aims to build capacity for and strengthen the use of science in policy making.IPBES is a two-way interface between the scientific community and policy makers that aims to bridge the gaps in terms of capacity building for the use of science in policy making.Do we need an IPBES?There are many organizations and initiatives that contribute to the science policy interface on biodiversity and ecosystem services. However, there is no ongoing global mechanism recognized by both the scientific and policy communities that brings information together and synthesizes and analyses it for decision making in a range of policy fora such as the global environmental conventions and development policy dialogues.A gap analysis and three intergovernmental and multistakeholders meetings convened from 2008-2010 determined the need for a new platform to address the gaps in the science policy interface on biodiversity and ecosystem services.IPBES is being established to respond to the needs of Governments and other stakeholders, including those needs expressed by the parties to the multilateral environmental agreements (MEAs). While the process for receiving and responding to requests is yet to be determined, a number of MEAs, including the Convention on Biological Diversity, the Ramsar Convention on Wetlands, and the Convention on International Trade in Endangered Species, have all considered IPBES in the context of their respective scientific subsidiary bodies. It is therefore anticipated that these scientific subsidiary bodies might form the main link between MEAs and IPBES in due course: by communicating the scientific needs of MEAs to IPBES, and by being the channel by which the outputs of IPBES might be taken up by MEAs. IPBES will have multiple contributors and end usersIPBES will be of interest to the wide range of stakeholders involved in the fields of biodiversity conservation, natural resources management and development, at all levels. It is expected that these stakeholders will act both as contributors to the work programme of the platform and end users of the platform. IUCN has been a key partner in the development of IPBES

1.The Platform identifies and prioritizes key scientific information needed for policymakers at appropriate scales and catalyses efforts to generate new knowledge by engaging in dialogue with key scientific organizations, policymakers and funding organizations, but should not directly undertake new research;2. The Platform performs regular and timely assessments of knowledge on biodiversity and ecosystem services and their interlinkages, which should include comprehensive global, regional and, as necessary, subregional assessments and thematic issues at appropriate scales and new topics identified by science and as decided upon by the Plenary. These assessments must be scientifically credible, independent and peer-reviewed, and must identify uncertainties. There should be a clear and transparent process for sharing and incorporating relevant data. The Platform maintains a catalogue of relevant assessments, identifies the need for regional and subregional assessments and helps to catalyse support for subregional and national assessments, as appropriate;3.The Platform supports policy formulation and implementation by identifying policy-relevant tools and methodologies, such as those arising from assessments, to enable decision makers to gain access to those tools and methodologies and, where necessary, to promote and catalyse their further development;4. The Platform prioritizes key capacity-building needs to improve the science-policy interface at appropriate levels and then provides and calls for financial and other support for the highest-priority needs related directly to its activities, as decided by the Plenary, and catalyses financing for such capacity-building activities by providing a forum with conventional and potential sources of funding.
