Cultural Policies – and how they affect my business
In the creationof my businessthere are plentyof thingsthatIneedtoconsiderone of the main
thingsiscultural policyandhowthat changesthe businesswhetherthatbe creatingnew
opportunitiesorcreatingcompetitionthatmaycreate challengesthat the businesswill needto
combat.Political changescanalso affectthe business asthe economyisa factor thata lotof
businesseswillneedtoconsider –it’sa tide that’sconstantlychanginganda businessshouldkeep
on topof it to ensure theycan keepmakingthe same amountof profits.
Between2011 and 2015 the governmentintroducedanew cultural policythatproducedfundingfor
charitiesthatbenefitcommunitiesandpromote creativity,thisinvolvesthe national lottery
producinggrantsand sparkingthe everydaypersonsinterestwithinthe worldof artand culture.Its
aimis to bringpeople togethertocreate new communitiesandsupporttalentnomatterwhatkind
of backgroundtheyhave.In1995 the national lotteryfundingcompletelychangedthe flowof the
arts as it allowedmore creativepeople togetinvolvedandexperimentwiththeirideas.The funding
for thisfromjustthe national lotteryonaverage isaround 200 millionpounds,thisitself createsa
massive impactbutwhenplacedalongside otherfundingtowardsthe culture itamountstoaround
600 millionpounds.
A significantadditionthatcame alongwiththe new cultural policyisthe catalystfund an
organisation/fundingcreatedtohelpcreativecharitiesandsocial enterprisestofundraise,theywill
match donationsraisedbythe organisationsinordertogive thatorganisationthe creative boost
that itneeds.If you’ve collectivelyraised£15000 for your organisation, theywillthengrantyou
another£15000 whichformany isa great incentive toraise fundsforthe creative industriesitalso
meansthat certaincreative organisationscangetexactlywhatthe needtocreate what theywant~
whencreatingmyenterprise thiskindof grantwouldbe quite beneficialalthoughitwouldmean
that my venture wouldhave tobe non-profitorcharitable asthose typesof businessesare the ones
that applyto the policy.ThisissomethingIwouldneedtoconsider,if Iwasa corporate video
companythat createsgoodqualityvideosfornew andsmall businessesthatmaynot be able to
affordthat kindof videoproduction,Imaybe able to acquire fundingthroughthisformatasit would
allowmyfundingmodel tobe more developedandflexible. Althoughthe cultural policywouldn’t
wantto promote this sort of ideaas it’smore directedtoa business audience, soImay thenneedto
focuson creatingcorporate videosforothernon-profitorganisations.
One of mycase studiesTrettFilmsdoesthissortof thingoccasionally,recentlyasapart of mywork
experience placementIgotto work as a runnerfor themon a project fundedbyNorfolkCounty
Council andSkyArts, the videowastotry and show people thatfostering/adoptingchildrenwasa
great thingtodo and it wasreallybeneficialtothe organisationspromotingit,itmeantthatthey
couldreceive the kindof exposurethata forprofitorganisationwould.
Anotherpartof the policywasintroducedin2011 whichaimedto promote creative education,this
meantthe curriculumhad more creative focused subjectsintroduced,thiswastomake sure that
anyone couldparticipate inbeingcreativeandbringingsomethingtoour currentsocietyandculture,
it meantthata lotof subjectssuchas Art,Drama, Mediaand othercreative subjectsgainedmore
funding,schools/collegesweremore likelytobe able tofundthe projects. Itismore inclusive to
those whohave a more creative andlessacademicworkstyle ~thissort of thingcouldbe something
that as an organisationIcouldconsider,itwouldallow access toyoungervolunteersanda wider
collectionof ideasasthe youthhave manycreative ideasthatcouldbe highlybeneficial tothe
organisationandhowitcreatesvideosforcertaincharities.
Anotherpartof the policiesintroducedwasthe researchputintophilanthropyandhow tomake
people fundcertainprojects,thisresearchitself wasverybeneficial. Asanexample alotof
successful self-fundingprojectsbenefitmore whentheyofferuprewards,thisisthe sortof thing
that manycompaniesdoon KickstarterandPatreondo,a companycalled ‘SkinnyMinis’setupa
Kickstartertohelpthemfundtheircreative projecttocreate table topminiaturesthatcanbe used
ina multitude of roleplayinggames,theywantedacheaperalternative sopeoplecanstill playthe
game evenif they’re notmakingtoomuchmoney. To fundthis,theywenttoKickstarterandhad
askedpeople interestedtopledgeandovertime theyover-exceededtheirexpectationandgained
around$1,000,000 whentheyonlyoriginallyaimedto earnaround£35,000. Thisis a prime example
of a small businessgainingsuccessthroughonline support.Theyknew theiraudience andmarketed
the piece rightand thengotway more than theyneededtostartthemselvesup.Followingthe non-
profitroute my businesscoulduse crowdfundingprojectsandinitiativeslikethistotryand gain
some funding,thiswillmeanIcouldgainequipmentthatmaybe a lotharderfor me to get if I was
creatinga normal profitable business.
As well asconsideringthe changingcultural policyIwill alsoneedtoconsiderthe different
legislationsthatmayaffectcertainthingsthatmypotential companymaycome across especially
whenfilming,I’ll needtoconsiderwhatanon-profitorganisationcanandcan’t do. Specifically,for
my businessidea,Iwill needtomake sure formostshootsthat I have all of the appropriate
documentation,these being:
• TalentReleases - adocumentationthatgivesafilmmakerthe righttouse a voice orvideoof
youand thensell it.Itprotectsfilmmakersfromhavingtore-doawhole projectbecause aperson
decidedthey didnotwantthe filmtobe shownanymore (asthatis theirright,itwouldhave tobe
takendown). If a filmisdistributed,adistributorwill needcopiesof the talentrelease forms for
themto distribute the film.
• LocationReleases - A locationrelease muchlikeatalentrelease isaformof documentation
that givespermissiontoaphotographerorcrew allowingthemtouse a premisesforphotographyor
filming.
‘Locationrelease isabindingcontractbetweenthe photographerandthe ownerof a private
propertywherebythe ownerof the propertygrantswrittenpermissiontoshoota movie,video,
commercial,photographyorsimilarproductionsonthe owner’sproperty. Thisagreementincludes
provisionsregardingforgoingthe owner’srighttosue forspecifictypesof claims,allowingproducer
and teamto enterproperty,releasinganyrightstorecordingof one’sproperty,andpotential

These are onlya fewof the documentsthatwouldneedtobe consideredbut arguably twoof the
mostimportantpiecesof documentation. Aswell asthese piecesof documentationIwillneedto
considercopyrights,trademarksandalso otherpiecesof intellectualproperty, it’slikelythatinalot
of shootsroyalty-free musicwill be consideredor I will asksomeone foranoriginal piece tobe
createdfor the video, anybusinessescaughtinthe videowill likelybe blurredunless permissions
have beengrantedtoallowthe use of the businessesnames/logos. WhenworkingwithchildrenI
will needto lookintothe currentchildlabourlaws andplanany of the shootswiththose in
consideration thisincluding:
• Will workno more than40 hoursperweek.
• Will needaperformance licence.
A keychange to politicshasshiftedthe creativeindustriesinthe lastfew years,the mainimpactwas
the resultof the 16th
June 2016 UK referendumwhichdecidedthatwe were goingtoleave the
European Union,whatdidthismeanfor the creative industriesthough?Well, itmeans:
• TravellinginandaroundEurope will be more difficultasdifferentcustoms
procedureswill be inplace due tothe UK not beingapart of the EuropeanUnion.
• If any of the employeesare fromanyEU countries, theymayhave tofollow a
settlementscheme andvice versaif youare a UK citizenandyourbusiness/your
currentplace of livingiswithinanEU country.
• Companieslocatedwithinthe UKwitha website domainname including.eumay
needtochange theirdomainsto .ukas there are goingto be manydata changes
throughoutthe processof BREXIT
• AnycompaniesfundedbyEUfundingprogramsmay lose theirfunding,thisisahard
hitterto anycompaniessupportedbythese programsasitmeanstheymay lose a
large chunkof income.
Thismay meanthat any Europeanfundingtothe arts will be lostmeaningalotof businessesmay
have to findotherwaysto survive,travellingbusinesseswill finditmuchharderto travel aroundand
withinthe European Unioncreative businessesmaynotbe able totravel here inorderto share ideas
and move ourartisticculture forward. Leavingwill create abigimpacton our creative economy,
whetherthatisa goodor bad impactis yetto be determined.
All of thisneedstobe consideredinthe creationof mybusiness tomake sure itsnotonly
contributingtothe creative economybutalso takinganyopportunityitcanto excel throughall of
the current fundingandlawsinplace.

Anotherpartof the policiesintroducedwasthe researchputintophilanthropyandhow tomake people fundcertainprojects,thisresearchitself wasverybeneficial. Asanexample alotof successful self-fundingprojectsbenefitmore whentheyofferuprewards,thisisthe sortof thing that manycompaniesdoon KickstarterandPatreondo,a companycalled ‘SkinnyMinis’setupa Kickstartertohelpthemfundtheircreative projecttocreate table topminiaturesthatcanbe used ina multitude of roleplayinggames,theywantedacheaperalternative sopeoplecanstill playthe game evenif they’re notmakingtoomuchmoney. To fundthis,theywenttoKickstarterandhad askedpeople interestedtopledgeandovertime theyover-exceededtheirexpectationandgained around$1,000,000 whentheyonlyoriginallyaimedto earnaround£35,000.
