PROLOGUE
• Explaining the Wardha scheme of education,
Gandhiji said, “Taken as a whole, a vocation is
the best medium for the all-round development
of a boy or a girl and therefore the syllabus
should be woven around vocational training.”
• In independent India, his philosophy was
translated as ‘SUPW’ period in schools (Socially
Useful Productive Work). If we had implemented
these words of the Father of the Nation in letter
and spirit, India would have been an entirely
different country.

Prime Minister Shri Narendra Modi, in his first
Independence Day speech in 2014, laid clear his
priorities for an Atmanirbhar Bharat.
• He said, “Ramping up skills, particularly in
trades, through vocational education has
emerged as a recurrent and increasingly critical
priority for India.”
• He also highlighted the unique demographic
dividend of India when he listed the 4D factors
(Democracy, Demography, Demand and
Decisiveness) that make India an attractive
destination for investors.

Vocations were looked down as inferior to Professions and
Businesses. Thought of as Limited
Vocational education was perceived to be inferior to mainstream
education, meant largely for students who were unable to cope up
with the latter
Up until 2017 Rest were being provided theoretical knowledge in the
name of intellectual development, albeit inadvertently or due to lack
of vision.
But University graduates had no on-site work experience hence had
to accept whatever came their way.

PROBLEM TOO
….
Students passing out from Grades 11–12 with vocational subjects did not
have well-defined pathways to continue with their chosen vocations in
higher education..
A complete lack of vertical mobility for students from the vocational
education stream
Only less than 5% got Vocational Education.
The skill sector, the Industry sector, business sector and the Professional
services sector were suffering owing to stress on the Intellect
The country was suffering in terms of GDP and dragging on the
unemployed, unmotivated, youth

AND THE RESULT ALL THESE 65 YEARS OF
INDEPENDENCE?
• Jobs listed as White Collar and Blue Collar
• Differences in salaries differences associated with a false sense
of Status
• Students lost the sense of Dignity of Labor
• Students expecting govt jobs only… increase in Dependent
mentality.
• Students mentally unprepared to start business initiatives

RECOMMENDATIONS
SUSTAINABLE GOAL 4.4 By 2025, at least 50% of
learners through the school and higher education
system shall have exposure to vocational education.
The possibility of offering vocational courses
through ODL mode will also be explored in
programmes, wherever possible.

ALL educational institutions - schools, colleges and universities -
integrate vocational education programmes into mainstream
education in a phased manner, beginning with vocational exposure
at early ages, quality vocational education through middle and
secondary school and smoothly into higher education
To ensure that every child learns at least one vocation and is
exposed to several more, emphasizing the dignity and importance
of labour and exciting students about various vocations including
those involving local arts and artisanship.

Let The development of vocational capacities go hand-in-hand with
development of ‘academic’ or other capacities
Let the secondary schools collaborate with ITIs, polytechnics, local industry
etc. Create Incubation Centers.
Make Higher education institutions offer vocational education either on their
own or in partnership with industry .
Allow HEIs to conduct short-term certificate courses in various skills
including soft skills.

NEP 2020 SAYS DO IT LIKE THIS….
• ‘Make Lok Vidya,’ (knowledge developed in India), accessible to
students through integration into vocational education courses.
• Choose Focus areas based on Skills Gap Analysis and
• Map local opportunities, and
• Make Technical And Vocational Education a part of the larger vision
of Holistic Education.
• The MoE will constitute a National Committee for the Integration
of Vocational Education (NCIVE), along with industry participation

THE HOW’S AND THE WHEREFORES OF ----

• Incubation centers will be set up in higher education institutes in partnership with industries
• Indian standards will be aligned with the International Standard Classification of Occupations maintained by the International Labour
Organisation
• This Framework will provide the basis for Recognition of Prior Learning.
• Through this, dropouts from the formal system will be reintegrated by aligning their practical experience with the relevant level on the
Framework
• The Framework will also facilitate mobility across general and vocational education

WHAT IS AN INCUBATION CENTER???
• The incubator – the place where startups are born. When a baby is born, he/she is
kept in the incubator for first few hours and maybe days – this gives them a chance to
adjust to outside environment, and grow stronger before they face the outside world!
In a similar way, a startup is incubated in Incubation Center, which gives them a
chance to bring their business in shape, before they reach out to the world.
• In India, most incubation centers are hosted by an academic institute, and funded by
DST (Department of Science and Technology), which gives them access to
government agencies, as well as easy reach to professors and students in the college.
Some of the well-known ones are IIM A and IIT Bombay. There are other incubators
too, like Technopark (Kerala) and IKP Knowledge Park (Hyderabad), with focus on
certain specific sectors like technology and biotech. Overall, there are more than 50
incubation centers across India.
