2. The Planning Commission was set up by a Resolution of the
Government of India in March 1950 in pursuance of declared
objectives of the Government to promote a rapid rise in the
standard of living of the people by efficient exploitation of
the resources of the country, increasing production and
offering opportunities to all for employment in the service of
the community.
3. OBJECTIVES
•To deal with disparity of income and wealth
•Govt. activism required for socially desirable
activities with available resources and foreign
exchange
•Govt. intervention required for development of
infrastructure
•Balanced regional development
4. GOALS OF 12TH FIVE YEAR PLAN
Universalisation of Secondary Education by 2017
In 11th plan, the total public spending on health (combined
of state and centre) was less than 1% of GDP. 12th plan
aims to increase it to 2.5% of GDP by the end of 12th plan
IMR (infant mortality rate) was 47 in 2010 and 12th plan
aims to bring it down to 25 per 1000 live birth by the end of
plan period

Aims to bring down MMR ( maternal mortality rate) to 1
per 1000 live birth by the end of plan period
Not even single Indian university figures in list of top 200
universities in the world.12th plan aims to get 5 Indian
university in the list
11th plan added 55,000 MW of generation capacity which
was short of target set and 12th plan envisages to add
88,000 MW by the end of plan period.

Generate 50 million new job opportunities in non-farm sector
and provide skill certification to equivalent no. during 12th plan

Reduce fertility rate to 2.1 by the end of 12th plan
7. Reduce under nutrition among children aged 0-3 to half of
the NFHS-3 level by the end of 12th plan
Ensure 50% of rural population has access to 40 lpcd piped
drinking water supply and 50% of Gram Panchayat achieve
Nirmal Gram Status by the end of 12th plan

India is on track for the achievement of a TFR
target of 2.1 by 2017
Reduction of infant mortality rate
Prevention and reduction of anaemia among women aged
15-19 years to 28%
Raising child sex ratio in the 0-6 years age group from 914
to 950

non-communicable diseases(including mental illness) and
injuries
• Reduction of poor households’ out-of-pocket expenditure:
Increase in public health spending to 1.87% of GDP by the
end of twelfth plan
• Under nutrition among children
• Provision of clean drinking water for all
11. GOALS TOWARDS COMPREHENSIVE
HEALTH CARE
o 12th plan will prioritize convergence among all the existing National health
programs under the NRHM umbrella
o Families and communities must be empowered to create an environment
for healthy living
o 12th plan must break the vicious cycle of multiple deprivations faced by
girls and women because of gender discrimination and under nutrition
o 12th plan should aim at locating a health sub centre in every panchayat &
an AWD in every habitation for integrating the delivery of health, nutrition
& pre school education services
12. o 12th plan should encourage states to enact a Public Health Act,which
enables proactive measures to avert threats to public health before
an emergency occurs
o According to the Rural Health Statistics,2010, there is shortage of
19,590 subcentres; 4,5252 PHCs & 2,115 CHCs in the country. It is
essential to complete the basic infrastructure needed for health
delivery in rural areas by the end of 12th plan
o A major challenge in 12th plan is to ensure that all urban slums and
settlements are covered with sub centres and ICDS centres and PHCs,
through NUHM
13. o 12TH plan must also aim at computerizing and interlinking all health
facilities & use IT/Mobile technology for creating new interfaces
o 12th plan further advocate to have personnel from traditional health
care providers such as Registered Medical Practitioners & Traditional
Birth Attendants
o 12th plan will establish a Human Resouce Health Management
system for improved recruitment, retention & performance;
rationalize pay, allowances & incentive structures; and create career
tracks for competence based professional advancement
14. o At the central level, the Rastriya Swasthya Bima Yojana is a health
insurance scheme available to the poor and other identified target
groups where the Central Government and State Governments share
the premium in the 75:25 ratio
o 12th plan will explore the possibilities of introducing a government
funded health insurance plan for every citizen
o In 12th plan nursing staff & pharmacists may be trained and
promoted to become rural doctors
