categorization of the projectand from this a decisionis
made on whether or not afullE.I.A is to be carried out.
2) SCOPING-Itis the process of determiningwhich are
the most critical issues to study and willinvolve
communityparticipation to some degree. It is at this
early stage that E.I.A can most strongly influencethe
outlineproposal.
3) PREDICTIONAND MITIGATION-Detailed
predictionand mitigation studies followscoping and
are carried out in paralleled with feasibilitystudies .

audit of the E.I.A
process is carried out
some time after
implementation . The
audit serves a useful
feedback and learning
function.
