4. Recommendations
1.The duration of teacher education should be extended to two years. The
number of working days will be 220 days in each year.
2. After secondary school, a four year/five year (preferred) teacher education
certificate should be be introduced.
3. For XII qualified candidates, the course will be of two year duration in
elementary teacher education programme and the possibility of four year
integrated teacher education course for class X qualified may be explored.
4. Selection test should be conducted to select students for teacher education
programmes.
5. 5.Training is a joint responsibility of teacher education institutes and teaching
practice schools will make sure to improve the quality of training. ∙ Duration of
practice teaching will be four weeks in the third year and three weeks in the
fourth year.
6. Curriculum of teacher education programmes for elementary and secondary
teachers will consist of theory components like professional preparation, general
education and practical component like practice teaching.
7. To measure teacher student qualities like attitude towards work, affection for
students and involvement in activities, proper evaluation criteria should be
developed by the teacher education institutions.
8. Teacher educators who are expert in the use of educational technology may
be identified and posted in each education colleges.
7. Introduction
The NKC was constituted on 13th June 2005 under the
Chairmanship of Sam Pitroda with a time-frame of three
years, from 2nd October 2005 to 2nd October 2008. As a
high-level advisory body to the Prime Minister of India, the
National Knowledge Commission has been given a mandate
to guide policy and direct reforms, focusing on certain key
areas such as education, science and technology,
agriculture, industry, e-governance etc.
8. Objectives
The overarching aim of the National Knowledge Commission is to enable the development of a
vibrant knowledge based society. This entails both a radical improvement in existing systems of
knowledge, and creating avenues for generating new forms of knowledge.
Greater participation and more equitable access to knowledge across all sections of society are of
vital importance in achieving these goals.
In view of the above, the NKC seeks to develop appropriate institutional
frameworks to:
Strengthen the education system, promote domestic research and innovation, facilitate knowledge
application in sectors like health, agriculture, and industry.
Leverage information and communication technologies to enhance governance and improve
connectivity.
Devise mechanisms for exchange and interaction between knowledge systems in the global arena.

13. Information and Communication Technology (ICT) to be made more

NKC also recommended pre-service and inservice teacher education

Moving away from rote learning to a critical understanding of concepts
NKC asserted that the main responsibility for school education is on
the State
Governments, and, therefore, States must be consulted for policy
formulation

14. Follow up Actions
Libraries
Based on the recommendations of NKC, the Department of Culture (DoC)
proposed setting up a National Mission for Libraries (NML) in the XI Plan as a
Central Sector Scheme.
English language teaching
Twenty five states have already introduced English as a subject from Class I.
With the help of NCERT, the MHRD is guiding English Teaching in schools in the
states/UTs by developing appropriate curriculum, materials and training of
teachers with skills in English.
Higher and technical education
To expand capacity and improve quality of higher education, the Government
has sanctioned the setting up of 15 new Central Universities and 14 new
Universities based on world-class standards.
16. Introduction
1n 2012, Hon’ble Supreme Court of India constituted a report
of the High-Powered Commission on Teacher Education
that was titled “Vision of Teacher Education in India: Quality
and Regulatory Perspective”, which is referred to as Justice
Verma Commission (2012).
17. Objectives
Developing a model on In Service Teacher Education policy, focusing
upon the issues mentioned below:
1. Quality of Pre-service Teacher Education
2. Quality of In-service Teacher Education
3. Teacher performance and Teacher audit
4. Strengthening the Regulatory Functions of the NCTE.
18. Recommendations
The government must increase its investment for establishing Teacher
Education Institutions and overcome the acute shortage of teachers in
deficit states.
The government must have a transparent procedure of Pre-Entry
Testing of candidates for Pre-Service teachers Education Programmes.
Teacher education should be made part of the higher education system.
The duration and term of the teacher education program must be
increased according to the recommendations of the Education
Commission 1966.
Teach education institutions must be located in a multi and
interdisciplinary environment.
19. • Every Pre-Service Teacher Education Institution must have a well-equipped
school attached to it where student teachers can get to hone their skills and
become reflective practitioners.
• Current teacher education programs should be revamped according to the
recommendations put forth by the National Curriculum Framework for
Teacher Education (NCFTE-2009)
• It suggested the setting up of national-level academic body for the
continuous reflection and analysis of the teacher education programs
(NIPRTE)
• The first professional Diploma / Degree in Teacher Education must be
pursued only in face-to-face mode. The Commission mentions that teachers
have the responsibility of shaping the future of a country. This is one of the
prime reasons that they must receive the best quality of education so that they
can become highly competent and effective teachers
