Changes in Education Form.
The incumbent Government in 2020 made several changes in education policy of India. This slide contains brief info regarding NEP.
2. Key Points:
1. Ministry of Human Resource and Development(MHRD) to be Renamed
Ministry of Education.
2. 5 + 3 + 3 + 4 Not 10 + 2.
3. Classes in Mother-tongue or Regional Language till Class 5.
4. Reduction in Syllabus, Focus on Core Essentials, Co Curricular, Arts.
5. Board Exams to be Conducted Twice.
6. Four Years Multidisciplinary Undergraduate Program Introduced.
7. Phase out Universities with Single Stream Education.
8. Opened Indian Higher Education to Foreign Top Universities.
9. MPhil, Middle Research Degree between Masters and PhD Abolished.
10.UGC and the All India Council for Technical Education (AICTE)
Dismantled.

4. Final Degree with Research Experience Eligible for a PhD Admission.
6. Opened Indian Higher Education to Foreign Top
Universities
● Universities Among Top 100 in the World will be allowed to Set-up
Campus in India
* but selection of which top 100, it is not clear.
● Though in UPA-II tried for similar bill but top 20 global Universities showed
no interest in Setting Campus including Cambridge, MIT, Stanford.
7. Phase out Universities with Single Stream
Education
● Collage and Universities must aim to become Multidisciplinary by
2040
● Many IITs have already set up Humanities Stream in their Campus.
● Some of the best Universities including MIT have Strong Humanities
Departments.
● Engineering Colleges to set up HS Department as the need of Hour
with upcoming Environment and Climate Change issue.
● MPhil, Middle Research Degree between Masters and PhD Abolished.
8. UGC and the All India Council for Technical Education
(AICTE), NCTE Dismantled
● They are to be Replaced by Single Regulatory Body for Easy Administration.
● UGC, or University Grant Council that manages the Funding of University.
● AICTE manages Technical Institutes.
● NCTE aka National Council for Teacher Education.
● MHRD renamed as Ministry of Education.
9. Pretext
1. Education comes under Concurrent List, enumerated at 25/47.
2. The need to change the education curriculum was felt in 1964.
3. The same year, a 17-member Education Commission headed by then UGC Chairperson D
S Kothari, was formed.
4. Based on suggestions, the Parliament passed the first education policy in 1968.
5. First in 1968 then Second NEP in 1986, then the revision of 1986 in 1992.
6. The current is the Third NEP with implementation target of 2040 for entire policy.
7. Sufficient funding is required as the 1968 was hamstrung by Shortage of fund.
