Project Implementation Engineer;
• Responsible for submission and approval of all material used on Intelligent
Transportation System (ITS), Traffic Signal and Fiber Optic construction
projects companywide. Duties include knowledge of State, City and County
DOT Specifications across numerous Southeast States including Georgia,
Florida, Louisiana, North & South Carolina, Tennessee and Texas.
• Responsible for material purchases on numerous construction projects and
equipment repairs. Duties include supplier selection and price negotiation. Uti-
lize purchasing software to issue Purchase Orders and ensure delivery to the
job sites and authorize payments.
• Assist Project Managers with engineering related duties such as determining
project quantities, and providing plan interpretations and conferences with
State, City and County Engineers.
• Assist Estimators with bidding duties, including supplier and subcontractor price
negotiations.

• Program Manager of the Traffic Signal and Electrical Facilities (TSEF) group re-
sponsible for maintaining and constructing all Intelligent Transportation System
(ITS) devices statewide.
• Administered the yearly budget, and expenses.
• Administered NaviGAtor configuration management.

associated contracts. This includes the Weigh-in-Motion (WIM) and Electronic
Screening devices.
• Project Manager of the ($30 Mill.) ITS Comprehensive Maintenance Contract
(CMC). Assisted with the development of the CMC as the first ITS Pay-for-Per-
formance contract in the nation, which presently maintains an average of 95% op-
erability across all devices.
• Administered the contractual modifications and monthly invoices, plus provide
QA/QC of all contractor activities.
• Program Manager of ITS Construction, overseeing construction inspection and
device submittals.
• Responsible for the Department’s Qualified Products List (QPL) which involve
ITS and Traffic Signal devices.
• Project Manager of ITS and Traffic Signal specification updates to the Depart-
ment’s 2013 Specification Book.
NaviGAtor Systems Engineer, 2005-2009
• Program Manager of NaviGAtor initiatives related to automated processes for in-
cident detection and notification.
• Managed the revision to the NaviGAtor Systems Engineering Plan, with updates
to the Department’s Plan Development Process (PDP).
• Administered updates to the NaviGAtor operational software.
• Administered all Ramp-metering operations.
• Conducted studies and managed consultants related to the effectiveness and bene-
fits of NaviGAtor.

• Responsible for daily operations of the Transportation Management Center

to monitor traffic.
• Receive public input through *DOT/511 cellular calls. Implement responsible
plans of action and notify the public by use of changeable message signs (CMS)
and an interactive website.
• Supervise a team of Operators to ensure that public notification and incident re-
sponse are achieved in a timely manner by dispatching Highway Emergency Re-
sponse Operators (HEROS), Maintenance Foremen, Traffic Signal Technicians
and whatever response personnel are necessary while keeping management per-
sonnel updated.
• Maintain a productive relationship with various public officials and agencies.
• Oversee the Department's contract with the Towing and Recovery Association of
Georgia (TRAG).
• Operations Manager during Hurricane Floyd (1999) and fostered the Standard
Operating Procedures (SOP) to dispatch GDOT Foremen.
Assistant Area Engineer, 1995 -1998
• Responsible for all Maintenance activities on the Interstate and State-Route sys-
tem of several counties in Metro Atlanta.
• Schedule the workload of personnel (50+) and equipment (100+) in a safe and
productive manner.
• Ensure that proper Incident Response is achieved on a 24-hour basis. Profession-
ally respond to all complaints. Coordinated response and clean-up activities dur-
ing Hurricane Hugo (1995).
• Acting District Maintenance Engineer during the 1996 Olympic Games (Atlanta),
dispatching all crews during my shift.
Project Engineer, Assistant Project Engineer, Engineer Associate, 1985 - 1995
• Project Engineer responsible for several Construction projects of the NaviGAtor
ITS System and Roadway / Bridge construction projects in Metro Atlanta (Free-
dom Parkway) and Savannah (Talmadge Bridge).
• Supervise construction involving DOT inspectors and outside Consultants.
• Train new DOT project engineers. Coordinate activities with other DOT contracts
and public officials. Promote teamwork among all project personnel and the pub-
lic.
