Pioneering Leadership Development Programme for Indian Administrative Service (IAS) Officers

GIZ and Lal Bahadur Shastri National Academy for Administration (LBSNAA) have co-designed a
Leadership Development Programme for IAS Officer-Trainees – ‘Leading with Passion and Purpose:
Serving People by Leading Self and Others’. This activity is part of the Indo-German bilateral
cooperation project ‘Strengthening Management Capacities for International Cooperation’.
LBSNAA, Mussoorie, is the Government of India's nodal research and training institute to promote
good governance by providing quality training towards building a professional and responsive civil
service.
Representatives from GIZ (Competence in Motion and
Academy for International Cooperation - AIZ) and
LBSNAA shared insights on leadership and transformative
learning, and identified four core leadership abilities to
be addressed through the programme – self-awareness,
people first, leading others and integrity. A Training of
Trainers workshop was conducted from 14-16 April 2014
at Mussoorie, and was attended by 16 trainers from
LBSNAA and the Indian Police Service. For Mr. Praveen
Kumar Sinha, from the Police Service, and also a trainer,
a key take-away from the programme was "the
crystallisation of values".
From 5-8 May 2014, the Leadership Development Programme was successfully rolled-out at LBSNAA
as part of the Induction Training (Phase I) for a batch of 186 IAS Officer-Trainees.
The pioneering initiative has been appreciated by the faculty and participants as it has created space
for future leaders to reflect on their own value base and align them with the core values of the
Indian Civil Services. It also provided an opportunity to become aware of the dilemma in translating
these values into their professional practice. The programme was a stepping stone in enabling the
IAS Officer-Trainees in strengthening their abilities as responsible leaders driving necessary changes
contributing to a sustainable trajectory for India.
This programme has paved the way for a strategic partnership with LBSNAA, especially vis-à-vis the
academy’s role as a nodal agency in shaping future leaders of India.

Pioneering Leadership Development Programme for Indian Administrative Service (IAS) Officers 16.05.2014 GIZ and Lal Bahadur Shastri National Academy for Administration (LBSNAA) have co-designed a Leadership Development Programme for IAS Officer-Trainees – ‘Leading with Passion and Purpose: Serving People by Leading Self and Others’. This activity is part of the Indo-German bilateral cooperation project ‘Strengthening Management Capacities for International Cooperation’. LBSNAA, Mussoorie, is the Government of India's nodal research and training institute to promote good governance by providing quality training towards building a professional and responsive civil service. Representatives from GIZ (Competence in Motion and Academy for International Cooperation - AIZ) and LBSNAA shared insights on leadership and transformative learning, and identified four core leadership abilities to be addressed through the programme – self-awareness, people first, leading others and integrity. A Training of Trainers workshop was conducted from 14-16 April 2014 at Mussoorie, and was attended by 16 trainers from LBSNAA and the Indian Police Service. For Mr. Praveen Kumar Sinha, from the Police Service, and also a trainer, a key take-away from the programme was "the crystallisation of values". From 5-8 May 2014, the Leadership Development Programme was successfully rolled-out at LBSNAA as part of the Induction Training (Phase I) for a batch of 186 IAS Officer-Trainees. The pioneering initiative has been appreciated by the faculty and participants as it has created space for future leaders to reflect on their own value base and align them with the core values of the Indian Civil Services. It also provided an opportunity to become aware of the dilemma in translating these values into their professional practice. The programme was a stepping stone in enabling the IAS Officer-Trainees in strengthening their abilities as responsible leaders driving necessary changes contributing to a sustainable trajectory for India. This programme has paved the way for a strategic partnership with LBSNAA, especially vis-à-vis the academy’s role as a nodal agency in shaping future leaders of India.
