WORK EXPERIENCE
AEP | UNM PROJECT; TULSA, OK | MAY 2016 – PRESENT
Field Construction Coordinator – Black & Veatch. The Underground Network Monitoring (UNM) project is
an improvement to American Electric Power’s (AEP) remote monitoring capabilities of their commercial
transformers. The new monitoring system is scheduled to be installed on AEP’s entire network from Texas to New
Jersey and last through 2018. The new system not only allows AEP to monitor both the transformer and the
conditions inside the vault where it sits but also control the network remotely.
Thomas was the sole Black & Veatch representative located in the Tulsa Oklahoma market. He acted as the primary
liaison between the Black & Veatch design and management team and AEP. His responsibilities included
monitoring the schedule, attending weekly meetings, overseeing the crew on a daily basis, material tracking,
equipment assignment and serial number recording. Thomas was responsible for resolving any issues with the
equipment or installation, he created and submitted a daily report to the client, assisted with configuring the
equipment pre construction and with soft commissioning of the equipment post installation. Thomas also followed
confined space regulations and completed daily permits, monitoring the atmosphere in the vaults as well as the
entry and exit of each individual.
AT&T | TURF PROJECT; SD/LV, CA/NV | 2014 – MAY 2016
Field Construction Manager – Overland Contracting, Inc. The AT&T TURF project is a nationwide
upgrade of the AT&T network for which Black & Veatch was awarded several markets. For the first couple months
in market Thomas assisted the San Diego closeout team in reviewing documents in order to close a handful of sites
in accordance with AT&T’s processes.
Initially, Thomas was named the Lead Construction Manager to start up the San Diego Small-Cell project. Over the
course of a two month period he collected data from over 1,000 sites in 5 different polygons. This data was
obtained in the field and compiled using excel and google earth. Regular meetings were conducted with the client
to discuss the data in order to maintain client satisfaction.
Thomas was later assigned the role of Field Construction Manager on the LTE 2C initiative where he successfully
managed the build of over 30 sites. He was responsible for preconstruction activities, such as material sourcing,
and design review and stayed on the project through its total duration. Construction responsibilities included
communication with Landlords/Owners and the general contractor, managing the schedule, safety, and quality
through daily site visits. He kept in constant contact with the client (AT&T) in order to ensure that the site was
built and functioning properly, as well as submitting change orders and completing a quality site acceptance walk
at the conclusion of the project. Thomas was also responsible for trueing up all costs between the client and the
general contractor. After a year in San Diego Thomas was assigned to perform the same responsibilities on the
AT&T TURF project in the Las Vegas market. Thomas was able to complete the build of over 80 sites during his 12
month assignment on that project.

Construction Manager – Overland Contracting, Inc. The Sprint Network Vision project consisted of a
nationwide upgrade to the Sprint Network of which Black & Veatch was awarded the following markets; San
Francisco, Chicago, Indianapolis and Minneapolis. Thomas started out in Kansas City performing preconstruction
activities. For the first 2 months his main objective was to obtain permits so that OCI could work in all of the
2. jurisdictions in the Chicago and San Francisco markets. Thomas spent 13 months in Chicago where he was
responsible for covering the war room bridge. He answered calls and documented all visits to the 1,200 sites in that
market. He was later assigned to the commissioning team where he helped manage the 3G portion of the
Acceptance Test Plan, as well as assigned and managed Tiger Teams to clear all alarms.
Thomas was then relocated to San Francisco in February of 2013 where he spent 12 months managing the single
combination MMBS conversions (500+), converted temporary ground Mount RRU sites to full build sites,
managed the clearing of all alarms found during the commissioning process, and maintained multiple trackers and
reports.

was responsible for the review of meeting minutes and drawing proposals, attended weekly progress meetings,
coordinated work tasks with the contractor, scheduled meetings, performed project completion punch lists,
assisted inspectors, and participated in the design phase of a new project.
CITY OF WILMINGTON | WATER TREATMENT EXPANSION; SWEENEY WATER TREATMENT

Assistant Project Manager – Walsh/Archer Western Contractors. The Sweeney water treatment plant
expansion project was a $65 million expansion which increased the plant’s treatment capacity from 27.5 million
gallons a day to 44 million gallons. Thomas identified and recorded all concrete breaks, updated drawings,
presented safety meeting lectures, collected and filed Job Safety Analysis’ (JSA) and Job Hazard Analysis’ (JHA),
purchased tools/materials, coordinated material deliveries, consolidated responses to RFIs and submittals into one
document, reviewed O&Ms, hired subcontractors, and prepared sketches for the foreman. Mr. Ripberger also
worked in the field as a laborer alongside the pipe fitters, carpenters, and the field engineer.

Assistant Project Manager – Bowen Engineering. The Edith Ave WTP expansion project was a $7.6 million
expansion, with the addition of a one-million-gallon water tank. Thomas was responsible for general office work,
including filing and preparing O&Ms. Was later placed on a field assignment as the sole representative for Bowen.
While in the field, Thomas was responsible for daily coordination and supervision of the electrical subcontractor
and painters.
