2. RMSA is a centrally sponsored scheme of the
ministry of Human Resource Department,
Government of India, for the development of
secondary education in public schools
throughout India.
Launched in March, 2009.
To make secondary education of good quality
available, accessible and affordable within the
age group of 15-16 years.
3. To enhance the enrollment for classes IX – X
by:
Providing a secondary school within
reasonable distance .
Improving education quality by making all
secondary schools conform to prescribed
norms.
Removal of gender, socio – economic and
disability barriers.
Universal access to secondary level education
by 2017, etc .

6. New Schools:
Under RMSA, 11,577 new secondary schools
have been approved under the Scheme, out
of which, 10,082 new secondary schools are
functional where over 68,8,258 students are
enrolled.

8. Teacher Management under RMSA
Recruitment: Under RMSA till date 107262
teachers have been approved from 2009-10 to
2014-15. Till date 59353 teachers (55%) are
recruited and 47909 teaching posts are vacant.
The States with more than 50% vacancy are
Arunachal Pradesh, Bihar, Chhattisgarh,
Jharkhand, Meghalaya, Nagaland, Odisha,
Puducherry, Punjab, Rajasthan, Sikkim, UP and
Uttarakhand.
9. Training: Training for teachers under RMSA is
approved mainly under 3 heads: In-service
training, Leadership training for Head master
and induction training for new teachers.

11. Girls Education
huge increase in the participation of girls in
secondary education.
Girls Hostel
2160 Girls Hostels have been approved and
1778 GHs have been sanctioned.
Out of total sanctioned hostels, 482 hostels
are functional in which 28701 girls are
enrolled.
12. Vocational Education
Vocational component has been approved to 25
States for 2035 schools out of which only 3
States namely Haryana, HP and Sikkim have
started the implementation till date.
IEDSS
Under IEDSS, 2.22 lakh students have been
approved to be covered in 2014-15 along with
3268 special educators.

16. There is a rise in demand for secondary
education, but, despite an increase in the
number of schools, their geographic
distribution is uneven.
Although the gender gap has narrowed.
There has been no structured planning for
achieving gender equity.
17. The state’s strategy of having co-educational
schools with all three faculties is progressive
thinking but needs to be followed up with
extensive engagement with the parents to
convince them of the benefits of 13 this
approach.
18. The design of wheelchair access ramps was
inadequate, with ramps either being too
steep, without railings or indeed absent.
Most of the children entering grade IX lack
basic literacy and numeracy competencies.
Teachers are not sure of how to address the
needs of these children and bring them up to
grade IX level.
