4. Emergency Situation Procedures
at the Airport
• Member should be in contact with the airline as the file is
now under “Airport Control”
• If airline is unable to assist, then please contact Corinna
during business hours 0500-1300MST
• After hours contact UNIGLOBE 7*24 Rescue Line

6. Travel Arrangements
For all HLTA Requests the following are to be sent to PSP through
the ships office
•Signed copy of members CF100 (Leave Pass)
•Completed and signed copy of HLTA Travel Request form
•Copy of passport for member and any NOK travelling

7. Travel Arrangements
• All travel booked by PSP is done at the refundable airfare rate
as per SLA with CJOC to minimize any financial loss or impact
if a members HLTA leave period is adjusted or cancelled due
to Operational reasons
• PSP will raise itineraries and cost sheet(s) for review and
approval.
• Advise PSP for changes for Departure or Return timings, etc
8. Travel Arrangements
• Once approved eTicket will be issued
• Any changes to travel after ticket is issued for an:
• Operational reason, costs are covered under HLTA and
are not the members responsibility to pay.
• Personal reason are NOT covered under HLTA and are the
members responsibility to pay.
9. Travel Days

11. All travel is to be direct
Members are not entitled to any form of a stopover during the
travel period. A stopover is defined as any intentional
interruption of the journey to or from the post for any period of
time beyond the time required for the next connecting flight and
including any overnight stay.
If a member initiates any stopover for personal reasons at any
point along the carrier provided routing for the most direct
return journey between post and destination it will result in a
forfeiture of all travel related expenses associated with that
travel.
A NOK being claimed for, must travel as per guidelines for the
member
12. Passports
• GoC position is that Canadian citizens may only travel with
one passport.
• For CAF members the passport to be used is the one they
deploy under.
• If it is anticipated that travel will be to/from a country with a
visa requirement, then the member must get the required
visa for their passport.
13. Claims
PSP will generate the CF52 and HLTA Verification form and forward.
All claims packages are done by the ship for processing and
payment
14. HLTA
• 10.21.02(1) (Intent) The intent of HLTA is to assist a member
who is deployed or assigned to a place of duty outside
Canada to reunite with their next of kin (NOK).
• HLTA must be taken while deployed or the benefit lapses
• Cannot be taken within the first or last 30 calendar days of
deployment.
15. Home Location HLTA
All travel will be the most economical direct routing airfare
Ref CBI 10.21.05 (a) (MFSI)
Total travel time less than 24 hours no lay-overs longer than 5
hours.
As per SLA with CJOC.
No travel routing via the USA
All Home HLTA travel bookings will be made thru PSP

16. A Home location HLTA is
• Where the ‘immediate’ NOK normally resides
• Member’s last place of duty
• Where the member normally resides
*These could all be different or could be one in the same.
17. Who is the ‘immediate’ NOK
DCBA has determined the order as to whom a
member can identify as their NOK for the purpose of
HLTA.
This is a PRIORITY list these ARE NOT options.
• Spouse or common-law partner
• Child
• Parent or Guardian
• Sibling
• Grandparents
• Deceased - the person designated by Formation Commander
• Note: boyfriend/girlfriend do not qualify as dependent
18. Home Location HLTA what is claimable
1. any taxi/bus/train receipts for travel to/from/to
airport/home/airport
2. Car rental – first day and last day – includes fuel
3. if PMV used to provide a Google map showing the mileage,
mileage will be compensated at the low kilometric rate
4. any airport parking receipts, not exceeding 3hrs, if PMV
used as above

19. Home Location HLTA what is
NOT claimable
10.21.05(3) (Non-reimbursable expenses) The following expenses
will not be reimbursed:
•business or first class travel;
•meals;
•lodging;
•incidental expenses;
•fuel if PMV kilometric rate is claimed;
•automobile rental and associated costs such as fuel during the
period of leave at the member's home or previous place of duty.
20. Reverse HLTA
10.21.07(1) (Intent) The intent of Reverse HLTA is for members
‘immediate’ NOK to travel the members place of duty outside
Canada to reunite with the member.
PSP will book all RVRS HLTA travel this is due to the fact that we
must establish what the NOK travel allotment is.
Travel will be booked along same guidelines as a Home HLTA
The NOK for Reverse HLTA is as defined per a Home HLTA
21. Reverse (RVRS) HLTA
NOK is to travel from their place of residence during the
members deployment to/from the airport closest to the port of
call, where the members leave period commences, by the most
economical direct routing and back
The member's travel back to the port of call, if the ship has
sailed, is also reimbursable as part of HLTA but shall not be
included in the HLTA calculation.

All communication on RVRS HLTA are from ship/PSP/ship.
22. Reverse (RVRS) HLTA
All RVRS HLTA Travel must be booked thru PSP as per MOU with CJOC
Same booking parameters as Home HLTA
NOK must:
•travel from the airport closest to their place of residence during the members
deployment to/from the airport closest to the port of call, where the members
leave period commences, by the most economical direct routing and back
•May depart on the evening before the members first date of leave to arrive on
the first date members leave commences.
•Must depart to arrive back in Canada the last day of the members authorized
leave day
23. Reverse (RVRS) HLTA
The NOK travel allotment is based upon what it would have cost if the
member had flown from post to NOK location as per there approved
leave dates.
If the cost of the NOK flight is equal to or less than what the cost for the
member to have flown home is, then the full cost of the NOK flight is
covered under HLTA.
If the cost of the NOK flight exceeds what the cost for the member to
have flown home is, then only the cost up to the amount of what it would
have cost the member to have flown home would be covered under HLTA
The member would be responsible to cover the amount above this
amount.
24. Reverse (RVRS) HLTA
Please note: The cost if the member flew home is not to be
treated as an allowance rate.
25. Reverse (RVRS) HLTA what is
claimable
1. As per Home HLTA for travel in Canada
2. Ground transportation from airport/member location
Long term parking is NOT claimable

26. 3rd Location HLTA
Members should research their intended destination for the Visa
requirements on the passport they will be deploying under before
leaving Canada

27. What is considered a 3rd Location HLTA
MFSI 10.21.06
A third location is any location outside a radius of 800 km from
the member’s ‘immediate’ NOK, your residence or last place of
duty,
AND
a location outside the Theatre of Operations
That does not mean a member cannot travel
to Canada as a third location
28. 3rd location HLTA
With prior written approval of member’s CO, member
may proceed on leave to:
•another location with or without reuniting with their
‘immediate’ NOK
•3rd
location travel has a set travel allowance per port.
29. 3rd location HLTA
The 3rd
location allowance rate is solely to get the CAF member
to/from post to destination and NOT to travel to multiple 3rd
locations after arrival.
If a member travels from the intended 3rd
location to any other
location(s) they must return back to the original 3rd
location
destination at their own expense to travel back to the ship.
Members may claim the required ground transportation (taxi,
bus, etc) to travel post/airport/post and or airport/hotel/airport
DCBA
30. 3rd location HLTA
If Immediate NOK travel is being claimed, DCBA has clarified
they must travel under the exact same travel guidelines as the
member.
Travel must be direct from airport closest NOK home location
to/from intended destination
31. 3rd location HLTA
Members may book their own travel 3rd
location travel
No advances are given, members will be reimbursed up to the
max 3rd
location allowance upon return to post and filing claim
documents
or
Members may request PSP book their 3rd

32. 3rd location HLTA
May claim transportation expenses up to the maximum allowance
Must verify that intent has been met and that 90% was spent on
transportation expenses to receive full amount; otherwise
members will only be reimbursed for their actual and reasonable
claimable expenses.
Only the ‘immediate’ NOK travel may be claimed if there is any of
the allowance left over
If NOK travelling with children ensure a notarized letter is with the
NOK so they can travel with the children outside of Canada by
themselves
33. What is claimable for 3rd

Any transportation expenses for the member

34. 3rd Location HLTA what is
NOT claimable
10.21.06(5) (Non-acceptable use) HLTA under this instruction is
not to be used for the following expenses:
•transportation provided by the Canadian Forces
•business or first class travel;
•daily tours or cruises;
•meals;
•lodging;
•incidental expenses (visas, luggage fees) ;
•fuel if a PMV is used; and
•medical and other types of travel insurance including those
charged by the travel agent.
35. Travel/flight cancellation insurance

PSP will assist you with completion of all required paperwork as well as help guide you through the policies.
Whether you use Uniglobe services or book on your own PSP provides the same level of service to the CAF member.
Any eligible transportation expenses booked with PSP will be paid in advance no out of pocket to the member.
Should member make their own travel arrangements the eligible expenses will only be reimbursed upon return from leave and the claim is finalized.
Member submits all receipts and other supporting documents to PSP. PSP will complete and submit the claim for the member. This must be done within the first 30 days after return to post.

The CF has provided you with assistance in the form of the HLTA in order to do that. The CF will cover the cost of the TRANSPORTATION EXPENSES to reunite you with your NOK.

Member and up to only one (1) NOK can claim eligible transportation expenses
PSP is mandated to provide the most direct routing not the most economical. Total travel time less than 24 hours and no lay-overs longer than 5 hours. As per MOU with CJOC.

*These could all be different or could be one in the same.
Ex: If a parent is the NOK, The parent may normally reside in Calgary during the summer months and have a residence in Florida for the winter months. Florida could be considered a home location. The residence in Florida must be where the NOK normally resides. It cannot be a vacation destination.
Emphasize:
When going home you need not worry about cost. Our goal is to provide the member with the most direct routing. As per the MOU with CJOC.
Ex:
Taxi – keep receipts
Short term parking – keep receipts
Bus, train - keep receipts
Car rental – first day and last day – includes fuel with receipts
POMV – Low rate mileage
You may decide that you would prefer to go on a third location HLTA. You can choose to reunite with your NOK at a third location or you can choose to go to a third location without reuniting with your NOK.
A third location allowance is provided. Refer to sheet in package. Determined by DCBA.
What is considered a third location?
800km
You can travel to as many locations as you like during your leave period as long as they are approved and they remain outside of the 800km radius.
You CANNOT book/reserve anything until you have a signed leave pass because should there be an operational change to your leave any costs associated to changing your leave plans come out of your pocket. The CF will not be responsible and will not reimburse you.
I suggest you research your travel plans before leaving Canada so that when the time comes you know exactly what you want to do and what sort of price range you are looking at.
You may decide that you would prefer to go on a third location HLTA. You can choose to reunite with your NOK at a third location or you can choose to go to a third location without reuniting with your NOK.
A third location allowance is provided. Refer to sheet in package. Determined by DCBA.
You must choose either a home location or a third location. You CANNOT do a hybrid version.
You can transit through an airport within the 800km radius of your home; only if you continue onto your third location destination on the next available flight.
That does not mean that you cannot travel to Canada as a third location.
Actual and reasonable: No business class
Car rental: reasonable for members needs. Ex: some roads require 4x4.
Not claimable:
High end sports car (Lamborghini) as that would be considered a recreational activity.
Elephant, Dune buggy or day tours – also recreational activities
50% - If unable to separate transportation expenses from food and lodging one can claim 50% (mbr & NOK)
75% - Method includes lodging and transportation – claim 75%
On-going travel – Transportation that allows you to continue your travels. Ex: Taxi from hotel to the airport to catch a flight.
Verify what travel/medical coverage you already have through you current insurance providers. For both you and your travel companions.
