12. What is HLTA?
HLTA is a benefit normally approved for members of the Canadian Armed
Forces (CAF) deployed overseas for a minimum of 120 days but may be
approved for those deployed for less than 120 days but at least 60 days.
10.21.02(1) (Intent) The intent of this section is to assist a member who is
deployed or assigned to a place of duty outside Canada to reunite with their
Family Member.
13. Leave Entitlement on Deployed Operations
• When authorized, normally the travel options are:
• the member returns home to their Family Member;
• the member and one Family Member both travel to a suitable
Third location;
• the member may choose to travel to a Third location without
reuniting with a Family Member.
• HLTA must be taken while serving at the post or the
benefit lapses (you can’t cash it out)
• Cannot be taken within the first or last 30 calendar
days at the post.

14. All travel is to be direct
• All travel, regardless of the type of HLTA (Home or 3rd
Location) is to be directly to/from post to/from a (1)
destination as per the MFSI and DCBA clarification.
• Members are not entitled to any form of a stopover
during the travel period – no intentional interruptions of
the journey to or from the post, including any overnight
stay, with the exception of the time to connect with the
next flight.
• Any stopover initiated by the member for
personal reasons will result in a forfeiture of all
travel related expenses associated with that
leave travel.
15. What is considered Third Location?
Members may proceed on leave to a location other than
Home with or without reuniting with an eligible Family
Member.
Travel must be direct from post to/from intended
destination.
A third location is any location outside a radius of 800 km
from the member’s ‘immediate’ NOK, your residence or
last place of duty, and located outside the Theatre of
Operations, as stated by the TF Comd, this is 100km
outside the city in which the ship is berthed.
That does not mean a member cannot travel to Canada as
a third location.
Members may not travel to their home or former place of
duty via travel to a third location and vice versa.

22. Morale Mail/ Courrier Moral
There are a few different opportunities for mail drop off:
• Regular business hours at the CPAC or Signal Hill MFRCs
• During some evening programming (ie. Coffee Connections)
• Not local to Victoria? Most MFRCs across the country will
accept morale mail for deployed members.
Care packages are being accepted until November 4, 2022!

26. Respite Childcare/Soins Occasionels de Répit
Age 18 months - 5 years
For deployments or work-related absences of 21 consecutive days or more, you
are entitled to 1 free childcare session per week, up to 4 free sessions per month.
Book up to 8 days in advance by calling 250-363-2674.

Editor's Notes
RIMPAC is an important exercise for the RCN to participate in as it allows us to work with liked minded countries around the Pacific Ocean to build Capable Adaptive Partners
WIN and VAN hosted a Canada Day reception on 1 July to not only celebrate our Countries Birthday, but to share with our allies what it means to be Canadian.
The various departments on WIN constantly practice emergency drills in order to build in “muscle memory” so when-and-if an actual emergency occurs, the team can react without hesitation.
Its important for WIN to keep our weapons system functioning for when they are needed, so regular maintenance is conducted.
Pizza night gives each Department the opportunity to put their creative minds to work. Each week WIN rotates which department makes the pizza and gives the crew some tasty varieties.
The Air Department is constantly training to maintain proficiency and their skill set. This sometimes includes hoisting exercises which mimic Guardian being used to rescue people from the sea, a sinking ship, or a casualty needed medical evacuation.
WIN is everyone’s home away from home, so when a sailor ha s a birthday, the ships crew always like to celebrate with pie

If a member initiates any stopover for personal reasons at any point along the carrier provided routing for the most direct return journey between post and destination it will result in a forfeiture of all travel related expenses associated with that travel.
