1. Technical Office/Tendering/Contracts/Proposal Engineer Roles:
 Prepare tender documents including Bidders Instructions, Form of
Agreement, Conditions of the Contract, BOQ, and specifications.
 Quantities surveying, breakdown and full analysis for all BOQ items.
 Estimate quantities, unit rates and prices for the required resources and
materials to perform different work activities.
 Check on letters, addendum and clarifications.
 Develop bid-forms/proposal packages.
 Prepare final draft status of the pre-construction packages on both lump
sum bid and negotiate project opportunities to standards.
 Review and evaluate submitted bids and prepare Tender evaluation
Report along with Recommendations to the client.
 Prepare and review the method statements, project schedule,

 Manage contract negotiations at tendering stage and ensuring the
satisfactory compilation of contract data.
 Coordinate project planning and implementation, including assessing
needs, setting goals and objectives.
 Participate in project budget planning and development.
 Establish project work plan and schedules; monitor, review, and evaluate
progress.
 Coordinate and attend meetings; establish and maintain internal and
external contacts as necessary.
 Monitor record keeping and file maintenance for the program or project.
 Prepare records of project activities; oversee and ensure the timely
processing in and the delivery of required materials.
 Verify and analyze the accuracy of all data and information used or
generated by the project; resolve any discrepancies or problems.
 Negotiate and Administrate Subcontracts/sub consultancy and service
suppliers.
 Prepare/Review/Comment/Audit various claims (cost of disruption, time
extension, etch) and coordinate with the relevant project stakeholders
(Cost Contractor, Client, Sub consultants, PM).
 Review new contracts during tendering stage, prepare and present
contract review report containing a summary for all
contractual/commercial data with relevant significance (i.e. major
schedule constraints, milestones, terms of payment, major liabilities and
obligations…etc.)
 Attend site/client meetings and assist with determination of project
requirements.
 Assist PM/Department Head in the drafting and issuance of project
proposals, RFP’s, tenders, budgets, cash flows and preliminary
schedules.
 Prepare project organization and communication charts.
 Track the progress and quality of work being performed by design
disciplines/trades.
 Use project scheduling and control tools to monitor projects plans, work
hours, budgets and expenditures.
 Effectively communicate relevant project information to the client and the
project team.

 Review field reports from Contractor throughout the lifecycle of the
project.
 Issue Contracts, Letters of Intent, Purchase Orders, etc. on behalf of the
Client.
 Track and manage contemplated change notices and change orders in
the database.
 Prepare substantial completion certificates and ensure all required project
close out documents are obtained.
2. Site/Field Engineer
 Check on site works to ensure compliance with the specifications,
drawings and basic norms of the industry.
 Concrete works supervision and related works (shuttering, surveying,
reinforcements, casting, insulation, etc.).
 Architecture works supervision (Landscaping, plastering, painting, floors
tiles, walls and ceilings finishing works, accessories, etc.)
 Coordinate with the consultant’s requirements for both civil and
architectural works.
 Ensures that the construction activities are being performed with highest
quality possible and in line with the approved time schedule and the
execution plan.
 Maintain the site works to be in accordance with the Health, Safety and
Environmental Standards and Regulations.
 Ensuring that all materials used and work performed are as per
specifications.
 Monitor and Administrate Subcontractors, traders and suppliers.
