KEY RESPONSIBILITIES:
 Develop and Maintain Subcontract Plan
 Pre-qualification of Subcontractors through analysis of information sent in response to
questionnaires, financial investigation, and reference checks.
 Develop and finalize of Bidders Lists for each type of work to be subcontracted and obtaining
production's approval.
 Consult with project management and coordinators on scopes of work and other requirements
pertinent to a specific Subcontract.
 Receive and check requisitions for Subcontracts.
 Ensure the inclusion of HSES requirements in Subcontract Agreements.
 Resolve any discrepancies or deficiencies within the requisition or technical documents.
 Obtain clarifications, missing documents, or information.
 Prepare and issue formal Request for Proposals.
 Plan and arrange for bidders to make site visits (where applicable).
 Facilitate responses to Bidder queries regarding the Request for Proposal.
 Facilitate bid clarification meetings, pre-award, and award meetings as required.
 Ensure proper meeting minutes are recorded and distributed in timely fashion.
 Effect negotiations to meet project and business goals.
 Evaluate proposals and make recommendations for award after technical input.
 Obtain appropriate approvals for award.
 Ensure tax, bank guarantees and insurance requirements are correctly addressed.
 Ensure Subcontract schedules are monitored and in line with Project schedules.
 Prepare, execute, and issue Subcontracts Terms and Conditions and related documents.
 Ensure proper insurance certificates and bank guarantees are on file and log maintained to monitor
validity.
 Assist project team in resolving Subcontractor disputes, claims, and performance issues.
 Identification, evaluation, preparation and subsequent agreement of Subcontract scope of work
changes.
 Prepare and issue properly approved Addendum's and Change Orders in support of project
requirements.
 Maintain Subcontract files with documentation required for audit.
 Ensure control of formal communications with Subcontractors.
 Ensure Prime Contract conditions, where applicable, flow through to Subcontractors (unless
otherwise approved).
 Provide input to project weekly / monthly reports.
 Responsibility to manage the invoice and payment process of subcontracts - this involves
the valuation process, acknowledgement of service, preparation of the progress payment control
sheets and obtain approval of invoices.
 Closeout all subcontracts in accordance with the Project Procedures including completion
certificates, final account certificates and performance evaluations.
 Tasks as assigned by Project Subcontracts Manager and /or Senior Managers.
 Responsible for compliance with Guidelines, Policies and Project Procedures.
SECONDARY RESPONSIBILITIES:
 Assist with the development and update of cost forecasts for input to Project Controls Manager.
 Identification, evaluation and monitoring of Subcontract risk to the project.
 Provide Weekly/monthly reports to Subcontracts Managers.
 Assist with the establishment of cost forecasts for input to Proposals / Estimating Manager.
