Construction of 27 miles of concrete paving and 5 bridges with a total footage of 4000ft for tanks on base.Multiple
cranes and dirt moving equipment. Took over the last 4 months of the job as superintendent and completed the
punch work also. The job was completed without any LT accidents or first aids.

Yates Construction,is responsible for the design/build of a new medium security prison for
women. The 650,000-SF facility will house 1600+ inmates and feature state-of-the-art
security systems. Lead architect/engineer is GRW headquartered in Louisville, Kentucky
and a proven design partner with Caddell. $200,000,000 project

Responsible for the safety program as Caddell performed structural additions
to the facility, security upgrades,total architectural upgrades,and major
changes to the mechanical, electrical, and plumbing systems.This facility
received significantly improved refrigeration and fire suppression systems.
This project was performed in eight major phases and severalsub phases.
Major challenges included maintaining the operational status ofthis 100,000-SF facility during the entire duration of
the work, while also ensuring the absolute safety of the shoppers and store staff.

Design/Build Combat Aviation Brigade / AIT Barracks
Fort Sill, OK
Responsible for managing the Safety program for the construction of a major barracks
complex at one of the Army’s primary weapons training facilities. Project scope included
3. four 2-story barracks buildings (approximately 262,000-SF), a running track, and various ancillary facilities. The
AIT Barracks includes a Company Operations Facility on the first floor. The complex employed modular
construction to meet the very aggressive D/B schedule. This project was performed under an IDIQ contract with the
USACE Southwest Division for multi-state barracks construction.

Barracks Replacement
Fort Benning, Georgia
Responsible for managing the safety program for the construction of the barracks, three
headquarters office buildings, five company operations facilities, and various support structures
at Fort Benning. The work included site development and utilities and was located at two sites
designated as the Main Post and the Kelley Hill area. The project was completed early with
ZERO lost-time accidents and unprecedented recognition from the U.S. Corps of Engineers as
one of the safest projects ever performed at Fort Benning.

Design/Build Whole Neighborhood Renewal Project
Fort Knox, Kentucky
Managed safety program for all aspects of the design and construction of 178 units of
military family housing for senior enlisted personnel. Scope of work included site
work, infrastructure, and neighborhood amenities to provide a housing complex
comparable in quality and design to an up-scale private sectorresidential community.
Caddell also performed demolition of 52 two-story units. Project completed on-
schedule.

Whole Barracks Complex Renewal
Fort Campbell, Kentucky
Managed safety program for construction ofa multi-structure complex covering 10
acres with more than 258,000 total SF underroof. Caddell’s project scope included
a 3-story barracks building that houses approximately 400 personnel with an adjacent
soldier community/conference facility, three company operations buildings, a brigade
headquarters building, and a battalion headquarters. Caddell is completing final work at three separate project sites.
Project has been completed with zero lost-time accidents.
4. Safety Director: Barnhart Crane & Rigging Company / Memphis, TN (1997-2003)
Directed company-wide safety program for major crane and rigging operation serving a wide range of commercial
and industrial projects. Responsible for branch offices in Decatur, Mobile, Little Rock, and Jackson, MS, with a
workforce of over 300 employees operating all over the United States. Managed safety compliance for over 100
mobile cranes and 50 over-the-read heavy haul transport and platform trailer rigs. Managed workers compensation;
setup of emergency rooms and physician services; performed job audits; conducted safety training; ensured OSHA
compliance; investigated accidents; implemented loss control programs; administered drug testing; oversawcrane
certification process; and generally managed and administered all safety-related functions.
Personally developed and implemented safety compliance programs for this firm’s branch offices. Worked closely
with safety department of major contractors and owners including Witco, Williams Refinery, Arkansas Nuclear One,
Alumax, Duke, Fluor-Daniel, Siemens, Nucor-Yamato, Cargill, Nepco, Citco, Mobil Refinery, Pine Bluff Arsenal,
Birmingham Steel, Taum Saulk Power, TUC, Panda Power Project and many more.
Accomplishments during thisperiod included:
Achieved complete turnaround of safety programfrom double digit Lost-time and No Lost-time recordable
accidents to ONE OSHA recordable in 2002-2003 and ONE NLT injury in two years. Workers comp costs
were reduced from triple digits to $3,000 in 2002, and to ZERO for the first four months of 2003.
Set up a better waste oil reduction program with approximately $8,000 per year savings.
Instrumental in setting up a safety audit program with extensive audits done in the field operations.
Established a random alcohol and drug test program.
Improved coordination with state and local law enforcement offices for heavy haul jobs, which frequently
entailed road closures,detours,public safety and bridge jumping.
Worked with all major contractors and their safety departments before, during, and at closure of jobs to make
sure safety policy and procedures,as well as problem solving were followed.
Worked closely with insurance adjustors on workers comp, property/equipment damage, and vehicle accidents
to reduce costs and settle claims.
Set up effective safety award programs, safety meetings, toolbox safety talks, and employee annual recognition
program.
Safety & Security Coordinator/ Halstead Metal Products / Wynne, AR (1991-1997)
Responsible for the coordination of the safety for workforce of 1000 employees. Activities included environmental
control, waste disposal, and compliance. Developed and trained all employees in OSHA compliance programs,
which included haz-com, PPE, confined space, lockout tag-out, blood borne pathogens,etc. Issued forklift and
crane operator tests and licenses; developed and administered safety incentive programs; investigated and tracked
workmen’s comp claims. Also responsible for security enforcement. Broke-up two theft rings and numerous other
security breaches. Worked closely with the Department of Labor to ensure a safe workforce. Debated and won two
OSHA citations.
