This document outlines the competency requirements for personnel working on the Sungai Besi - Ulu Kelang (SUKE) Expressway Project. It specifies that all operators of machinery, equipment, cranes, and vehicles must have valid licenses and certificates from relevant authorities and a minimum number of years of experience operating similar equipment. Safety officers and supervisors overseeing scaffolding, welding, and electrical work must also meet minimum experience requirements and certifications as outlined in the local legislation and by the construction company, MRCB Builders. Contractors must only engage competent personnel who meet these competency standards.

Duties and Responsibilities
Competent Person
1. Contractor to only engage competent personnel for activities requires special
competencies as per the Local Legislations and MRCB ESH Requirements.
2. All drivers & machinery operators must have valid driving license and certificates from
relevant authorities. This includes the Excavators, Backhoe, Cranes & Heavy and Light
Vehicles.
3. Other equipment such as Fork Lift, Sky lift, Boom Lift, Scissors Lift, Mast Climbers,
Gondola, Spider Cranes, etc. if not covered under licensed based competencies, an
acknowledgement letter from company clearly stating the details of the experience with
copy of training certificates from authorised third party will be required. The approval will
be also subject to verification of competencies (V.O.C) and assessment where required by
MRCB.
4. All plant, machineries or equipment operator must have minimum 3 years of experiences
in operating similar type and model of plant, machineries or equipment.
5. Tower Crane & Mobile Crane operators must have minimum 5 years of experience in
operating similar capacity cranes.
6. Safety & Health Officer (SHO)-DOSH Registered (Green Book)- minimum 5 years’
experience.
7. Site Safety Supervisor (SSS)-DOSH Registered (Yellow Book)- minimum 3 years’
experience.
8. Scaffolds Erector- DOSH registered competent person – minimum 3 years’ experience.
9. Scaffold Supervisor & Inspector –DOSH registered – minimum 3 years’ experience.
10. Welders-Welding certificates & DOSH Registered where required – minimum 2 years’
experience.
11. Electrician- Licensed electrician as per the Energy Commission /Suruhanjaya Tenaga
(EC/ST) - 3 years’ experience.
12. Contractors to comply with any other latest competency needs under the MRCB ESH
Requirements or Local Legislations which may not be captured in this document.
