Foster youth has long been thought of as an at–risk population, often failing the educational system.
In her dissertation on foster youth and secondary education, Brenda Morton writes, "Foster children
are an invisible population. Teachers and administrators often do not know that a student is in foster
care" (p. 1). There are just under half a million foster youth currently residing in the United States,
many will fail to graduate from high school, and only a few will graduate from college. California
has the largest population of foster youth with approximately 56, 138 youth (Children's Bureau,
2014). It is estimated that foster youth high school graduation rates are near the forty sixth percentile
and college graduation rates are near two percent for former foster youth, making this at–risk

The purpose of this source is to show how in California they have received costs to allow people up
to the age of twenty–one to stay in the foster care system. Extending the age to twenty–one can be in
any state, but they are not required to do so. The researchers got thoughts from others presented in
three different groups: "(1)transition–age youth, (2) child welfare workers, and (3) government

caseworkers almost half of the time do not have the same children for over one year. Thirty percent

In Reality, is the Privatization of Foster Care an Ethical Solution to the Dilemmas of the System?
The foster care system in America is incredibly corrupt. There is no denying that. America has had
issues with foster care since it began about 160 years ago. It first began completely privatized, and
as the federacy found ways to fund it, it gradually became entirely public. Yet, there has consistently
been problems with its operations. There have been multiple attempts in the government to mend the
problem, or at least help. A lot of these "solutions" have been disasters because the foster care
system is not continuously overseen and regulated. Children are abused both physically and
mentally, and will often age out more damaged than when they first entered the system. There is one
particular solution that has come to the surface: privatizing the system again. However, this has
never really brought any light to the problem, and even makes situations worse. The privatization of

The Foster care system appears to be a no–win solution. The children are taken from their family
into the foster care system and never see their family again. Often, children are removed from their
family at an early age to never return home before the age of 18. At the age of 18, these children can

foster care process all over again. However, if the government would mandate the family to become
part of the solution and work together to raise these children, we might be able to stop years of

"aging–out" each year (Ahmann, 2017). Most adolescents "age out" of the system with no one to

Foster care is a system that evolved from children being maltreated in the past. Starting in the 1700s
children were treated as property and not as humans. Many children worked for free to pay off debt
for their families. One of the places families dreaded the most were almshouses. Almshouses were
used to assist the elderly and the poor. During the 1700s almshouses were one of the only options
for aid to the poor families. These families faced the possibilities of being turned away because they
were not married before having children or because they do not have the ability to physically work
off the debt they gain from receiving charity from the almshouse. During the civil war in the 1800s

The foster care system has been a public policy issue for some time. Advocates say there are six
problems that hinder foster care in the U.S. The first problem hindering foster care is that too often
group homes are the go–to. Because there are rarely enough foster families, there are more than
56,000 children that live in a group setting. Advocates argue that children who are placed in family
settings from the beginning have more success than those that were defaulted to group settings.
Group homes are also lacking in sufficient support and do not make financial sense since group
homes cost seven to ten times more than if the child was placed with a family.
The second problem hindering foster care is that teens that are placed in group homes often age out
of the system without proper support. When placed into group homes, children and especially teens
