New Delhi: Delhi
Health Minister Satyen-
dar Jain on Sunday
sought to nix concerns
over “fewer” Covid test-
ing in the national capi-
tal, saying the diagnos-
tic tests being conduct-
ed in the city is three
times the number rec-
ommended by ICMR.
All those who need to
undergo testing are be-
ing tested, he said.
According to the Cen-
tre’s new guidelines,
asymptomatic patients
do not need to undergo
a test. Also, contacts of
laboratory-confirmed
COVID-19 patients do
not require a test unless
they have comorbidi-
ties or are aged above
60. Jain said these new
guidelines on testing
have come after
thoughtful considera-
tion.
Delhi conducted
67,624 tests on Friday
and 79,578 on Thursday
.
The city on Thursday
reported 28,867 COV-
ID-19 cases, the sharp-
est single-day spike
since the beginning of
the pandemic, after the
city conducted 98,832
tests on Wednesday
.
Jain told reporters
that Delhi is expected to
register 17,000 Covid
cases on Sunday
.
“Hospital admissions
have plateaued and Cov-
id positivity rate will
also come down. Re-
strictions by the Delhi
government has im-
pacted the spread of
COVID-19. We will mon-
itor the situation for
three to four days be-
fore reviewing the
curbs,” he said.
On Saturday, Jain
had said that it seems
the national capital has
reached its peak in
COVID-19 infections
and the government
will think of easing re-
strictions when the
daily cases decline to
15,000. Delhi on Satur-
day reported 20,718
COVID-19 cases and 30
fatalities while the posi-
tivity rate stood at 30.64
pc, according to health
department data. —PTI

New Delhi: A panto-
graph used by trains to
draw power, along with
models of eight metro
trains operational
across the country, are
among the two new at-
tractive exhibits dis-
played at the Delhi Met-

officials said on Sunday
.
The Delhi Metro Mu-

different panels, mod-
els, exhibits and photo

the train and is used to
draw power from the
overhead electrifica-
tion (OHE) wires.
“One such panto-
graph, currently out of
use, has been refur-
bished and put for dis-
play at the museum. An
information board,
along with photographs
of pantographs used in
metro trains, have also
been displayed,” he
said.
To display the growth
of Metro networks in
the country, models of
eight different Metro
trains, including those
used by the Delhi Met-
ro, have been also dis-
played at the museum,
the official added.
“This exhibit will
give an idea to visitors
about how the Metro
networks have grown
rapidly in India over
the last few years,” the
official said.
Despite the con-
straints posed by the
COVID 19 pandemic,
the Delhi Metro Muse-
um has added another
exhibit displaying
the prestigious Japan

INDIA HAS LED

COVID: NADDA
New Delhi: On the

said that India has
led the fight against
Covid-19. He also
said that a task that
seemed impossible
was made possible
under the stellar
leadership of PM
Modi and the world
stood up and ap-
plauded the country.
In a series of tweets,
Nadda said, “Exactly

arduous journey of

ple amidst the raging
Covid pandemic.”

New Delhi: These days,
it is visible in the media
and also in social media
that how the district ad-
ministration and mu-
nicipal administration
are taking down posters
and hoardings etc. Post-
ers, banners, hoardings
etc. are being taken
down by using heavy
machinery
. All these
posters, banners and
hoardings etc. belong to
the governments of the
states, which they had
put up to inform the peo-
ple of such achieve-
ments, which are not
visible to the public
with their own eyes, and
without giving adver-
tisements, the public
will not even know
about them. However,
there are reports from
all around that the Elec-
tion Commission has
started strictness and it
s on ECI’s instructions
that the hoardings are
being removed.
The question is that
why is the responsibili-
ty not put on the parties
or their governments
putting up hoardings,
that they should remove
all their posters and
hoardings within 24
hours of the implemen-
tation of the election
code of conduct, other-
wiseactionwillbetaken
against them? Why will
the Election Commis-
sion get this work done?
When governments get
such big hoardings,
posters, banners, cut-
outs etc. installed
through advertising
agencies, then why is an
agreement not made
with them at the same
time that they will re-
move it themselves as
soon as the code of con-
duct comes into force?
Perhaps, even the lead-
ers and babus want to
continue ‘influencing’
people and carry on the
work till the time it falls
in someone’s notice!
Why should ECI engage in work done by Corporations?

New Delhi: Over the
course of past few
elections, an extreme-
ly worrying trend has
emerged which is in-
creasing rapidly
wherein IAS, IPS or
state service officers
are leaving govern-
ment jobs and jump-
ing directly into the
election fray. This
trend needs to be con-
trolled as this will af-
fect the quality of gov-
ernment service now
and politics will also
be affected.
There are a number
of control measures
in the service condi-
tions of government
officials. For exam-
ple, to leave govern-
ment service and join
a private company im-
mediately, officers
have to go through a
cooling-off period. In
some cases, the gov-
ernment even waives
off the cooling
off period, but
for that too a
process has to
be passed. A simi-
lar arrangement
should be put in
place for offi-
cials contest-
ing elections
a l s o .
W i t h
n o
provision for cooling
off, officials resign
immediately before
the election or take
voluntary retirement
and jump into the
polls.
This is perhaps
what has hap-
pened in the
case of
R a j e s h w a r
Singh and
Aseem Arun
right now.
With no peri-
od to cool
off, there
is a
danger that the officer
may enter compromise
during his service. pe-
riod and hold a differ-
ent attitude towards
the party he/she wants
to contest elections
from. They may com-
promise in work to im-
prove his relations
with the leader of the
said party. The second
danger is that they
may share government
secrets with the party

BJP’s hate politics very

New Delhi: Congress
leader Rahul Gandhi on
Sunday said the BJP’s
politics of “hatred” is
very harmful for the
country and is also re-
sponsible for unemploy-
ment.
The former Congress
chief said this a day af-
ter he attacked the BJP
government by putting
out an online quiz.
“I also believe that
the hate politics of the
BJP is very harmful for
the country. And this
hatred is also responsi-
ble for the unemploy-

“Domestic and for-

The Congress leader

DJOKOVIC HAS TO
LEAVE AUSTRALIA
 TENTH TITLE
DREAM BEHIND
his is how the unsa-
voury saga of Novak
Djokovic was bound
to end. The world
number one invited
the strong disciplinary move
from the Australian government
for flouting the Covid-19 protocol
to enter the country which had
suffered heavily during the pan-
demic. The unvaccinated Djoko-
vic entered Australia on Janu-
ary 6 and his visa was immedi-
ately cancelled and he was de-
tained by immigration officials.
His first challenge was upheld
by a lower court but the Austral-
ian government wasn’t ready to
allow an un-inoculated person to
flout the country’s rules. Djoko-
vic moved a superior court
where the judges unanimously
dismissed his petition. The Aus-
tralian government said the ten-
nis star, who has won the Aus-
tralian Open titles nine times,
was a public health hazard.
It is strange that a tennis play-
er of his stature would so fer-
vently insist on flouting Covid
norms. Of course Tennis Aus-
tralia also has to share some of
the blame. When it comes to
public health issues, stature and
titles should not count.
TOP TWEETS
T
he World Econom-
ic Forum’s “Glob-
al Risk Report
2022” has a few
warnings for In-
dia. The report cites “frac-
ture in interstate relations,
debt crises, widespread youth
disillusionment, failure of
technology governance and
digital inequality” as top
risks for the country
. The re-
port is on WEF’s Executive
Opinion Survey
. While unem-
ployment among youth is a
huge issue facing the govern-
ment, the debt burden is a
bigger problem. The Interna-
tional Monetary Fund in its
Fiscal Monitor Report of 2021
said that India’s debt in-
creased from 68.9 percent of
its GDP in 2016 to 89.6 percent
in 2020. It was projected to
rise to 90.6 percent in 2021. By
March-end it had increased
by 21.1 percent. The IMF pre-
dicted its decline to 88.8 per-
cent in 2022 to finally settle at
85.2 percent in 2026. This rise
in external debt adds to the
debt liability of every citizen
of the country
.
The disillusionment of
youth is linked to their being
without jobs. The unemploy-
ment rate in the country rose
to 7.9 percent at the end of
December 2021. The CMIE
data showed that on January
14, 2022 it was marginally
lower at 7.6 percent. Manag-
ing the youth will be a chal-
lenge that the government
must tackle in 2022. It can be
done through investments in
the MSME sector. The MSME
sector has its wish list ready
for the Budget. Prime Minis-
ter Narendra Modi has un-
derlined the sector’s impor-
tance from time to time. He
recently inaugurated the
MSME Ministry’s Technolo-
gy Centre in Puducherry a
few days’ back. The centre
will train 20,000 youth and
incubate 200 start-ups.
DISILLUSIONED YOUTH

the govt must tackle in
2022. It can be done

T
RADICALIZATION PIPELINES
ave you had the experience of
looking at some product on-
line and then seeing ads for it
all over your social media
feed? Far from coincidence,
these instances of eerily ac-
curate advertising provide
glimpses into the behind-the-
scenes mechanisms that feed
an item you search for on
Google, “like” on social me-
dia or come across while
browsing into custom adver-
tising on social media.
Those mechanisms are in-
creasingly being used for
more nefarious purposes
than aggressive advertising.
The threat is in how this tar-
geted advertising interacts
with today’s extremely divi-
sive political landscape. As a
social media researcher, I see
how people seeking to radi-
calize others use targeted ad-
vertising to readily move
people to extreme views.
ADVERTISING TO AN
AUDIENCE OF ONE
Advertising is clearly power-
ful. The right ad campaign
can help shape or create de-
mand for a new product or
rehabilitate the image of an
older product or even of an
entire company or brand. Po-
litical campaigns use similar
strategies to push candidates
and ideas, and historically
countries have used them to
wage propaganda wars.
Advertising in mass media
is powerful, but mass media
has a built-in moderating
force. When trying to move
many people in one direc-
tion, mass media can only
move them as fast as the mid-
dle will tolerate. If it moves
too far or too fast, people in
the middle may be alienated.
BREADCRUMBS
TO THE EXTREME
One important part of the an-
swer is that people associated
with foreign governments,
without admitting who they
are, take extreme positions in
social media posts with the
deliberate goal of sparking
division and conflict. These
extreme posts take advantage
of the social media algo-
rithms, which are designed to
heighten engagement, mean-
ing they reward content that
provokes a response.
Another important part of
the answer is that people
seeking to radicalize others
lay out trails of breadcrumbs
to more and more extreme
positions.
HOW TO PROTECT
YOURSELF
First, I recommend a huge
dose of skepticism about so-
cial media recommenda-
tions. Most people have gone
to social media looking for
something in particular and
then found themselves look-
ing up from their phones an
hour or more later having lit-
tle idea how or why they read
or watched what they just
did. It is designed to be addic-
tive.
I’ve been trying to chart a
more deliberate path to the
information I want and ac-
tively trying to avoid just
clicking on whatever is rec-
ommended to me. If I do read
or watch what is suggested, I
ask myself “How might this
information be in someone
else’s best interest, not
mine?”
Second, consider support-
ing efforts to require social
media platforms to offer us-
ers a choice of algorithms for
recommendations and feed
curation, including ones
based on simple-to-explain
rules.
Third, and most impor-
tant, I recommend investing
more time in interacting
with friends and family off
of social media. If I find my-
self needing to forward a link
to make a point, I treat that as
a warning bell that I do not
actually understand the is-
sue well enough myself. If so,
perhaps I have found myself
following a constructed trail
toward extreme content rath-
er than consuming materials
that are actually helping me
better understand the world.

India is facing
stagflation: K Basu
New Delhi: India’s
overall macroeconom-
ic situation is in a re-
covery mode but the
growth is concentrat-
ed at the top end,
which is a worrying
trend, according to
former World Bank
Chief Economist Kau-
shik Basu.
Amid the rising in-
flationary trends, in-
cluding the sharp in-
crease in retail infla-
tion last month, Basu,
who has also served as
Chief Economic Advi-
sor to the Indian gov-
ernment during the
UPA rule, said the
country is facing stag-
flation and “very care-
fully curated policy
interventions”
are required
to address the situa-
tion.
While the aggregate
economy is growing,
“the bottom half of
India” is in recession,
he said and noted that
it was sad the coun-
try’s policy over the
last few years has
been largely focused
on big businesses. “In-
dia’s overall macroe-
conomic situation is
in recovery mode…
The worry stems from
the fact that this
growth is concentrat-
ed at the top end,”
Basu said.
He also said the
youth unemployment
rate in the country
touched 23%, among
the highest globally,
even before the COV-
ID-19 pandemic
started.

CRYPTO TRADING
New Delhi: The gov-
ernment could con-
sider in the upcoming
Budget levying TDS/
TCS on sale and pur-
chase of cryptocur-
rencies above a cer-
tain threshold and
such transactions
should be brought
within the ambit of
specified transaction
for the purpose of re-
porting to income tax
authorities, Nangia
Andersen LLP Tax
Leader Aravind Sri-
vatsan said.
Also, a higher tax
rate of 30% should be
levied on the income
arising from the sale
of cryptocurrency,
similar to winnings
from lottery, game
shows, puzzle, etc, he
said.
Speaking about
what the Budget 2022-
23 could have in store
for the crypto industry
in India, Srivatsan
said currently, India
has the highest num-
ber of crypto owners
globally, at 10.07 crore
and as per a report it is
expected that the in-
vestment by Indians
in cryptocurrency
could touch $241 mil-
lion by 2030.
A bill was expected
to be presented during
Winter Session of Par-
liament to regulate
cryptocur rencies.
However, it was not in-
troduced, and it is
now expected that the
government may take
up this bill in the

sion. If

does not pro-
hibit Indians from
dealing in cryptocur-
rencies, we expect
that the government
could introduce a re-
gressive tax regime
for cryptocurrencies,
he noted.
He said considering
the size of the market,
the amount involved,
and the risk coupled
with cryptocurren-
cies, certain changes
may be brought

tion of

them under the
provisions of tax de-
ducted at source (TDS)
and tax collected at
source (TCS) above a
threshold limit which
will help the govern-
ment get the foot-
prints of the inves-
tors.
Both sale and pur-
chase of cryptocur-
rencies should be
brought under the am-
bit of reporting in the
Statement of Finan-
cial Transactions.
The trading compa-
nies already do simi-
lar reporting of sale
and purchase of
shares and units of
mutual funds, he said.
To keep a watch on
high value transac-
tions undertaken by
the taxpayer, the In-
come-tax law has the
concept of SFT or re-
portable account.
This helps tax au-
thorities to collect in-
formation on certain
prescribed high value
transactions under-
taken by any person
during the year.
Financial institu-
tions, companies and
stock market interme-
diaries fall within the
purview of SFT re-
porting. Srivatsan

nings from lottery,

From invoking the

again, and no matter

what the sentiment and

crossovers continue.
It is not common to
see politicians who
have been ministers for
a full five years sudden-

parent party and join
the rivals. In recent
days, Uttar Pradesh,
Goa and Punjab -- three
of the five states going

Uttar Pradesh is con-

Bhushan started laven-

about 0.1 hectare of
land with the support
of CSIR-IIIM but as
profits started showing,
he converted a larger
area of maize planta-
tion around his house
also into lavender plan-

others working on his
lavender fields and
Nursery while around
500 farmers from his
district have also fol-

Singh said, unfortu-

produce. Prominent
companies like Mum-

Aditi International and
NavnaitriGamika, etc.,
are the primary buyers.

Delhi court rejects bail plea of
'SulliDeals'appcreatorThakur
New Delhi: A Delhi
court on Sunday reject-
ed the bail plea of Sulli
Deals app creator Aum-
kareshwar Thakur.
Metropolitan Magis-
trate Vasundhra
Chhaunkar has dis-
missed the bail plea of
Sulli Deals app creator
A u m k a r e s h w a r
Thakur. The IFSO unit
of Delhi Police’s Spe-
cial Cell arrested the
mastermind of the Sulli
Deals app from Indore
last week after receiv-
ing information about
him from Bulli Bai app
case mastermind
Neeraj Bishnoi during
the investigation.
The Court noted that
the investigation in the
case is at an initial
stage and the accused
has been arrested after
great and time-consum-
ing efforts following the
MLAT process.
“The accused had
consciously used Top
Browser to disclose his
identity and various
complaints have been
received against the
‘Sulli Deals’ app
throughout the country
.
The investigation is at a
nascent stage where
crucial evidence and
further chain of events
are yet to be conclusive-
ly unearthed,” the
Court observed.
According to the
Court, granting bail to
the accused at this junc-
ture will prejudice a
fair investigation.
“Therefore, in the opin-
ion of the Court, the ac-
cused is not entitled to
bail at this stage, “ the
court said.
“On the basis of
above observations and
reasons, bail applica-
tion of accused Aumka-
reshwar Thakur is dis-
missed,” the court said.
In July 2021, the ‘Sulli
Deal’ app was made on
the Github platform to
auction Muslim wom-
en. The matter came to
light when Delhi Police
took suo moto cogni-
zance of this matter.
The Delhi Police were
investigating the case
for the last six months
but the first arrest in
the case came after Bul-
li Bai app case master-
mind Niraj Bishnoi was
apprehended from As-
sam’s Jorhat.
Delhi Police, during
the investigation, found
out that the Bulli Bai
mastermind Niraj Bish-
noi and Aumkareshwar
Thakur were virtually
connected over the in-
ternet through chat
rooms. —ANI

Lack of pair of bullocks spurs
Maharashtra man to make small tractor
Aurangabad: A man in
Maharashtra’sBeeddis-
trict has become a good
example of the ingenu-
ity that is powering
start-ups in the country
by building an 18 horse-
power tractor to tide
over the need for a pair
of bullocks to help with
farming.
Speaking to PTI on
National Start-up Day,
Namdev Anerav (36) of
Pimpalner, some 160
kilometres from here,
said the idea of a tractor
with a width of just 1.5
feet and length of 5 feet
came to him in 2008 af-
ter the need for a pair of
bullocks was stalling
farming on his ances-
tral plot.
“Big tractors cannot
perform optimally on
small plots. To over-
come this limitation, I
created this small trac-
tor, which runs on pet-
rol and diesel. After a
long process of trial and
error, I used my welding
skills to build the first
prototype in 2011-12.
The final product can
plough, remove grass,
break clods of soil,” he
said.
“I need to deliver 40
such tractors in the next
four months, for which
I have employed seven
people. I plan to start a
full scale facility in Pim-
palner to provide em-
ployment. I started with
Rs 1.10 lakh of my own
and 28 investors put in
Rs 8 lakh. The invest-
ment is worth Rs 1.10
crore now,” he said.
The manufacturing
unit had to be shifted
from Pimpalner to
Shendra in Aurangabad
due to electricity supply
issues, he said, adding
that his product got pat-
ented in July last year.

Bhilwara district and start-
ing a whole new life in the
direction of my dreams was
a huge task, but I never gave
up and fought with my fears.
When did you decide that
you shall take up model-
ling?
It was all started when I got
the golden opportunity to
work as a background artist
in the movie Housefull 4.
That was the turning point in
my life, which made me real-
ise that I have a thing for act-
ing in my nerve. After that, I
started taking up shoots.
When I was a child My moth-
er used to say “Meri beti badi
hokr heroine banegi”. And I
started modelling and In 2018
I bagged the title Miss attrac-
tive girl 2018. Initially, it was
for leisure time and without
any seriousness but lately,
the response was overwhelm-
ing because of which I am
here today and yet have to
achieve more.
What are your future
plans? Where do you see
yourself in the future?
Currently, I am in a quest to
more about myself, being a
spiritual person I want to
heal myself and want a
peaceful life. But at the same
time, I want to challenge my-
self and I need to adventur-
ous life full of fun. Becoming
a successful actress in the
Bollywood industry is my Ul-
timate goal.
What is your greatest
source of inspiration?
My parents are my ultimate
source of energy and biggest
inspiration. I want to make
them proud and that is why I
am working so hard.

they open their home to
your kites. They don’t
seem to mind it, except
when the Chinese man-
ja used to fly these kites takes the
life of and injures so many of
their friends and family mem-
bers. They now live in fear in
their own home. And it isn’t fair!
The Chinese manja is made of
nylon or synthetic thread and is
treated with glass and metal to
make it sharper. This can be dead-
ly for humans and birds alike. Yet
people use it. One of the high-
lights of such birds treatment
camps is that they garner the in-
terest of the youth who come for-
ward to volunteer. These organi-
sations, conduct Bird Rescue
Camps, in which many people
take part as volunteers. These vol-
unteers come to these camps for
free and work with these organi-
sations to learn things like bird
handling, first aid, etc. City First

people taking part in these camps.
Let’s see what they have to say

I too used to fly
kites and was crazy
about them since I
was a child. But after
experiencing the damage our
joy is inflicting on our feath-
ered neighbours. I restricted
myself from flying and started
helping in bird rescues with
Raksha NGO based in Jaipur.
Resident as well as migratory
birds both are being injured
from manjha as dec to mar is
migration time for birds from
Russia and Africa.
—ISHAN SHARMA
I’ve been working
as a volunteer for
five years now and I
can confidently say
that this is one of the most
rewarding things that I have
done. Knowing that I helped
someone in need brings me
peace and makes me sleep
better. It’s sad to see how
often and badly these birds
get hurt but I also know that
many people are working hard
to cntain or fix the damage. I
think everyone should do it.
—ADITI SHARMA
It was hectic.
Getting calls from
all over the city for
injured birds was a
little overwhelming. I can’t
believe how many of them
get hurt. Our camp alone
rescued over 100 birds and
to know that there are more
camps like us getting similar
calls is just so sad. Working
as a volunteer is rewarding
but it is not for the faint of
heart. I definitiely recom-
mend doing it though.
—RAKESH PRAJAPAT
I’ve been working as
a rescuer for as long
as I can remember.
It’s a difficult line to
follow but to see so many
people coming forth to work
is just beautful. People are
more aware and worried
about their environment
now. Though we still have
a long way to go, I’m glad
for how far we’ve come.
I hope in the future more
people come to the aid and
understand how to celebrate
festivals safely.
—SHAMROZ
This was the first
time I ever got in-
volved in a camp like
this. It’s so sad that
the fun we have on Sankranti
causes so much damage to
these innocent creatures. I
see the people working here
to make it all better and help
these injured birds get back
on their feet and it makes
my heart warm. I hope that
more people understand how
much we are hurting them
and stop using things like
plastic manja.

He also said that a task that seemed impossible was made possible under the stellar leadership of PM Modi and the world stood up and ap- plauded the country. In a series of tweets, Nadda said, “Exactly a year ago, India embarked on the arduous journey of vaccinating its more than 135 crore peo- ple amidst the raging Covid pandemic.” Anita Hada New Delhi: These days, it is visible in the media and also in social media that how the district ad- ministration and mu- nicipal administration are taking down posters and hoardings etc. Post- ers, banners, hoardings etc. are being taken down by using heavy machinery . All these posters, banners and hoardings etc. belong to the governments of the states, which they had put up to inform the peo- ple of such achieve- ments, which are not visible to the public with their own eyes, and without giving adver- tisements, the public will not even know about them. However, there are reports from all around that the Elec- tion Commission has started strictness and it s on ECI’s instructions that the hoardings are being removed. The question is that why is the responsibili- ty not put on the parties or their governments putting up hoardings, that they should remove all their posters and hoardings within 24 hours of the implemen- tation of the election code of conduct, other- wiseactionwillbetaken against them? Why will the Election Commis- sion get this work done? When governments get such big hoardings, posters, banners, cut- outs etc. installed through advertising agencies, then why is an agreement not made with them at the same time that they will re- move it themselves as soon as the code of con- duct comes into force? Perhaps, even the lead- ers and babus want to continue ‘influencing’ people and carry on the work till the time it falls in someone’s notice! Why should ECI engage in work done by Corporations? MODEL CODE ENFORCED lll There are reports from all around that the Election Commission has started strictness and it’s on ECI’s instructions that the hoardings are being removed Cooloffperiodforbabusbefore electoralforayneedofthehour! Sharat K Verma New Delhi: Over the course of past few elections, an extreme- ly worrying trend has emerged which is in- creasing rapidly wherein IAS, IPS or state service officers are leaving govern- ment jobs and jump- ing directly into the election fray. This trend needs to be con- trolled as this will af- fect the quality of gov- ernment service now and politics will also be affected. There are a number of control measures in the service condi- tions of government officials. For exam- ple, to leave govern- ment service and join a private company im- mediately, officers have to go through a cooling-off period. In some cases, the gov- ernment even waives off the cooling off period, but for that too a process has to be passed. A simi- lar arrangement should be put in place for offi- cials contest- ing elections a l s o . W i t h n o provision for cooling off, officials resign immediately before the election or take voluntary retirement and jump into the polls. This is perhaps what has hap- pened in the case of R a j e s h w a r Singh and Aseem Arun right now. With no peri- od to cool off, there is a danger that the officer may enter compromise during his service. pe- riod and hold a differ- ent attitude towards the party he/she wants to contest elections from. They may com- promise in work to im- prove his relations with the leader of the said party. The second danger is that they may share government secrets with the party they belong to. There- fore, there should be a provision that wheth- er the officer resigns, takes VRS or retires from service, he/she will not be able to contest elections for two years or three years. New Delhi: As India completed one year of its COVID-19 vaccina- tion drive on Sunday, Union Health Minister Mansukh Mandaviya called it “the most suc- cessfulintheworld”and extended greetings to health workers, scien- tists and the people of the country . The world number one invited the strong disciplinary move from the Australian government for flouting the Covid-19 protocol to enter the country which had suffered heavily during the pan- demic. The unvaccinated Djoko- vic entered Australia on Janu- ary 6 and his visa was immedi- ately cancelled and he was de- tained by immigration officials. His first challenge was upheld by a lower court but the Austral- ian government wasn’t ready to allow an un-inoculated person to flout the country’s rules. Djoko- vic moved a superior court where the judges unanimously dismissed his petition. The Aus- tralian government said the ten- nis star, who has won the Aus- tralian Open titles nine times, was a public health hazard. It is strange that a tennis play- er of his stature would so fer- vently insist on flouting Covid norms. Of course Tennis Aus- tralia also has to share some of the blame. When it comes to public health issues, stature and titles should not count. TOP TWEETS T he World Econom- ic Forum’s “Glob- al Risk Report 2022” has a few warnings for In- dia. The report cites “frac- ture in interstate relations, debt crises, widespread youth disillusionment, failure of technology governance and digital inequality” as top risks for the country . The re- port is on WEF’s Executive Opinion Survey . While unem- ployment among youth is a huge issue facing the govern- ment, the debt burden is a bigger problem. The Interna- tional Monetary Fund in its Fiscal Monitor Report of 2021 said that India’s debt in- creased from 68.9 percent of its GDP in 2016 to 89.6 percent in 2020. It was projected to rise to 90.6 percent in 2021. By March-end it had increased by 21.1 percent. The IMF pre- dicted its decline to 88.8 per- cent in 2022 to finally settle at 85.2 percent in 2026. This rise in external debt adds to the debt liability of every citizen of the country . The disillusionment of youth is linked to their being without jobs. The unemploy- ment rate in the country rose to 7.9 percent at the end of December 2021. The CMIE data showed that on January 14, 2022 it was marginally lower at 7.6 percent. Manag- ing the youth will be a chal- lenge that the government must tackle in 2022. It can be done through investments in the MSME sector. The MSME sector has its wish list ready for the Budget. Prime Minis- ter Narendra Modi has un- derlined the sector’s impor- tance from time to time. He recently inaugurated the MSME Ministry’s Technolo- gy Centre in Puducherry a few days’ back. The centre will train 20,000 youth and incubate 200 start-ups. DISILLUSIONED YOUTH A BIG CHALLENGE Managing the youth will be a challenge that the govt must tackle in 2022. It can be done through investments in the MSME sector. MSME sector has its wish list ready for Budget. PM Narendra Modi has underlined the sector’s importance from time to time T RADICALIZATION PIPELINES ave you had the experience of looking at some product on- line and then seeing ads for it all over your social media feed? Far from coincidence, these instances of eerily ac- curate advertising provide glimpses into the behind-the- scenes mechanisms that feed an item you search for on Google, “like” on social me- dia or come across while browsing into custom adver- tising on social media. Those mechanisms are in- creasingly being used for more nefarious purposes than aggressive advertising. The threat is in how this tar- geted advertising interacts with today’s extremely divi- sive political landscape. As a social media researcher, I see how people seeking to radi- calize others use targeted ad- vertising to readily move people to extreme views. ADVERTISING TO AN AUDIENCE OF ONE Advertising is clearly power- ful. The right ad campaign can help shape or create de- mand for a new product or rehabilitate the image of an older product or even of an entire company or brand. Po- litical campaigns use similar strategies to push candidates and ideas, and historically countries have used them to wage propaganda wars. Advertising in mass media is powerful, but mass media has a built-in moderating force. When trying to move many people in one direc- tion, mass media can only move them as fast as the mid- dle will tolerate. If it moves too far or too fast, people in the middle may be alienated. BREADCRUMBS TO THE EXTREME One important part of the an- swer is that people associated with foreign governments, without admitting who they are, take extreme positions in social media posts with the deliberate goal of sparking division and conflict. These extreme posts take advantage of the social media algo- rithms, which are designed to heighten engagement, mean- ing they reward content that provokes a response. Another important part of the answer is that people seeking to radicalize others lay out trails of breadcrumbs to more and more extreme positions. HOW TO PROTECT YOURSELF First, I recommend a huge dose of skepticism about so- cial media recommenda- tions. Most people have gone to social media looking for something in particular and then found themselves look- ing up from their phones an hour or more later having lit- tle idea how or why they read or watched what they just did. It is designed to be addic- tive. I’ve been trying to chart a more deliberate path to the information I want and ac- tively trying to avoid just clicking on whatever is rec- ommended to me. If I do read or watch what is suggested, I ask myself “How might this information be in someone else’s best interest, not mine?” Second, consider support- ing efforts to require social media platforms to offer us- ers a choice of algorithms for recommendations and feed curation, including ones based on simple-to-explain rules. Third, and most impor- tant, I recommend investing more time in interacting with friends and family off of social media. If I find my- self needing to forward a link to make a point, I treat that as a warning bell that I do not actually understand the is- sue well enough myself. If so, perhaps I have found myself following a constructed trail toward extreme content rath- er than consuming materials that are actually helping me better understand the world. Source: The Conversation H JEANNA MATTHEWS The writer is Professor of Computer Science, Clarkson University The detailed profiles the social media companies build for each of their users make advertising even more powerful by enabling advertisers to tailor their messages to individuals. These profiles often include the size and value of your home, what year you bought your car, whether you’re expecting a child, and whether you buy a lot of beer Far from coincidence, these instances of eerily accurate advertising provide glimpses into the behind-the- scenes mechanisms that feed an item you search for on Google, “like” on social media or come across while browsing into custom advertising on social media How targeted advertising on social media drives people to extremes

From invoking the Saptarishi’ (Ursa Ma- jor) constellation, seven basic notes of Indian classical music to saat phere’ (seven circum- ambulations) — parties give different reasons and logic to claim that they will emerge victo- rious in the polls. While the BJP hopes to score a hat-trick, the opposition Samajwadi Party and the Congress feel that luck will smile on them in the upcom- ing polls. The Election Commission had recent- ly announced the poll schedule in the state. Counting of votes will take place on March 10. The state will go to polls on February 10, February 14, February 20, February 23, Febru- ary 27, March 3 and March 7. The proverbial 'Aaya Ram Gaya Ram' is here again, and no matter what the law says, or what the sentiment and goal of the law is, the crossovers continue. It is not common to see politicians who have been ministers for a full five years sudden- ly decide to exit their parent party and join the rivals. In recent days, Uttar Pradesh, Goa and Punjab -- three of the five states going to the polls -- have had this drama unfolding almost daily. It must surely have made the voters sit up and pon- der. Uttar Pradesh is con- sidered to be one of the toughest political terri- tories in the country, where political equa- tions and affiliations are dominated by caste and religion. And the state has its own share of 'Aaya Ram Gaya Ram' stories. At least 20 leaders, including min- isters, have jumped ship so far. Just ahead of the election, Swami Prasad Maurya, a minister in the Yogi Adityanath government, an- nounced his resigna- tion on Twitter and joined the Samajwadi Party. After serving his complete five-year term as minister, he ac- cused the BJP of ne- glecting Dalits, OBCs and farmers. Maurya had switched over to the BJP from the Bahujan Samaj Party, months ahead of the 2017 Assembly elec- tions, accusing Mayawati of corrup- tion. Before joining the BSP in 1996, he had a stint in the Janata Dal. Soon after Maurya's resignation from the BJP, two more minis- ters — Dara Singh Chauhan and Dharam Singh Saini — followed in his footsteps. Metropolitan Magis- trate Vasundhra Chhaunkar has dis- missed the bail plea of Sulli Deals app creator A u m k a r e s h w a r Thakur. The IFSO unit of Delhi Police’s Spe- cial Cell arrested the mastermind of the Sulli Deals app from Indore last week after receiv- ing information about him from Bulli Bai app case mastermind Neeraj Bishnoi during the investigation. The Court noted that the investigation in the case is at an initial stage and the accused has been arrested after great and time-consum- ing efforts following the MLAT process. “The accused had consciously used Top Browser to disclose his identity and various complaints have been received against the ‘Sulli Deals’ app throughout the country . The investigation is at a nascent stage where crucial evidence and further chain of events are yet to be conclusive- ly unearthed,” the Court observed. According to the Court, granting bail to the accused at this junc- ture will prejudice a fair investigation. “Therefore, in the opin- ion of the Court, the ac- cused is not entitled to bail at this stage, “ the court said. “On the basis of above observations and reasons, bail applica- tion of accused Aumka- reshwar Thakur is dis- missed,” the court said. In July 2021, the ‘Sulli Deal’ app was made on the Github platform to auction Muslim wom- en. The matter came to light when Delhi Police took suo moto cogni- zance of this matter. The Delhi Police were investigating the case for the last six months but the first arrest in the case came after Bul- li Bai app case master- mind Niraj Bishnoi was apprehended from As- sam’s Jorhat. • 11. he sky is home to birds, and during Makar Sankranti every year they open their home to your kites. They don’t seem to mind it, except when the Chinese man- ja used to fly these kites takes the life of and injures so many of their friends and family mem- bers. They now live in fear in their own home. And it isn’t fair! The Chinese manja is made of nylon or synthetic thread and is treated with glass and metal to make it sharper. This can be dead- ly for humans and birds alike. Yet people use it. One of the high- lights of such birds treatment camps is that they garner the in- terest of the youth who come for- ward to volunteer. These organi- sations, conduct Bird Rescue Camps, in which many people take part as volunteers. These vol- unteers come to these camps for free and work with these organi- sations to learn things like bird handling, first aid, etc. City First ran an extensive interview with people taking part in these camps. Knowing that I helped someone in need brings me peace and makes me sleep better. It’s sad to see how often and badly these birds get hurt but I also know that many people are working hard to cntain or fix the damage. I think everyone should do it. —ADITI SHARMA It was hectic. Getting calls from all over the city for injured birds was a little overwhelming. I can’t believe how many of them get hurt. Our camp alone rescued over 100 birds and to know that there are more camps like us getting similar calls is just so sad. Working as a volunteer is rewarding but it is not for the faint of heart. I definitiely recom- mend doing it though. —RAKESH PRAJAPAT I’ve been working as a rescuer for as long as I can remember. It’s a difficult line to follow but to see so many people coming forth to work is just beautful. People are more aware and worried about their environment now. I hope in the future more people come to the aid and understand how to celebrate festivals safely. —SHAMROZ This was the first time I ever got in- volved in a camp like this. It’s so sad that the fun we have on Sankranti causes so much damage to these innocent creatures.
