The policy covers elementary education to colleges/Universities in both
rural and urban India.
National Education Policy 2020 is India’s Third Education Policy after NEP 1968
and 1986.
The policy aims to transform India’s education system by 2040.
Public Investment in Education Sector to reach 6% to 3.1% of GDP at the earliest.
Focus on Internationalization.
NEP 2020 aims to increase the Gross Enrolment Ratio in higher education
including vocational education i.e. 50% by 2035.
3. NATIONAL EDUCATION POLICY: HIGHER EDUCATION
Higher education curriculum to have flexibility of subjects.
Academic bank of credits to be established to facilitate transfer of credits
It focus on setting up of Gender Inclusion Fund and Special Education Zones for
disadvantaged regions and groups.
National Educational Technology Forum to be created.
National Research Foundation to be established.
3.5 Crore new seats will Be added to higher education institutions.
4. NEP 2020 will bring innovation to India’s
Higher Education System
To proposes multi-disciplinary programme with multiple entry and multiple exit
options.
To create world class holistic and multidisciplinary higher education institutions.
To set up as a single overarching umbrella body for entire higher
education(excluding medical and legal education).
Set up” Higher Education Commission of India(HECI)”
To ensure the preservation, growth, and vibrancy of all Indian languages.
To use mother tongue/local language as a medium of instruction in HEI
programmes.

6. GOALS OF NEP-2020 IN HIGHER EDUCATION
• Quality Higher Education aims to develop good, thoughtful, well-rounded and creative individuals
for Knowledge Creation and Innovation.
• Purpose of creation of greater opportunities for individual employment.
• Re-energising of Higher Education through Multidisciplinary Universities and colleges,
undergraduate education, faculty and institutional autonomy etc.
• Multidisciplinary Education and Research Universities (MERUS) Model Public Universities.
• National Committee for integration of vocation Education –Lok Vidya.
• National Testing Agency to offer common entrance exam(i.e. NTA) high quality common
aptitude test, at least twice every year for university entrance exams.

8. INSTITUTIONAL REFORMS : NEP 2020
• Quality transformation of open and distance learning and expansion for access all
Open Distance Learning(ODL) and online programs)
• Ph.D. degree is compulsory along with NET/SLET as an essential qualification to become an assistant
professor in any HEIs.
• Four years of Bachelor's degree holders with research performance during the fourth year can directly
admit to Ph.D. programme without master degree.
• The proposed teachers education comprises of four years integrated B.Ed. By 2030 this degree is
compulsory requirement to become faculty in school education stages.
• By 2040 all HEIs should aim to become large multidisciplinary institute(it offers at least 2 programs
in arts and humanities, at least 2 programs of science and mathematics and at least one from social science).
• There will be no affiliating universities or affiliated colleges after 2032, All currently affiliated colleges
merge into affiliating universities or develop into type 1 or 2 universities.
