Construction Site Manager
 I joined the project and during my first week I was involved in the coordination and management of the
Plant 32 Vacuum Column Hydrotest which was 14.4m dia x 43.04m TAN to TAN, utilizing 6.5million liters of
water. This included the coordination of subcontracts who were CBI Horton (Boilermakers, Welders), Clean
Harbors (Hydro, Water Cleaning) and negotiations with CNRL Operations and Firewater Systems in order
to achieve approvals to perform the test. Once the test was completed and approved by an ABSA inspector
then we had to coordinate a full wash out of the Vacuum Column and prepare for the Tray elevations leak
test.
 Unilaterally I also was in charge of Managing the construction of (3) Heaters which consisted of
subcontractors: Black and McDonald (Boilermakers, Welders, Ironworkers, Pipefitters, and Electricians),
Aluma (Scaffolders), RHI (Ceramic Bricks/Insulation).
 This position was at the client level and required us to Manage all Subcontractors involved in our
designated areas and cross coordination internally to support the overall project this entailed:
o Approval for all Site Instruction Notices and handling of all Requests For Information through the TR
engineering team
o Area Authority signing of daily permits via the TR permitting office system.
o Budgetary responsibility and approval of Subcontractors P.O’s
o Manpower utilization, PF Factor and Schedule management
o Answer to the Project Director and high level client meetings with CNRL
o Champion Safety and perform daily inspections of work fronts being performed
o Coordination with the planning and QS divisions
o Work closely with Quality Control team, systems, procedure and ABSA requirements
o Subcontract Management, bid proposal reviews and qualify proposals.

Associate Project Manager – Construction
 Reported directly to the VP of Operations and the Director of Operations performing project reviews and
Project analysis. My first review was located at the Surmont 2 SAGD Project where we were performing the
commissioning and start up. My objective was to review how KBR was performing and to report plus find
solutions to any deficiencies that I came across in order to improve on performance and client relations.

 The other review I performed was at the Joffre Nova Chemical Furnace Revamp, which was experiencing a
high volume of incidents and also was experiencing a difficult client. My main objective was to investigate
the safety culture and try to uproot the issues and trend that the project was experiencing. I attended
toolbox meetings, rigging studies, safety inspections and stayed close to the field safety team to observe
how the work was being performed by all trades. Another tactic was to interview all the supervision and ask
them specific questions pertaining to the safety incidents and how KBR has supported them; I evaluated
their attitudes towards safety and the company. The conclusion was that in order to mend the client
relations were to first prevent the incidents then look into how to improve the performance.

Air Liquide Reformer Project CNRL

 This project consisted of a Reformer Furnace and Waste Heat Recovery System where I managed and
coordinated all the Superintendents, Staff, Subcontracts, and Project Controls, FIWP coordinator,
Engineering, Quality Control, Safety culture and Client relations. This included daily coordination of all
the Superintendents and DFL supervision, daily reporting to the client, developing plus maintaining a
30day construction schedule. Further responsibilities included the management of budget, PDN’s and
project controls support.
KBR – January 2014 – July 2014
KBR Wabi Main Office / Suncor OSBL, NACG Pipeline Project
Construction Manager
 I was stationed in the KBR home office with a team of schedulers, estimators and managers working on
proposals for multiple bids. My main focus was to manage the Path of Construction, estimate reviews,
budget, subcontracts, schedule analysis, client reviews, manage clarifications and manpower projection.
Then I was requested to mobilize to Suncor Fort Hills for the NACG OSBL Pipeline Project as the
Construction Manager / General Supt where I was in charge of a staff team (IFL) consisting of admin,
planners, technical specialists, safety, quality control and direct labor upwards around 70 workers. The
scope of the job was to install 2100m of raw water system which ranges from 54 – 3 Inch piping where we
performed stringing, fitting, welding (B313, Z662), Installation with side booms and in position fit and weld
then hydrotest, jeep and tape for turnover. This job was on a lump sum hard dollar bid with a very
aggressive tight schedule.

KBR – October 2013 – December 2013
Spectra Aitken Creek
Nightshift Manager
 Overseeing structural erection / demolition; heavy lifts coordination, rigging and piping
installation. Subcontracts included are hydrovac, pile installation, survey, electrical, lead paint
abatement and scaffolding. The project is the Spectra Aitken Creek Processing Facility
reactivation (ACP) which will enable Spectra Energy to safely and effectively reactivate the
ACP facility which produced approximately 100 MMSCFD of sour raw gas and has been idle
for 12 years. Coordination with project controls in order to develop and maintain an
aggressive schedule and to harmonize with a safe working environment, create and manage
all RFI’s and PDN’s, installation man-hours’ tracking, cost control, equipment, tools and
materials control, client interaction, supervision and manpower work front coordination and
planning. Daily walk downs and punching of systems with the client QC and coordinators
were being performed near the completion of construction in preparation for commissioning
and startup.
KBR – May 2012 – September 2013
Syncrude - Aurora Mine Relocation
Construction and Relocation Construction Manager / General Superintendent
 On site for 16 months completing the planning, scheduling and costing elements including
involvement with building the financial reporting forecasts for the duration of this project.
Creation of a daily job card system for all disciplines and work fronts associated with the
relocation, commissioning and startup of Trains 1 & 2 under a high pressure aggressive
schedule that was closely coordinated with the Syncrude process teams in order to be able
to take advantage of any scheduled shutdown activities plus working activities in a live plant
situation that were required to be completed pre-relocation. The job card system also helped
in the creation of the Skyline Schedule which included the relocation and turnover activities
managed daily in client War Room coordination meetings. I was also involved in the turnover
walk-down sessions with the client and manpower coordination to ensure all systems were
completed pre startup. This project involves the relocation of two Syncrude ore trains from
the East Pit Mine to the Fort Hills Site. This move is a 2K move with the largest facility being
in excess of 3300 tons. In the middle of the relocation of the two trains I was involved in the
construction and startup of a Process Water Pump-house that will be supplying the process
warm water to the relocated facilities. Along with the construction of the new PWPHwas the
relocation, startup and commissioning of the existing pump-houses for both Train 1 & 2, the
caustic facility along with new piping to accommodate the new location design. Total

KBR – October 2011 – May 2012
Kitimat LNG Houston Texas
 Part of the Construction Management Team assembled to submit the Construction Estimate
for the Kitimat LNG Project. Duties included the interface with the engineering team to
complete the FEED and develop the plans for temp facilities, camp, manpower / supervision
requirements, schedule, subcontracts and materials. Implementation and management of the
Heavy Lift Program which included deliverables, transport routes, crane positioning and lifting
schedule.
KBR – November 2009 – August 2011
EGTL Project Escravos Nigeria Delta State
Construction Management Team and Structural Superintendent / Manager
 The EGTL Project was executed by a joint venture of KBR and Saipem under an EPCM cost
reimbursable contract valued in excess of $8 billion. Responsible for the process area prime
contractor and LCC (local contractors) which consisted upwards of 500 workers and 50
supervisors. My main focus was to deal with the management to follow schedule, progress,
manpower utilization, RFI (request for information) problem solving, Safe Work Procedures
and Communications. This area included 10000Tons of stick built steel for the Reactor
Towers, Process Pipe racks, miscellaneous structures, compressor shelters, wax filtration
units, vessel and stack platforms and walkways. All of which were accomplished in multi craft
sequences and construction plans. The Prime Contractor (Daewoo) a Korean Company and
the Nigerian workforce made a diverse work setting with many challenges in both work
relations as well as culture. Joint Venture with Chevron (client) involved high level decisions
and reporting to Project Management on a daily basis.
 Additional responsibilities increased my role in the management of vessel internals scope
work and modification completions of the SASOL Lift Reactors to the licenser’s requirements,
electrical, turnovers and walk downs, hydro testing, pre-commissioning activities,
constructability problem solving involving multi craft coordination.

KBR – October 2007 – November 2009

Structural Steel Superintendent
 SRC unit (Sulfur Recovery Unit) which consisted of 6015 metric tons of stick built steel, 44
Heavy Lift Modules, 17 air Coolers, 4 Analyzer buildings, and MCC, FAR electrical
instrumentation buildings. I was responsible for the field coordination of 50 Ironworkers,
welders, General Foremen and foremen. Duties included scheduling and daily work activities,
producing and tracking extra work orders estimations and Fabrications design along with the
Engineering Team. Other obligations included Heavy Lift Procedures and Proper Rigging
Techniques to ensure the Supervision and Crew were well informed and organized. I
attended high level meetings with Clients and Prime Contractors on Progress and
Productivity and monitored progress by means of the Q-Trax system. Multi craft meetings
and interaction with other Superintendents to successfully follow construction sequences and
plans.

Senior General Foreman / Assistant Superintendent
 Structural erection of Reactor Towers, Stick built Pipe racks and Heavy Lift Modules. Total
manpower was 40 Ironworkers and welders, general foremen and foremen. Responsibilities
ranged from Scheduling and look ahead meetings, carrying out along with Engineering to
develop Extra Work Order creations and tracking. Manpower delegation and daily work
activities, conducted safety meetings and stand downs, heavy lift plans, coordination and
support of all crafts and Superintendents.
Driver Iron – January – December 2006

Senior General Foreman / Assistant Superintendent
 Responsible for the HMU area - to construct one of the world’s largest Hydrogen Furnaces.
First phase of the project included 45 rebar workers to construct all the area paving and site
foundations. In charge of both the mechanical and structural portions of the furnace which
included the Reformer Base, Furnace Platforms and Walkways, Wall Panels, Stair
attachments, Internals and Furnace Roof Structural. Other tasks included heavy lift modules,
mechanical skids, and vessel erection with platforms, walkways plus the assembly of a
Tower Crane. Tracking and reporting of progress, attending coordination meetings as well as
maintaining safety and production was also part of the contractual obligation.

Syncrude Canada plant. Duties included safe work permitting, heavy lift coordination, steel

 Large scale beam and joist structure and the installation of overhead crane systems,
miscellaneous interior structures, supported rebar installation and civil details as well as
HVAC systems and piping. Supervised planned and coordinated for both erection and
welding crews.
Waiward Steel Genesee Power Plant Phase 3 – October 2003 – April 2004
Erection Foreman
 Turbine structure that entailed the main structure as well as all the interior miscellaneous
structures which required rigging procedures, safe work procedures, manpower distribution,
materials procurement. In charge of site planning for material delivery and lay down plans as
per sequence of erection and crane positions. Development and monitoring of structure extra
work orders and sequencing with mechanical and piping work fronts.
ACJV Shell Upgrader – February 2001 – October 2003
Erection Foreman
 Hydrogen furnace structural and penthouse then moved to the water block to erect a series
of beam and joist structures, interior platforms, walkways and pipe racks. Then proceeded to
the COGEN unit to erect platforms and walkways as well as support steel for the steam and
gas turbines.

May 2015 – Nov 2015 DRU, VDU, HSU CNRL Construction Site Manager  I joined the project and during my first week I was involved in the coordination and management of the Plant 32 Vacuum Column Hydrotest which was 14.4m dia x 43.04m TAN to TAN, utilizing 6.5million liters of water. This included the coordination of subcontracts who were CBI Horton (Boilermakers, Welders), Clean Harbors (Hydro, Water Cleaning) and negotiations with CNRL Operations and Firewater Systems in order to achieve approvals to perform the test. Once the test was completed and approved by an ABSA inspector then we had to coordinate a full wash out of the Vacuum Column and prepare for the Tray elevations leak test.  Unilaterally I also was in charge of Managing the construction of (3) Heaters which consisted of subcontractors: Black and McDonald (Boilermakers, Welders, Ironworkers, Pipefitters, and Electricians), Aluma (Scaffolders), RHI (Ceramic Bricks/Insulation).  This position was at the client level and required us to Manage all Subcontractors involved in our designated areas and cross coordination internally to support the overall project this entailed: o Approval for all Site Instruction Notices and handling of all Requests For Information through the TR engineering team o Area Authority signing of daily permits via the TR permitting office system. o Budgetary responsibility and approval of Subcontractors P.O’s o Manpower utilization, PF Factor and Schedule management o Answer to the Project Director and high level client meetings with CNRL o Champion Safety and perform daily inspections of work fronts being performed o Coordination with the planning and QS divisions o Work closely with Quality Control team, systems, procedure and ABSA requirements o Subcontract Management, bid proposal reviews and qualify proposals. KBR – Jan 2015 – May 2015 Associate Project Manager – Construction  Reported directly to the VP of Operations and the Director of Operations performing project reviews and Project analysis. My first review was located at the Surmont 2 SAGD Project where we were performing the commissioning and start up. My objective was to review how KBR was performing and to report plus find solutions to any deficiencies that I came across in order to improve on performance and client relations.

Career Profile Marcel Dennis Boutin Career Highlights November 2014  The other review I performed was at the Joffre Nova Chemical Furnace Revamp, which was experiencing a high volume of incidents and also was experiencing a difficult client. My main objective was to investigate the safety culture and try to uproot the issues and trend that the project was experiencing. I attended toolbox meetings, rigging studies, safety inspections and stayed close to the field safety team to observe how the work was being performed by all trades. Another tactic was to interview all the supervision and ask them specific questions pertaining to the safety incidents and how KBR has supported them; I evaluated their attitudes towards safety and the company. The conclusion was that in order to mend the client relations were to first prevent the incidents then look into how to improve the performance. KBR – July 2014 – Jan 2015 Air Liquide Reformer Project CNRL Associate Project Manager - Construction  This project consisted of a Reformer Furnace and Waste Heat Recovery System where I managed and coordinated all the Superintendents, Staff, Subcontracts, and Project Controls, FIWP coordinator, Engineering, Quality Control, Safety culture and Client relations. This included daily coordination of all the Superintendents and DFL supervision, daily reporting to the client, developing plus maintaining a 30day construction schedule. Further responsibilities included the management of budget, PDN’s and project controls support. KBR – January 2014 – July 2014 KBR Wabi Main Office / Suncor OSBL, NACG Pipeline Project Construction Manager  I was stationed in the KBR home office with a team of schedulers, estimators and managers working on proposals for multiple bids. My main focus was to manage the Path of Construction, estimate reviews, budget, subcontracts, schedule analysis, client reviews, manage clarifications and manpower projection. Then I was requested to mobilize to Suncor Fort Hills for the NACG OSBL Pipeline Project as the Construction Manager / General Supt where I was in charge of a staff team (IFL) consisting of admin, planners, technical specialists, safety, quality control and direct labor upwards around 70 workers. The scope of the job was to install 2100m of raw water system which ranges from 54 – 3 Inch piping where we performed stringing, fitting, welding (B313, Z662), Installation with side booms and in position fit and weld then hydrotest, jeep and tape for turnover. This job was on a lump sum hard dollar bid with a very aggressive tight schedule.

Career Profile Marcel Dennis Boutin Career Highlights November 2014 KBR – October 2013 – December 2013 Spectra Aitken Creek Nightshift Manager  Overseeing structural erection / demolition; heavy lifts coordination, rigging and piping installation. Subcontracts included are hydrovac, pile installation, survey, electrical, lead paint abatement and scaffolding. The project is the Spectra Aitken Creek Processing Facility reactivation (ACP) which will enable Spectra Energy to safely and effectively reactivate the ACP facility which produced approximately 100 MMSCFD of sour raw gas and has been idle for 12 years. Coordination with project controls in order to develop and maintain an aggressive schedule and to harmonize with a safe working environment, create and manage all RFI’s and PDN’s, installation man-hours’ tracking, cost control, equipment, tools and materials control, client interaction, supervision and manpower work front coordination and planning. Daily walk downs and punching of systems with the client QC and coordinators were being performed near the completion of construction in preparation for commissioning and startup. KBR – May 2012 – September 2013 Syncrude - Aurora Mine Relocation Construction and Relocation Construction Manager / General Superintendent  On site for 16 months completing the planning, scheduling and costing elements including involvement with building the financial reporting forecasts for the duration of this project. Creation of a daily job card system for all disciplines and work fronts associated with the relocation, commissioning and startup of Trains 1 & 2 under a high pressure aggressive schedule that was closely coordinated with the Syncrude process teams in order to be able to take advantage of any scheduled shutdown activities plus working activities in a live plant situation that were required to be completed pre-relocation. The job card system also helped in the creation of the Skyline Schedule which included the relocation and turnover activities managed daily in client War Room coordination meetings. I was also involved in the turnover walk-down sessions with the client and manpower coordination to ensure all systems were completed pre startup. This project involves the relocation of two Syncrude ore trains from the East Pit Mine to the Fort Hills Site. This move is a 2K move with the largest facility being in excess of 3300 tons. In the middle of the relocation of the two trains I was involved in the construction and startup of a Process Water Pump-house that will be supplying the process warm water to the relocated facilities. Along with the construction of the new PWPHwas the relocation, startup and commissioning of the existing pump-houses for both Train 1 & 2, the caustic facility along with new piping to accommodate the new location design. KBR – October 2011 – May 2012 Kitimat LNG Houston Texas  Part of the Construction Management Team assembled to submit the Construction Estimate for the Kitimat LNG Project. Duties included the interface with the engineering team to complete the FEED and develop the plans for temp facilities, camp, manpower / supervision requirements, schedule, subcontracts and materials. Implementation and management of the Heavy Lift Program which included deliverables, transport routes, crane positioning and lifting schedule. KBR – November 2009 – August 2011 EGTL Project Escravos Nigeria Delta State Construction Management Team and Structural Superintendent / Manager  The EGTL Project was executed by a joint venture of KBR and Saipem under an EPCM cost reimbursable contract valued in excess of $8 billion. Responsible for the process area prime contractor and LCC (local contractors) which consisted upwards of 500 workers and 50 supervisors. My main focus was to deal with the management to follow schedule, progress, manpower utilization, RFI (request for information) problem solving, Safe Work Procedures and Communications. This area included 10000Tons of stick built steel for the Reactor Towers, Process Pipe racks, miscellaneous structures, compressor shelters, wax filtration units, vessel and stack platforms and walkways. All of which were accomplished in multi craft sequences and construction plans. The Prime Contractor (Daewoo) a Korean Company and the Nigerian workforce made a diverse work setting with many challenges in both work relations as well as culture. Joint Venture with Chevron (client) involved high level decisions and reporting to Project Management on a daily basis.  Additional responsibilities increased my role in the management of vessel internals scope work and modification completions of the SASOL Lift Reactors to the licenser’s requirements, electrical, turnovers and walk downs, hydro testing, pre-commissioning activities, constructability problem solving involving multi craft coordination.

Career Profile Marcel Dennis Boutin Career Highlights November 2014 KBR – October 2007 – November 2009 SHELL SCOTFORD Fort Saskatchewan Alberta Structural Steel Superintendent  SRC unit (Sulfur Recovery Unit) which consisted of 6015 metric tons of stick built steel, 44 Heavy Lift Modules, 17 air Coolers, 4 Analyzer buildings, and MCC, FAR electrical instrumentation buildings. I was responsible for the field coordination of 50 Ironworkers, welders, General Foremen and foremen. Duties included scheduling and daily work activities, producing and tracking extra work orders estimations and Fabrications design along with the Engineering Team. Other obligations included Heavy Lift Procedures and Proper Rigging Techniques to ensure the Supervision and Crew were well informed and organized. I attended high level meetings with Clients and Prime Contractors on Progress and Productivity and monitored progress by means of the Q-Trax system. Multi craft meetings and interaction with other Superintendents to successfully follow construction sequences and plans. Jacobs Canada Inc. – December 2006 – October 2007 CNRL Senior General Foreman / Assistant Superintendent  Structural erection of Reactor Towers, Stick built Pipe racks and Heavy Lift Modules. Total manpower was 40 Ironworkers and welders, general foremen and foremen. Responsibilities ranged from Scheduling and look ahead meetings, carrying out along with Engineering to develop Extra Work Order creations and tracking. Manpower delegation and daily work activities, conducted safety meetings and stand downs, heavy lift plans, coordination and support of all crafts and Superintendents. Driver Iron – January – December 2006 CNRL Senior General Foreman / Assistant Superintendent  Responsible for the HMU area - to construct one of the world’s largest Hydrogen Furnaces. First phase of the project included 45 rebar workers to construct all the area paving and site foundations. In charge of both the mechanical and structural portions of the furnace which included the Reformer Base, Furnace Platforms and Walkways, Wall Panels, Stair attachments, Internals and Furnace Roof Structural. Other tasks included heavy lift modules, mechanical skids, and vessel erection with platforms, walkways plus the assembly of a Tower Crane. Tracking and reporting of progress, attending coordination meetings as well as maintaining safety and production was also part of the contractual obligation.

Duties included safe work permitting, heavy lift coordination, steel fabrication and design, trouble shooting and problem solving, manpower distribution and scheduling while maintaining an aggressive shut down schedule safely. Jacobs Canada Inc. - January 2005 - September 2005 Shutdown Foreman  Progressed to projects and maintenance lead in a multi craft live plant environment requiring coordination and responsibility of safe work permits, manpower coordination, scheduling, fabrication design and erection/rigging safety procedures. Waiward Steel Edmonton Alberta - April 2004 - December 2004 Erection Foreman  Large scale beam and joist structure and the installation of overhead crane systems, miscellaneous interior structures, supported rebar installation and civil details as well as HVAC systems and piping. Supervised planned and coordinated for both erection and welding crews. Waiward Steel Genesee Power Plant Phase 3 – October 2003 – April 2004 Erection Foreman  Turbine structure that entailed the main structure as well as all the interior miscellaneous structures which required rigging procedures, safe work procedures, manpower distribution, materials procurement. In charge of site planning for material delivery and lay down plans as per sequence of erection and crane positions. Development and monitoring of structure extra work orders and sequencing with mechanical and piping work fronts. ACJV Shell Upgrader – February 2001 – October 2003 Erection Foreman  Hydrogen furnace structural and penthouse then moved to the water block to erect a series of beam and joist structures, interior platforms, walkways and pipe racks. Then proceeded to the COGEN unit to erect platforms and walkways as well as support steel for the steam and gas turbines.
