Abstract:
A fuzzy multi–attribute group decision making model is reviewed. Some typos in the original paper are corrected. Some absurd parts are
reconstructed to make an easy understanding. The method of TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) is
detailed explained. After all, deep thoughts into the original paper are made.

Noisy neighbors tend to disturb the whole neighborhood, which has become a major problem. Imagine waking up in the middle of the
night because of neighbors' disturbances. People in the neighborhood depend on their neighbors to keep the noise level down, yet too
many noises are being made. Neighbors can use methods such as approaching the neighbor, warning them, documenting the noise,
meeting with them, writing a letter, communicating, and having a peace offering. Also the whole neighborhood can create a Neighborhood
Noise Program, which helps stop unnecessary noise in the neighborhood. To determine what level of noise makes it through the walls is
hard. For instance a few months ago, I arrived home to find we had new neighbors. Later that night I realized that the neighbors were very
noisy. I am not the only person who noticed, the whole neighborhood did also.
The environment, people live in determines what type of neighbors they will get. Although people wish for good quiet neighbors, they
sometimes get the opposite. Neighbors who are noisy can impact the whole neighborhood. These neighbors are threatening because of

weight for each individual based on their corresponding stratum and treatment assignment (Linden, 2015; 2014). The stratification process
is meant to reduce bias in the observed covariates used to create the propensity score (Rosenbaum & Rubin, 1984), whilst the weighting
processes standardizes each treatment group to the target population (Linden, 2014). In the multivalued treatment situation (Linden, 2014;
