Baitul Mal adalah…
…institusi khusus dalam Daulah Islam yang
menangani harta yang diterima negara dan
mengalokasikannya bagi kaum Muslim yang
berhak menerimanya.

Mereka (para sahabat) akan bertanya kepadamu (Muhammad) tentang
anfal, katakanlah bahwa anfal itu milik Allah dan Rasul, maka
bertakwalah kepada Allah dan perbaikilah perhubungan di antara
sesamamu, dan taatlah kepada Allah dan Rasul-Nya jika kalian benar-
benar beriman. (TQS. al-Anfal [8]: 1)

Baitul Mal di masa Rasulullah SAWBaitul Mal di masa Rasulullah SAW
• Pertama kali baitul mal berdiri sebagai sebuah lembaga adalah
setelah turunnya firman Allah Swt, Surat An Anfal -yakni di
Badar seusai perang dan saat itu para sahabat berselisih tentang
ghanimah.
• Rasulullah belum membuat tempat khusus untuk menyimpan
harta dan mengelola harta karena harta yang masuk masih
sedikit dan selalu habis dibagikan/dialokasikan.
• Belum ada pembentukan bagian-bagian Baitul Mal, tetapi
Rasulullah menunjuk beberapa petugas pencatat harta.

• Bagian-bagian baitul mal yang paling awal terbentuk
serta pengkhususan tempat tertentu untuk menjaganya,
terjadi pada masa kekhilafahan Umar bin al-Khaththab,
yaitu pada tahun 20 Hijriyah.
• Hal ini karena makin bertambahnya penaklukkan-
penaklukkan yang menyebabkan semakin banyaknya
harta yang mengalir ke kota Madinah
• Baitul mal terdiri dari dua bagian pokok, seperti bagan
berikut.

Bagian Fai dan KharajBagian Fai dan Kharaj
• Bagian ini menjadi tempat penyimpanan dan pengaturan
arsip-arsip pendapatan Negara meliputi harta yang tergolong
fai bagi seluruh kaum Muslim, dan pemasukan dari sektor
pajak (dlaribah).
• Harta ini dikhususkan pada suatu tempat di dalam baitul
mal dan tidak dicampur dengan harta lainnya.
• Harta tersebut digunakan secara khusus untuk mengatur
kepentingan kaum Muslim serta kemaslahatan mereka
sesuai pendapat dan ijtihad Khalifah.

Bagian fai dan kharaj ini tersusun dari beberapa seksi
sesuai jenis harta yang masuk, yaitu:
1. Seksi ghanimah, mencakup ghanimah, anfal, fai dan khumus.
2. Seksi kharaj.
3. Seksi status tanah, mencakup tanah-tanah yang ditaklukkan secara
paksa (unwah), tanah 'usyriyah, as-shawafi, tanah-tanah yang dimiliki
negara, tanah-tanah milik umum dan tanah-tanah terlarang (yang
dipagar).
4. Seksi jizyah.
5. Seksi fai, yang meliputi data-data pemasukan dari (harta) as-
shawafi, 'usyur, 1/5 harta rikaz dan barang tambang, tanah yang
dijual atau disewakan, harta as-shawafi dan harta waris yang tidak
ada pewarisnya.
6. Seksi pajak (dlaribah).

Bagian Pemilikan UmumBagian Pemilikan Umum
• Bagian ini menjadi tempat penyimpanan dan pencatatan harta-harta
milik umum.
• Badan ini juga berfungsi sebagai pengkaji, pencari,
pengambilan, pemasaran, pemasukan dan yang
membelanjakan dan menerima harta-harta milik umum.
• Harta jenis ini dibuatkan tempat khusus di baitul mal, tidak
bercampur dengan harta-harta lainnya, karena harta tersebut
milik seluruh kaum Muslim.
• Khalifah menggunakan harta ini untuk kepentingan kaum
Muslim berdasarkan keputusan dan ijtihadnya, dalam koridor
hukum-hukum syara.

Bagian pemilikan umum dibagi menjadi beberapa seksi
berdasarkan jenis harta pemilikan umum, yaitu:
1. Seksi minyak dan gas.
2. Seksi listrik.
3. Seksi pertambangan.
4. Seksi laut, sungai, perairan dan mata air.
5. Seksi hutan dan padang (rumput) gembalaan.
6. Seksi tempat khusus (yang dipagar bagi negara).

Bagian ShadaqahBagian Shadaqah
• Bagian ini menjadi tempat penyimpanan harta-harta zakat
yang wajib, beserta catatan-catatannya.
• Pos harta zakat dibuatkan tempat khusus di baitul mal,
dan tidak bercampur dengan harta-harta lainnya, karena
Allah Swt telah menentukan orang-orang yang berhak
menerima zakat hanya pada delapan golongan saja.
• Harta zakat tidak boleh dialokasikan kepada selain
delapan golongan penerima zakat.

Seksi SantunanSeksi Santunan
Seksi santunan merupakan tempat penyimpanan arsip-
arsip dari kelompok masyarakat tertentu yang menurut
pendapat Khalifah berhak untuk memperoleh santunan dari
Negara, yaitu:
orang-orang fakir dan miskin, yang dalam keadaan sangat
membutuhkan,
orang yang berhutang,
orang sedang dalam perjalanan,
para petani,
para pemilik industri, dan
orang yang menurut Khalifah mendatangkan maslahat
bagi kaum Muslim serta layak diberi subsidi.

Seksi JihadSeksi Jihad
Seksi jihad terdiri dari:
1.Biro pasukan, yang mengurus pengadaan,
pembentukan, penyiapan dan pelatihan pasukan.
2. Biro persenjataan (amunisi).
3. Biro industri militer.
Biro-biro ini dibiayai dari pendapatan yang diperoleh
seluruh bagian dari baitul mal (yaitu dari bagian fai
dan kharaj, pemilikan umum, dan zakat).

• Seksi ini memberikan bantuan kepada kaum Muslim atas
setiap kondisi darurat/bencana mendadak yang menimpa
mereka, seperti gempa bumi, angin topan, kelaparan dan
sebagainya.
• Biaya yang dikeluarkan oleh seksi ini diperoleh dari
pendapatan fai dan kharaj, serta dari (harta) pemilikan umum.
• Apabila tidak terdapat harta dalam kedua pos tersebut, maka
kebutuhannya dibiayai dari harta kaum Muslim (sumbangan
sukarela atau pajak).

Al-Muwazanah al-Ammah adalah badan yang
mempersiapkan anggaran pendapatan dan belanja negara
yang akan datang -sesuai dengan pendapat Khalifah.
• Berkaitan dengan besar kecilnya pendapatan dan
pembelanjaan harta yang dimiliki negara.
• Dilakukan dengan mempertimbangkan pendapatan dan
belanja riil secara umum, serta mengikuti fakta pendapatan
dan belanja negara yang sedang berjalan secara rinci.

Al-Muhasabah al-Ammah adalah badan yang mengendalikan
semua harta negara.
• Badan ini bertugas memeriksa harta negara dari segi
keberadaannya, keperluannya, pendapatannya,
pembelanjaannya, realisasinya dan pihak-pihak yang
berhak menerimanya.

Al-Muraqabah adalah badan yang bertugas mengawasi dan
meneliti secara mendalam bukti-bukti hasil pemeriksaan
harta negara dan peruntukannya dari al-Muhasabah al-
Ammah.
• Badan ini melakukan fungsi pengawasan terhadap harta
negara, yaitu meyakinkan ada tidaknya harta, sah tidaknya
harta yang ada, keperluan-keperluannya, pendapatannya,
pembelanjaannya serta memeriksa para penanggung
jawabnya yang berkaitan dengan perolehan, peruntukan dan
pembelanjaan harta tersebut.
• Badan inipun bertugas memeriksa urusan administrasi
semua badan-badan dan biro-biro negara beserta staf-
stafnya.

Tip: The instructions below describe how to reproduce the exact organization chart and animation effects in the example above. In the animation procedures, the number of animation effects that require modification in the Custom Animation task pane will vary if the chart contains a different number of managers and employees.
To reproduce the SmartArt effects on this slide, do the following:
On the Home tab, in the Slides group, click Layout, and then click Blank.
On the Insert tab, in the Illustrations group, click SmartArt. In the Choose a SmartArt Graphic dialog box, in the left pane, click Hierarchy. In the Hierarchy pane, click Organization Chart (first row, first option from the left), and then click OK to insert the graphic into the slide.
Select the graphic, and then click one of the arrows on the left border. In the Type your text here dialog box, in the text box for the first-level rectangle, enter Director (or the name of the director). In the second-level rectangle enter Assistant Director (or the name of the assistant director). In the text boxes for the third-level rectangles, enter Manager 1, Manager 2, and Manager 3 (or the names of the managers).
On the slide, do the following to add more employee rectangles:
Right-click the Manager 1 rectangle, point to Add Shape, and then click Add Shape Below. Repeat this process one more time for a total of three rectangles below Manager 1.

If you would like to modify the number of directors, managers, and employees in the chart to match the structure of your organization, do one or more of the following:
To add a rectangle within a particular level, right-click one of the rectangles in that level, point to Add Shape, and then click Add Shape After or Add Shape Before.
To add a rectangle below another rectangle, right-click the higher-level rectangle, point to Add Shape, and then click Add Shape Below.
To delete a rectangle, select the rectangle and then press DELETE.
To add text to new rectangles, select the graphic, and then click one of the arrows on the left border. In the Type your text here dialog box, enter text.
Select the graphic. Under SmartArt Tools, on the Format tab, click Size, and then do the following:

On the Home tab, in the Drawing group, click Shapes, and then under Lines click Freeform (11th option from the left). On the slide, do the following to draw a freeform line:
Click the first point on the right edge of the bottom employee rectangle.
Click the second point approximately 0.5” to the right of the first point.
Click the third point approximately 3.5” above the second point.
Double-click the fourth point on the left edge of the Manager 2 rectangle to finish the freeform line.
On the slide, select the freeform line. On the Home tab, in the bottom right corner of the Drawing group, click the Format Shape dialog box launcher.
