"The federal law commonly known as the McKinney–Vento Homeless Assistance Act, and formally
named Education for Homeless Children and Youths (EHYC), ensures that homeless children have
access to public school education" (Alexander, 2012; McKinney–Vento, 2001). The general statue
states that all homeless children and youth must have access to a free, appropriate public education,
including preschool, where preschool is provided for other children. The Act also requires states to
revise school attendance laws and any other laws that may act as an obstacle to enrollment and/or
attendance. Other parts of the Act prohibit states from segregating homeless children and youth into
separate schools or separate programs within schools. The Act also includes the provision that
homeless children must be kept in their "school of origin", except in the case where the parent or

children are considered to be obese if their body/mass index (BMI) is calculated to be at or above
the 95th percentile for children of their same age and gender. This problem of childhood obesity is
serious, because obese children have a higher likelihood of becoming obese adults and thus suffer
both physical and mental health problems related to their obesity (CDC, 2013). Childhood obesity is
a disease associated with many other childhood health problems including diabetes, asthma, sleep
apnea, cardiovascular diseases, and hypertension, as well as mental health problems including

many reasons why the children in this country are submitted to work either by their own or an
obligation.
Until some years ago, in the rural zone the families were numerous specially to ensure a cheaper
workforce showing a well–known growth of the population in these zones instead of the urban ones
where one didn't see this problem and increasing the incident of poverty. So, the principal reason of
child labour in Colombia is that the children meet forced to help economically their families
according to an investigation of the Dane.
Accessing to education is a challenge for many Colombian children, especially indigenous and
Afro–Colombian because is hindered by internal armed conflict, impassible routes and long
distances between the children's homes and the school in rural areas.
Domestic work is an issue that Colombia began to address relatively in 2014, in consultation with
the ILO. More work is needed to change the cultural belief that domestic work doesn´t constitute
child labor, a belief that particularly disadvantages girls, who are the majority of those who labor in

internal, however, there is one type of patient that nurses and doctors alike have voiced repeatedly
that they do not feel comfortable treating and that is a person with a mental health illness. Each year
there has been an increasing number of people that have to utilize the emergency department due to
mental health problems, symptoms ranging from difficulty breathing to anxiety problems to people
having psychotic breaks. In this paper I intend to describe and demonstrate the importance of having
a psychiatric evaluation staff member within the emergency department to assist with evaluating and
determining appropriate care for patients with psychiatric illnesses. This paper will attempt to
address some of the difficulties that children and their families are faced when they are forced to
present to an emergency department for a mental illness whether voluntarily or involuntarily. There
will be a discussion of the frustrations within the system, but also a formulation through current
literature to find resolutions to help ease the experience for all parties involved.

Emergency Custody Through C & P Of Ryan
On June 20, 2014, the Department obtained emergency custody through C&P of Ryan due to neglect
by mother Heather Martin. Mother was arrested by Burlington Police on 6/16/14 for larceny;
shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham.
The family was placed in a hotel through Department of Transitional Assistance. It was against the
hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone
in the room for five days. This was deemed concerning for the two children to not have an
appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's
whereabouts were unknown to the Department. Family members were contacted that could possibly
take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll
Clinton were unable to do so for various reasons. Given that there were no family members to take
Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from
the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available. On 6/23/14
Ryan and his sister were placed in a kinship home of a family friend.

Assessment of the Child Study and Treatment Center
In Washington state, there is a facility called the Child Study and Treatment Center, also known as
the CSTC. This treatment center is a state operated inpatient psychiatric facility for children between
the ages of five through 17 years old. The CSTC is comprised of seven buildings, three of these
buildings are cottages. The cottages are the main housing areas for the children and adolescents
being cared for at the treatment center. The children are divided between cottages by their age not by
their gender or mental health disorders. The CSTC had approximately 10 acres which include

Abstract
Laws and policies related to special needs students are set in place to assist in providing an
appropriate education in the most least restrictive environment possible for special needs students.
A Law is defined as a rule that is created by the government of a town, state or country. A law is
created in hopes of settling a cause. Within the past 25 years laws pertaining to Special Education
have evolved for the better of special needs students around the country. Prior to completing this
assignment I had the opportunity to interview Danielle Jose–Decker who happens to be an
experienced attorney with a background in criminal defense, family law, and traffic violations.
History
In the last 25 or so years special education departments have seen a huge improvement within the
special needs educational system due to the Individuals with Disabilities Act (IDEA). The story
begins with a young boy by the name of hector that at the age of 6 began having mood swings in
first grade. During classroom and recess time Hector was having a difficult time. Through
observations Hectors teacher recognized his disruptive behavior and how it had affected his peers.
Hectors teacher assisted in providing other methods that could help with his anger management, and
social skills with other students. By the end of first grade it was noted that Hector had improved

Mother was arrested by Burlington Police on 6/16/14 for larceny; shoplifting and three counts of receiving stolen property. Heather was taken to at MCI Framingham. The family was placed in a hotel through Department of Transitional Assistance. It was against the hotel policy for children to be left in the hotel unsupervised, and Ryan and Bria were staying alone in the room for five days. This was deemed concerning for the two children to not have an appropriate caregiver. When the Department was made aware of the situation father Brian Scopa 's whereabouts were unknown to the Department. Family members were contacted that could possibly take the children in. However, uncle Stephen Martin, aunt Cindy Fiore and Grandmother Carroll Clinton were unable to do so for various reasons. Given that there were no family members to take Ryan and Bria in, the Department placed them in a temporary Hotline foster care placement from the 6/20/14 to 6/23/14 until a more suitable living arrangement was made available.
